Meeting called to order at 8:15 A.M. by Mayor Sheila Cameron. Thank you for coming.

Mayor Cameron announced that today's meeting would be an "open mic" meeting to

take a look at what the committee has accomplished and where its going in the future.
Mayor Cameron announced that the new City Manager, Kent' Miller, will be coming to
the City on November 8, 1999 or November 9, 1999. She will invite him to attend the
November 18, 1999 meeting.
Mayor Cameron presented an overview of some of the committee's accomplishments:
The Hotel/Motel Association was formed and has become a very vital part of the City;
Encinitas Hwy 101 mugs available through DEMA; We have the "Surfrider crossing
signs and stickers; U.S. Hwy 101 is now Historic Hwy 101; the Sheriff's Department
gave presentation; Hillel Schwartz discussed the Millennium Celebration; the Post
Office was saved in part with help from the Downtown Preservation Committee;
"Encinitas Brochures" were produced; Film Festivals headed by Dan Hare at La Paloma
Threatre; DEMA, the Chamber, and the Hotel/Motel Association are all holding events

Guest Speaker: Hillel Schwartz, Senior Fellow, Millennium Institute,
The Millennium Journey - A Celebration
Arlington, Virginia and Advisor to the White House Millennium Council gave
presentation on the Millennium Celebration.
Being a cultural historian, he realized that people have certain expectations of what will
happen at end of the millennium. As result, the Millennium Institute asked Mr. Schwartz
to work on long term integrated thinking for a millennium celebration - not just a one
day event. The focus was more on what we need to do in the future to sustain society
into the next millennium — the next 1000 years.
The 2000 birthday should not be ordinary — it should be marked as turning point in world
history. We have for the I" time in history, a global calendar everyone around the world
uses. This means that there will be no other year that holds the same aura. The year
2000 carries with it many expectations. A typical celebration such as fireworks will not
be remembered 50 years from now, but if the celebration integrates gifts to the people of
the next generation that are long lasting and enduring then the gifts will be remembered
in the future. The people need to find way that will appeal to all and encourage them to
become involved in a project and stay involved.
Mr. Schwartz indicated that we can begin various millennium journey projects that when
all projects are completed will work together and/or connect in some way. One idea is
that children can help decorate stepping stones used on city sidewalks; children can bring
their personal favorite items to implant on the stone.
The community needs to decide what types of projects best suits them. The communities
need to look at their past and incorporate this with the projects — link the past millennium
with the future millennium.
The White House has put together a website which gives ideas for millennium
celebrations and projects: millenniumworld.org
Mr. Schwartz will also be attending the next City Council meeting. Mr. Holz added that
he would like the Arts and Youth Commissions to also attend. It was discussed that
various committees, groups, and organizations should meet together to come up with
different community projects that will eventually be a part of one big project. Mr. Holz
indicated that the city is currently participating in projects that can be developed into
millennium projects. One example: The trails commission is about to adopt a master
trails project. We need to find a way to work a millennium celebration into this. Also,
the Planning Department will be holding a Community Character Workshop. This is an
opportunity for the community to voice their opinions on what they feel is what Encinitas
is to them. This can be a celebration of the history of Encinitas - -what we are now and
what we want to be in the future.
Mr. Schwartz also added that it is important to bring the children into the projects
because these projects really are for the children, who are our future. By allowing the
children to become involved in the projects, the chances of the project continuing in the
future is greater since they will be more interested in it. The schools can help in this area
and become involved in the projects.
