REGULAR MEETING MINUTES
Encinitas Ranch Golf Course Clubhouse

Tuesday, April 25, 2017, at 4:30 p.m.
CALL TO ORDER/ROLL CALL
Chair Houk called the meeting to order at 4:32 P.M
Directors Present: Chair Richard Houk, Vice Chair Cindy Jacob, Jennifer Campbell (Director of
Parks and Recreation), Jim Ross (Interim Director of Public Works — arrived
at 4:35 p.m.)
Absent: Director Karen P. Brust (City Manager)
Also Present: John McNair, Erik Johnson, Kent Graff, JC Resorts; Tim Nash (Finance
Director), Kathy Hollywood (Board Secretary), City of Encinitas
There being a quorum present, the meeting was in order.
ORAL COMMUNICATION
There were no oral communications.
AGENDIZED BUSINESS ITEMS
1. Approval of the minutes of the February 28, 2017 Regular Meeting.
RECOMMENDED ACTION: Approve the minutes.
ACTION:
Campbell, moved, Jacob seconded to approve the minutes as presented. Motion
carried. Ayes: Campbell, Houk, Jacob. Nays: None. Absent: Brust, Ross. Abstain:
None.
2. Review of ERGA Financial Summary of Revenues, Expenditures, and Capital Reserves for
February and March 2017. Contact Person: JC Resorts, Erik Johnson
RECOMMENDED ACTION: Receive the report.
Mr. Johnson and Mr. McNair reviewed the financial summaries and the Capital Reserves
for February and March 2017.
ACTION:
Board consensus to receive the report.
3. Proposed Changes to the FY 2016/17 Capital Budget. Contact Person: JC Resorts, Erik
Johnson and Kent Graff
RECOMMENDED ACTION: ERGA Board of Directors approve proposed changes to the
FY 2016/17 Capital Budget. Recommended changes are a direct result of unforeseen costs
associated with the repair of irrigation pumps as well as updated needs and costs of other
projects.
Mr. Johnson, Mr. McNair and Mr. Graff reviewed the recommended changes including the
following:
• Decreasing the Driving Range Draining and Surfacing Project from $16,450 to $10,000
• Decreasing the Golf Course Signage from $10,000 to $0
• Adding Decorative Fence on #6 project in the amount of $10,000
• Adding Irrigation Pump Repair /Replacement project in the amount of $16,000
ACTION:
Jacob moved, Campbell seconded to approve the proposed changes to the FY
2016/17 Capital Budget as presented. Motion carried. Ayes: Campbell, Houk, Jacob,
Ross. Nays: None. Absent: Brust. Abstain: None.
4. Report on incidents and accidents. Contact Person: JC Resorts, Erik Johnson
RECOMMENDED ACTION: Receive the oral report.
Mr. Johnson stated there were no incidents or accidents to report.
REPORTS FROM DIRECTORS AND /OR MANAGER REPORTS
Jennifer Campbell stated that an email had been received by the City Manager regarding repair of
a portion of the decorative fence. Chair Houk confirmed that the email was in regard to the
decorative fence project added to the FY 2016/17 Capital Budget under Agenda Item 3. He stated
that the decorative fence project was currently out to bid and that the project would be completed
as quickly as possible.
Chair Houk and Mr. McNair presented information regarding budget preparations for FY 17 -18.
There was Board Consensus to appoint Chair Houk and Vice Chair Jacob as a budget
subcommittee.
