2017-03-06 REGULAR MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, March 6, 2017, 5:00 p.m. 1. Call to Order Chair Thum called the meeting to order at 5:04 p.m. 2. Roll Call Present: Commissioners Filsinger, Kuta (arriving at 5:10 p.m.), Sabeck (arriving at 5:10 p.m.), Stefanko (arriving at 5:06 p.m.), Tanha, Thum, and Abraham Absent: Arts Administrator Gilliam Also Present: Director Campbell and Management Analyst Roff 3. Approve the February 6, 2017 Regular Meeting Minutes ACTION COMMISSIONER FILSINGER MOVED APPROVAL OF THE FEBRUARY 6, 2017 REGULAR MEETING MINUTES, SECOND BY COMMISIIONER TANHA, AND THE MOTION CARRIED 5-0. (COMMISSIONERS SABECK AND KUTA WERE ABSENT.) Approve the February 11, 2017 Special Meeting Minutes COMMISSIONER TANHA MOVED APPROVAL OF THE FEBRUARY 11, 2017 SPECIAL MEETING MINUTES, SECOND BY COMMISIIONER FILSINGER, AND THE MOTION CARRIED 2-0. (COMMISSIONERS SABECK AND KUTA WERE ABSENT AND COMMISSIONERS STEFANKO, THUM AND ABRAHAM ABSTAINED.) 8. Action Items 8A. Report on the Goals of the Commission Work Plan and Appoint Commissioners to Ad-hoc Committees. Contact Person: Chair Thum Commissioner Tanha provided an update on the Encinitas Friends of the Arts Passport to Silk Road and grant funding for public art. Commissioner Stefanko provided an updated on the Arts Advocacy Reflections program. Commissioner Thum provided an update on the Music by the Sea concert. Commissioners Sabeck and Kuta provided an update on public art. 8B. Review the revised artist rendering of the glass mosaic at the Moonlight State Beach marine safety center. Contact Person: Commissioner Sabeck. Bob Nichols, President of Surfing Madonna Oceans Project provided a presentation on the glass mosaic. The Commission for the Arts requested to see a scale drawing of the rendering that includes the legend. 9. Informational Items 9A. Discussion: 2017/18 Commission for the Arts Work Plan. Contact Person: Chair Thum Chair Thum reviewed the 2017/18 work plan. 9B. Arts Division Report: Item pulled from the agenda. 9C. Commission-sponsored and Co-sponsored Events Commissioners Stefanko and Thum provided an updated on the Arts Festival. Commissioner Filsinger reported on the upcoming Encinitas Half Marathon. 10. Commissioner Initiated Agenda Items None 11. Future Agenda Items Added by Commission Members Commissioners Filsinger and Kuta requested future agenda items include an update on the Humanity sculpture and a discussion on the public art process. 12. Commissioner Kuta reported on the California Arts Council grants. Commissioner Sabeck reported on public art in Claremont California and the funding sources. Commissioner Stefanko reported on the art exhibit at The Studio in Encinitas. Commissioner Filsinger reported on a mosaic class documentary, a Jordan Roberts screening in Los Angeles, and an upcoming Venture Capitalist round table on productions in San Diego. Commissioner Abraham reported on her trip to Cuba and public art and attending a Wednesday at Noon Concert. Commissioner Tanha reported on Encinitas Friends of the Arts, the proposed Mariachi music education program and recent trips to galleries and museums. She expressed her appreciation for being able to serve on the Commission for the Arts from 2012-2017. Commissioner Thum reported on the Coastal Communities Concert Band and the Mizel Community Grant Program. 13.
