2017-03-21 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION REGULAR MEETING MARCH 21, 2017, 2:00 P.M., 505 SOUTH VULCAN AVENUE 1. CALL TO ORDER Chair Vance called the meeting to order at 2:02 p.m. 2. ROLL CALL Present: Commissioners Quinn, Stewart, Vance, Lerchbacker, Lennox, Davis and Powell Also Present: Senior Center Manager Goodsell, Recreation Superintendent Gorham and Program Assistant Gilliam Absent: None There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS 4A. Commissioner Oath of Office ACTION COMMISSIONERS DAVIS AND POWELL TOOK AND SIGNED THE OATH OF OFFICE 4B. Commissioner Orientation City Clerk Hollywood presented the commissioner orientation video and provided commissioner handbooks. 4C. California End of Life Option Act, Coalition for Compassionate Care of California presented by Volunteer Lynne Calkins 4D. HomeShare program in Encinitas presentation by ElderHelp Associate Executive Director Anya Delacruz Anya provided a one year program review and reported that there has been one housing match. 5. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None 6. CHANGES TO THE AGENDA None ACTION COMMISSIONER STEWART MOVED APPROVAL OF THE MARCH 21, 2017 REGULAR MEETING AGENDA, SECOND BY COMMISSIONER LERCHBACKER, AND THE MOTION CARRIED 5-0. (COMMISSIONERS DAVIS AND POWELL ABSTAINED AS THEY WERE NEWLY APPOINTED.) 7. APPROVAL OF THE MINUTES 7A. Approval of the February 21, 2017 regular meeting minutes ACTION COMMISSIONER QUINN MOVED APPROVAL OF THE FEBRUARY 21, 2017 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER LERCHBACKER, AND THE MOTION CARRIED 5-0. (COMMISSIONERS DAVIS AND POWELL ABSTAINED AS THEY WERE NEWLY APPOINTED.) 8. ACTION ITEMS 8A. Senior Citizen Commission Chair and Vice Chair. Commissioner Lerchbacker nominated himself as Chair and received 7 votes. Commissioner Davis nominated herself as Vice Chair and received 7 votes. 8B. Senior Awards Program Public speaker Bill Berrier spoke in support of Senior Citizen of the Year nominee Jay Williams. Public speaker Judy Thum spoke in support of Senior Citizen of the Year nominee Naimeh Tanha. Public Speaker Doug Long spoke in support of Service to Senior nominee Roger Bolus. Public Speaker Carolyn Cope spoke in support of Senior Citizen of the Year nominee Jay Williams. Jay Williams received 7 votes and was awarded Senior Citizen of the Year Award. Martin Cooper received 5 votes and was awarded Service to Senior Award. 8C. Senior Citizen Commission Proposed Meeting Calendar FY 2017-18 ACTION COMMISSIONER STEWART MOVED APPROVAL OF THE CALENDAR, SECOND BY COMMISSIONER LENNOX, AND THE MOTION CARRIED 7-0. 8D. Senior Citizen Commission Annual Work Plan Goal 2 Commissioner Lennox attended the Senior Expo on February 25, 2017 and administered a survey. Senior Center Manager Goodsell shared the results of the survey. Goal 3 Senior Center Manager Goodsell stated that the work plan for 2017-2018 would be planned at the next Commission meeting. Goal 8 Commissioner Lennox requested that Program Coordinator Ashley Keller speak to the Commissioners regarding the Out and About program. 9. INFORMATIONAL ITEMS Senior Center Operations Report Senior Center Manager Goodsell provided an update on Senior Programs. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None 11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMEBERS None 12. COMMISSION REPORTS 12A. Roundtable Commissioner Quinn thanked Commissioner Vance for his past year of service as Chair. Commissioner Powell expressed a desire to help with senior program fundraising and promotions. Commissioner Lerchbacker commended staff on successful senior programs. Commissioner Lennox welcomed the new commissioners. Commissioner Davis provided an introduction and her background to the Commission. Commissioner Vance expressed appreciation of his past service to the Commission and is looking forward to the upcoming year. ADJOURNMENT ACTION COMMISSIONER LENNOX MOVED ADJOURNMENT AT 3:43 P.M., SECOND BY COMMISSIONER POWELL, AND THE MOTION CARRIED 7-0.
