STATE OF CALIFORNIA, ON WEDNESDAY, SEPTEMBER 17 , 1919,

This being the time set for the hearing on the petitions demanding
the recall and election of successors to Directors J. Frank Cullen,
Chester R. Craig and Fred L. Cole, the following resolution was are-
sented to the Board:

A RESOLUTION ORDERING THAT Ali ELECTION BE HELD WITHIN PRE-
CINCTS ' OS. 2, 4 and 5 OF THE CARDIFF IRRIGATION DISTRICT TO
DETERMINE "'HETHER OR NOT DIRECTOR J. FRA NK CUL EN OF DISTRICT
NO. 2, )DIRECTOR CHESTER A. CRAIG OF DISTRICT NO. 4 , AND DI-
RECTOR FRED L. COLE OF DISTRICT NO. 5 , OF THE SAID CARDIFF
IRRIGATION DISTRICT , SHALL OR SHALL NOT BE RECALLED.
'AHEREAS, heretofore, a petition in writing signed by P. D. Hill and
various other persons was filed with this Board, dgma.nding the recall
and the election of a successor to J. Frank Cullen, Director' of Dis-
trict No. 2 ; and
'AREAS, heretofore, a petition in writing signed by J. R. N
and various other persons was filed with this Board demanding the re-
call and the election of a sueccessor to Chester A. Craig, Director of
District No. 4 ; and
THEREAS, heretofore, a petition in writing signed by F. J. Ramsey and
various other persons was filed with this Board demanding the recall and
eht election of a successor to Fred L. Cole, Director of District No. 5 ;
and
"!HEREAS. within ten days from the date of the filing of all and each of
said petitions, J. L. Minney, the Secretary of the Board of Directors
of the Cardiff Irrigation District, examined all and each of said
petitions and ascertained from the records of registration of the County
of San Diego that all andeach of said petitions were signed by the req-
uisite number of qualified electors, and issued and attached to all and

THE BOARD OF DIRECTORS OF THE CARDIFF IRRIGATION DISTRICT DO HEREBY
P.ESOLVE A11D ORDER AS FOLL07ro:
Section 1. There is hereby ordered, called and proclaimed a special
election of the qualified voters of Distridts Noe, 2, 4 and 5 of the
said Cardiff Irrigation District, at which election tlere shall be, and
is hereby, submitted to said voters the following propositions, namely:
"Shall J. Frank Cullen, Director from District No. 2 of the Cardiff
Irrigation District be recalled?
Shall Chester A. Craig, Director from District No. 4 of the Cardiff
Irrigation District, oe recalled?
Shall Fred L. Cole, Director from District No. 5 of the Cardiff Irriga-
tion District, be recalled? "
These propositions shall be presented and printed upon the ballot herein-
after provided for as follows:
"l. Shall J. Frank Cullen, Director from District No. 2 of the Cardiff
Irrigation District, be recalled?
2. Shall Cheater A. Craig, Director from District No. 4 of the Cardiff
I� Irrigation District, be recalled?

gation District, be recalled? "
Section 2. Said special election shall be held in precincts Nos. 2, 4
and 5 of the Cardiff Irrigation District on the 27th day of October,
1919, and the said special election shall be conducted as in this reso-
lution and by the laws of the State of California prov(bded.
Section 3. The manner of holding said special election and the voting
for or against the recall of said officers shall be as follows:
The ballot provided in said special election shall be so printed as to
state the said propositions as set out in Section 1 of this Reaalution
in manner and form as follows, to-wit:

And in addition thereto the names of any and all persons who have been
nominated in the manner provided by law for the nomination of candid-
ates for such office as candidates to succeed the person recalled.
And in addition to the direction which theGeneral Laws of the State re-
quire shall be presented on theballot, it shall contain the following
dire o:tion to voters:
"Ifyou desire to vote for the proposition to recall Director J. Frank
Cullen, stamp a cross (X) in the voting square at the right of the
word "yes" which is in the square at the right of the said proposition.
If you desire to vote against the proposition to recall Director J.
Frank Cullen, stamp a --roes (X) in the voting s-quire at the right of
the word "No" which is in the square at the right of the said proposi-
tion.
If you desire to vote for the propsotion to recall Director Chester A.
Carig, stamp a cross (X) in the voting square at the rifht of the word
"yes" which is in the square at the right of the said proposition. If
you dsire to vote against the proposition to recall Chester A. Craig,
stamp a cross (X) in the voting square at the right of the word "no"
which is in the aquare at the right of the said proposition.
If you desire to vote for the proposition to recall Director Fred L.
Cole, stamp a cross (X) in the voting square at the right of the word
"yes" which is in the square at the right of the said proposition. If
You desire to vote against the proposition to recall Director Fred L.
Cole, stamp a cress in the voting square at the right of the word " no"
which is in the square at the right of the said proposition. "
Electors voting at said election sha ll indicate their choice on each
proposition be stamping a cross (X) in the voting square at the right

of tach roposition. If an elector shal have stain ped a cross in the
voting square to the right of the word "yes" after the proposition
"Shall Director J. Frank Cullen be recalledy" his vote shall be counted
in favor of the recall, andif an elector shall have stamped a cross in
the voting square at the ri@;ht of the word "no" after the proposition,
"Shall Director J. Frank Cullen berecalled?" his vote shall be counted
against the recall. If an elector shall stamped a oroas in the voting
square at the right of the word "yes" after the proposition"Shall Di-
rector Chester A. Craig be recalled?" his vote shall be counted in
favor of the recall, andif an elector shall have star-)ed a cross in the
voting square at the right of the word "no" after the proposition"Shall

Chester A. Craig be recalled?" his vote shall be counted against the
recall. If an elector shall have stamped a cross in the voting square
at the right of the word "yes" after the proposition "Shall Director
Fred L. Cole be recalled?" his vote shall be counted in favor of the
recall, and if an elector shall have stamped a Cross in the voting
square at the right of the word "no" after the proposition "Shall Di-
rector Fred L. Cole be recalled?"his vote shall be counted against the
recall.
Section 4. There shall be one polling place for such election in each
division of said District in which said election is called and each
division of said District shall be a separate election precinct and the
polling plaes for such precinctsshall be as follows, to-wit:
Precinct No.2 at the office of the ')istrict in the glatiron Building
at Caf'diff.
°recinct Na. 4, at "Twin Inns" Hotel at Carlsbad.
Precinct N . 5, School house at South Oceanside.
Secthn 5. There shall be one inspector and two judges for each election
precinct and the following officer:, are hereby appointed for such elec-
tion:

Precinct No. 4:

Section 6. The Secretary of this 'hoard of Directors is hereby directed
to procure and have printed the requisite number of ballots and other
printed matter and to procure whatever supplies may be necessary for use
in said special election.
Section 7 . ":he Secretary of this Board of Directors is hereby directed
to cause a notice of such election to be given in manner and for the
time required by law.
Passed and adopted by the -board of 'Directors of the Cardiff
Irrigation District this 17th day of September, 1919, by the following
vote, to-wti:
Ayes: Directors J. Frank Cullen, w. E. Hyer, warner Rath-
yean, Fred L. Cole.
Noes: Directors , 21one.
Absent, Directors, Chester A. Craig.

It was moved by Director Fred L. Cole and seconded by Director W. E.
Hyer that the Resolution be adopted. The president ordered the roll
call with the following result :

it Warner Rathyean voting yes
of Chester A. Craig, absent
If Fred L. Cole voting yes.
A petition was presented by G. F. Gifford asking to have his land
excluded from the Distr ict,w'^ich petition was read by the Secretary.
It was moved by Director Fred L. Cole and seconded by Director W. E.
f Hyer that the petition be rec&ived and filed; motion was carried.
There being no further business, the motion was made and seconded,
and duly carried to adjourn.
