1919-05-06 MINUTES OF A REGULAR MEETING OF THE BOARD OF DIRECTORS
OF THE CARDIFF IRRIGATION DISTRICT HELD AT THE OFFICE
OF THE DISTRICT IN THE FLATIRON BUILDING, IN THE TOWN
OF CARDIFF, COUNTY OF SAN DIEGO, STATE OF CALIFORNIA, ON
TUESDAY MAY 6th, 1919s AT TWO O'CLOCK P. M.
Present: Directors J. Frank Cullen, W. E. Byer, Warner
Rathyen, Chester A. Craig and Fred S. Dole.

The President, J. Frank Cullen, called the meeting to order
and asked for the reading of the minutes. The minutes of
the previous meeting of April let, 1919, were read and
approved as read.
The following bills were presented and ordered paid:

EXCLUSION OF LANDS:
Letter read from Chas. C. Chambers concerning the action
to be taken on the petitions.
Letter read from Mr. Webb to Mr. Louis C. Luhr concerning the
action to be taken on petitions.
The Petition of Chas. Kelley and Mr. Pritchard taken up. Reasons
given for exclusion are:
Mr. Kelly said that his land was quite hilly and is also higher
than Lake Hodges dam and would be a great expense to irrigate it.
The elevation is 325 feet. There is a valley that runs thru it
and he said that trees etc. could be grown on that land. He owns
509 acres or Lot. G. Fifty acres of this could be irrigated.
Mr. Pritchard owns Lot I and he says it is not suitable for
irrigation. Of the 820 acres he owns only 15 acres of it is
suitable for irrigation.
Letter was read from Edwin Borden and Mj mie L. Borden. It was
(Owl found out that their land was not in the district.
A motion was made and seconded that the hearing of the exclusion
of the Kelly, Pritchard lands be continued until the next
regular meeting, June 3d, 1919. Carried.
An objection was read by Mr. Jones sent by John Dawson and was
ordered filed with the Secretary.
The petition of Alexander Biller was next taken up. Mr. Boller
said that his lands were already irrigated and that he paid five
thousand dollars for water rights and that he has plenty of water
for his lands. He said that iw would simply be a double taxation.
He also owns 25 shares of water stock.
A motion was made by Mr. Rathpon that the hearing on the petition
of Mr. Boller be adjourned until the next regular meeting
June 3d, 1919. The vote was unanimous.
Tne petition of Mr. Louis C. Luhr was next taken up. Mr. Luhr
said that there were only three acres of his land that are
accessible to irrigation and that was mesa land. He also said that
he had experts look over his lands and they have all said that it
would cost too much to irrigate it on account of the lay of the
land. He says it would take about 14 pipe lines across the land.
A motion as made by Mr. Rathyen that the hearing on the petition
of Louis C. Luhr be adjourned until the next regular meeting
June3d. The vote was unanimous.
4 motion was made by Mr. Rathyen that the Board of Directors
as a Board go out and see these lands and go over them thovoughly
before our next regular meeting. This motion was withdrawn.

A letter was read from the San Dieguito Mutual Water Company.
it was moved and seconded that the offer of the San Dieguito
Mutual Water Company lie on the table indefinitely. All in favor.
V The reports of the Treasurer and Taz Collector were duly sub-
mitted, approved, verified and ordered filed.
There bring no further business, a motion was made, seconded,
and carried to adjourn.
