The President, J. Frank Cullen, called the meeting to order. The
minutes of the previous meeting of November lrth, 1918, Mere read
and approved as read.
Written objections to the granting oq tie petition rraying f^r
a change of boundaries of the Cardiff Irrigation District, signed
by Alexander Seller was presented to the Board, read and ordered
filed.
Written objections to the granting of the petition praying for
a change of boundaries of the Cardiff Irrigation District, signed
by Chas. Kelly and two other persons was presented to the Board,
read and ordered filed.
Notice in writing of the withdrawals of signatures of J. W.
Rupe and various other persons from objections to the petition
praying for a change of boundaries of the District was presented
to the Board, read and ordered filed.
Notice in writing of the withdrawal of signature-rof John
Bondt from objections to the petition praying for a change of
boundaries of the district was presented to the Board, read and
ordered filed.

M. lard from the withdrawal of his objection to the granting of the
petition praying for a change of boundaries of th$ District was prey

This being the day and hour set for the further hearing of the
petition of Margarett L. Allen and various other persons praying
jbr a change of boundaries of the Cardiff Irrigation District, and
the Bearing of the objections to the said petition on file, the
Board proceeded to consider the same and thereupon Director E. E.
Young moved that the further hearing of the said petition and ob-
jections thereto be closed and offered a resolution entitled
Resolution Number 41, a resolution declaring that the Board of Di-
rectors of the Cardiff Irrigation District deem it for t2+e best inter
eat of thr District that the boundaries thereof be changed. On motion
made by Director E. E. Young seconded by Director J. L. Minney the
said resolution was adopted by the following vote:

Director E. E. Young offered a resolution entitled Resolution
Wo.42, a Resolution ordering that an election be held within the
Cardiff Irrigation District to determine whether the boundaries of tik
the said District shall be changed. On motion made by Director. E. E.
Young, seconded by Director J. L. Minney the said Resolution was
adopted by the following vote:

There being no further business a motion was made, seconded and
carried to adjourn.

6 WHEREAS, heretofore, a petition in writing signed by
g Margaret L. Allen and various other persons was filed with this
9 Board praying that the boundaries of the Cardiff Irrigation Dis-
10 triot be changed so as to include within said District the lands

in said petition specifically described; and
12 WHEREAS, objections in writing were filed with this
13 Board showing cause why such boundarips should not be changed as
4enMt said objections have not
14 prayed for in the said petition,
16 been withdrawn; and
16 WHEREAS, after a hearing upon the said petition and the
17 said objections duly had in the manner provided by law, this Board
18 deemed it for the best interests of the District that the boundari E
19 thereof be changed so as to include therein all of the lands men-
20 tioned in the said petition, and thereupon adopted a resolution
21
to that effect, which said resolution is entitled, "Resolution

27 of the State require shall be presented on the ballot, it shall
contain the following directions to voters:
"If you desire to vote for the proposition contained herein,
stamp a Gross (R) in the voting squaxe at the right of and oppo-
al sits the words "For Change of Boundary" which is in the square
32 at the right of such proposition."

1 "If you desire to vote against the proposition, stamp a
2 cross (X) in the voting square at the right of and opposite the
3 words "Against Change of Boundary" which is in the square at the
4 right of such proposition."
5 Electors voting at said election shall indicate their choice
6 on the proposition by stamping a cross (X) in the voting square
7 at the right of the words "For Change of Boundary" or in the voti g
8 square at the right of the words "Against Change of Boundary".
9 If an elector shall have stamped a cross (X) in the voting square
10 after the printed words "For Change of Boundary", his vote shall
11 be counted in favor of the proposition at the left of said words
12 and square, and if an elector shall have stamped a cross (X)
13 in the voting square after the printed words "Against Change of
14 Boundary", his vote shall be counted against such proposition.
15 section 4. There shall be one polling place for such
16 election in each division of the said District, and each division
17 of said District shall be a separate election preoinob and the
18 polling places for such precincts shall be as follows, to-wit:

I Section 6. The Secretary of this Board of Directors
2 is hereby directed to procure and have printed the requisite
3 number of ballots and other printed matter, and to procure
4 19hatever supplies may be necessary for use in said special
5 election.
6 Section 7. The Secretary of this Board is hereby directed
7 to cause a notice of such election to be given and published
g in the manner and for the time required by law.
9 Passed and adopted by the Board of Directors of
10 the Cardiff Irrigation District this 16th day of November, 1918,
