CITY OF ENCINITAS COMMISSION FOR THE ARTS
Monday, December 5, 2016
1. CALL TO ORDER
Chair Thum called the meeting to order at 5:04 p.m.
2. ROLL CALL
PRESENT: Commissioners Abraham, Kuta (arriving at 5:21 p.m.), Filsinger,
Stefanko, Tanha, and Thum
ABSENT: Commissioner Sabeck
ALSO PRESENT: Arts Administrator Gilliam and Management Analyst Roff

Chair Thum welcomed Commissioner Abraham and Commissioner Abraham
provided an overview of her arts background.

7. APPROVAL OF THE MINUTES
Approve the November 7, 2016 regular meeting minutes.

COMMISSIONER TANHA MOVED APPROVAL OF THE NOVEMBER 7, 2016
REGULAR MEETING MINUTES, SECOND BY COMMISSIONER STEFANKO,
AND THE MOTION CARRIED 3-0. (COMMISSIONERS ABRAHAM, FILSINGER
AND STEFANKO ABSTAINED AND COMMISSIONER SABECK WAS ABSENT.)
8. ACTION ITEMS
8A. Appoint Commissioners to Ad-hoc Committees and report on goals of the
Commission Work Plan.
Arts Administrator Gilliam and Commissioners provided updates on the work plan
goals. Arts Administrator Gilliam reported the Planning Dept. requested
recommendations for the types of spaces that could include public art in the Active
Transportation Plan, and upcoming CIP projects may include requests for a Public
Art Ordinance, LED exhibit lighting at the community center, and a pottery program.

THE MARKETING, MUSIC BY THE SEA CONCERT SERIES, AND THE
ENCINITAS ARTS FESTIVAL AD-HOC SUBCOMMITTEES, SECOND BY
COMMISSIONER THUM, AND THE MOTION CARRIED 6-0. (COMMISSIONER
SABECK WAS ABSENT.)
8B. Proposed Commission for the Arts 2017 Meeting Schedule.

9A. Arts Division Report
Arts Manager Gilliam presented the report.
9B. Commission-sponsored and Co-sponsored Events
Arts Administrator Gilliam provided updates on the Wednesdays@Noon concerts, the
Encinitas Library Opening Reception, and Commissioner terms.
10. COMMISSON MEMBER INITIATED AGENDA ITEM
None
11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS
Commissioners Tanha requested and Stefanko supported the request for a future
agenda item to discuss artist housing and studio spaces and an artist ordinance.
12. REPORTS
Commissioner Stefanko provided information on the National Charity League mother
daughter volunteer program, an update on the new nonprofit Not Nothing programs
and the December 11 Makers Market at Encinitas Community Park.
Commissioner Kuta provided an update on the MLS Grant program.
Commissioner Filsner reported on the Sizzle Real Video.
Commissioner Tanha provided an update on Encinitas Friends of the Arts.
Arts Administrator Gilliam provided information on the Ballet Folklorico holiday party
at the community center.
Commission Thum reported on first Sunday concerts at the Encinitas Library and the
Coastal Communities Concert Band concert that benefited Meals on Wheels.
Commissioner Abraham reported on increasing rental rates at Liberty Station.
13. ADJOURNMENT
Chair Thum adjourned the meeting at 6:24 p.m.
