2016-09-07 MINUTES OF THE ENCINITAS CITY YOUTH COMMISSION REGULAR MEETING SEPTEMBER 7, 2016 4:30 P.M., 505 S. VULCAN AVENUE 1. CALL TO ORDER Commissioner Forrest called the meeting to order at 4:29 P.M. 2. ROLL CALL Present: Commissioners Kulick, Galloway, Bouchekara, Bruhahn, Muir, Sakai, Vitenson, Tommy Yarbrough, Tyler Yarbrough, Barth, Brookes, Conger, Waldvogel, Forrest, Gjata, Haaland, and Wimsatt Also, Present Director Campbell, Recreation Superintendent Gorham, Recreation Supervisor Buck, and Management Analyst Roff Absent: None There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS 4A. Commissioner Oath of Office conducted by Commission Secretary Crystal Roff 4B. Introduction of Parks and Recreation Department Staff Director Jennifer Campbell, Recreation Superintendent Marilee Gorham, Recreation Supervisor Buck, Management Analyst II Crystal Roff 4C. Coastal Mobility and Livability Study Update Senior Planner Michael Strong provided an overview and update on the Coastal Mobility and Livability Study. 5. ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF Public Speaker Elizabeth Brady provided an introduction and information on the Parks and Recreation Commissioner liaison to the Youth Commission. 6. CHANGES TO THE AGENDA Staff liaison Buck removed Agenda Item 8C from the agenda and noted the item will be included in the October 5, 2016 agenda. ACTION COMMISSIONER BARTH MOVED TO ADOPT THE SEPTEMBER 7, 2016 REGULAR MEETING AGENDA WITH CHANGES, SECOND BY COMMISSIONER VITENSON, AND THE MOTION CARRIED 17-0. 7. APPROVAL OF THE MINUTES The Commission move approval of the June 1, 2016 regular meeting minutes. ACTION COMMISSIONER WIMSATT MOVED TO APPROVE THE JUNE 1, 2016 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER MUIR, AND THE MOTION CARRIED 9-0. (COMMISSIONERS KULICK, BOUCHEKARA, BRUHAHN, SAKAI, TOMMY YARBROUGH, TYLER YARBROUGH, GJATA AND HAALAND ABSTAINED.) 8. ACTION ITEMS 8A. Coastal Mobility and Livability Working Group Representation Commissioner Gjata volunteered to be the Youth Commission Ex Officio Representative on the Coastal Mobility and Livability Working Group committee. Commissioners unanimously accepted Commissioner Gjata as the Ex Officio Representative. Commissioner Vitenson volunteered to be the Youth Commission Alternate Representative on the Coastal Mobility and Livability Working Group committee. Commissioners unanimously accepted Commissioner Vitenson as the Alternate Representative. 8B. Youth Commissioner Chair and Vice Chair Commissioner Forrest presented the agenda report and opened the floor for Chair nominations. Commissioner Bruhahn nominated Commissioner Muir for Chair and Commissioner Muir accepted the nomination. Commissioner Conger nominated Commissioner Barth for Chair and Commissioner Barth accepted the nomination. Commissioner Gjata nominated Commissioner Forrest for Chair and Commissioner Forrest accepted the nomination. Ballot results were 6 votes for Commissioner Muir, 6 votes for Commissioner Barth, and 5 votes for Commissioner Forrest. Commissioner Barth was nominated as Chair receiving a majority of 10 votes in a runoff vote between Commissioners Barth and Muir. Commissioner Forrest opened the floor for Vice Chair nominations. Commissioner Vitenson nominated Commissioner Muir for Vice Chair and Commissioner Muir declined the nomination. Commissioner Bouchekara nominated Commissioner Bruhahn for Vice Chair and Commissioner Bruhahn accepted the nomination. Commissioner Barth nominated Commissioner Conger for Vice Chair and Commissioner Conger accepted the nomination. Commissioner Conger was nominated Vice Chair receiving a majority of 11 votes. 8C. Agenda Item pulled by Staff 8D. FY 2015-16 Youth Commission Work Plan and Calendar Commissioners reviewed the FY 2015-16 work plan outcomes. Recreation Supervisor Buck reviewed the FY 2016-17 Calendar and requested input on selecting a date for the 2017 Teen Leadership event. Commissioners recommended early April or the end of May and avoid scheduling the event during AP Testing in early May. Spring recess for SDUHSD is April 10 - 14, 2017. 9. INFORMATIONAL ITEMS 9A. Youth and Teen Operations Report – May 2016 Recreation Supervisor Buck presented the operations report. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None 11.
