7A. Proposal for a Donation of Public Art to the City by Sue Vicory.
Commissioner Filsinger presented information on a proposed donation by Sue Vicory,
who plans to donate both the artwork and a pedestal.

7B. Ad Hoc Committee Member and Chair Appointments to the 2016/2017
Commission for the Arts Work Plan.
The Commission reviewed the 2016/2017 Work Plan, assigning a member to serve as
‘chair’ on each project in order to better coordinate leadership of the committees. There
was a brief discussion relating to the Surfing Madonna Foundation and the donation of
public art at Moonlight Beach. The question was raised whether it may be a conflict of
interest for Commissioner Filsinger to chair the project, as she is a member of the board

for the Surfing Madonna Foundation.

8. INFORMATIONAL ITEMS
8A. Update: Coastal Mobility and Livability Working Study.
Associate Planner Maynard presented an update on the ongoing Coastal Mobility & Livability
Study. The study includes three specialized studies: an active transportation plan, a parking
study and the rail corridor vision study. Feedback is being solicited from all City Commissions
as well as from the public. There have been three community workshops so far, with two
more planned. Community participation has been good, with solid turnout and a number of
great suggestions. Associate Planner Maynard gave a brief overview of options for online
participations as well (including forums and surveys.) Commission feedback was given on all
three of the specialized studies. Ideas discussed included creation of communal
walking/congregating areas and opportunities for public art along roadways, underpasses,
bus and coaster stations, etc.
8B. Encinitas Friends of the Arts Report.
Commissioner Tanha reported that the planning for the Encinitas Dia de los Muertos (Day of
the Dead) is progressing very well. Encinitas Friends of the Arts (EFA) has seen tremendous
community support, with approximately 90 volunteers having signed up at this point.
Expected attendance will be 4,000-5,000 visitors. EFA is also participating in advocacy for
refugee program at the Leichtag Commons, working directly with refugee artists. On
December 10, EFA will host the Encinitas Flea Market, a new program that is a fundraiser for
the Encinitas Arts, Culture and Ecology Alliance at Pacific View. Commissioner Tanha also
mentioned that there is another Passport event in the works, and that more details would be
shared at the next meeting.
At this point (6:30 p.m.), Commissioner Thum stated that she had to leave for a prior
obligation, and turned the meeting over to Vice Chair Tanha.
8C. Public Art Ad Hoc Committee Report.
It was discussed that the ad hoc committee should do a site visit to see the progress of the
mosaic artwork by the Surfing Madonna Oceans Project for the Marine Safety Center, and
check on the progress of the Commission’s recommendations. Commissioner Sabeck
reported that the ad hoc has made significant progress towards planning and design for the
art pedestals. This project will need to be presented to City Council for approval. The ad hoc
needs to follow up with Engineering Deputy Director Ed Deane regarding the art pedestal at
th
K Street Pocket Park. The ad hoc will convene on Monday, October 17 in order to discuss
the best approach to request funding for public art projects at Moonlight Beach.

8D. Cultural District Meeting Report.
Arts Administrator Gilliam reported that the State of California Cultural District planning
meeting was very well attended. The meeting was chaired by the former Arts Administrator
from the City of Santa Monica. Many from our Commission gave recommendations that were
recorded into the official minutes of the meeting and will help in the development of the
guidelines for the new state program.
8E. 2017 Visual Art Program Applications.
The City has received 166 applications for 55 planned exhibit slots. Cheryl Ehlers, Arts
Program Assistant, is preparing a PowerPoint to be used in the ad hoc jurying process.
8F. Commission Vacancy Discussion.
Arts Administrator Gilliam reported that there is now an opening on the Arts Commission
following the resignation of Jax Connolly. The Commission discussed qualities to look for in
an ideal candidate, focusing on those which would ‘round out’ the talents of the members.
The two most frequently mentioned qualities were strengths in social media and experience
with public relations or marketing. It was also acknowledged that there is a lack of theater
background on the Commission, and that a younger male member would greatly help
diversify the Commission.
8G. Arts Division Move to Parks & Recreation Department.
Arts Administrator Gilliam reported that the Arts program has moved (both physically and
organizationally) to the Parks & Recreation Department. He recounted that in 2005, the Arts
Division had moved from Parks & Recreation into the City Manager’s Department. Since that
time, it has grown into the largest Civic Arts Program in the County of San Diego. He went on
to explain that the Parks & Recreation Department is better suited to support such a large
operation, offering much more support in the form of possible additional staffing as well as
additional administrative and financial support.
