1992-10-16 ® CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: October 16, 1992 1. CALL TO ORDER/ROLL CALL Present: Chairperson Ash, Vice Chairperson Taaff, Commissioners Weikum, Black, Hartley and Reaves Also Present: Pamela Alexander, Recreation Superintendent, and Jacqueline Reynolds, Senior Office Specialist 2 . PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. 4. APPROVAL OF MINUTES • A. Approval of Minutes of September 18, 1992 . MSC COMMISSIONER HARTLEY MOVED, AND REAVES SECONDED TO ADOPT THE MINUTES OF SEPTEMBER 18, 1992 WITH CORRECTION. MOTION CARRIED. 6-0 . 5. PRESENTATION A. Presentation on Water Supply Conditions and Consumer Conservation Steps by Jeff Moss, San Dieguito Water District Utility Planner Superintendent Alexander welcomed Jeff Moss, San Dieguito Water District Utility Planner. Utility Planner Moss gave an in depth overview of the history and conditions of the current water supply system. He noted the San Dieguito Water District was formed in 1922 and serves approximately 40, 000 people. He added in FY 89-90 they supplied roughly 8, 500 acre feet of water, an acre foot equaling 326, 000 gallons. Utility Planner Moss explained there are two sources of water, Lake Hodges and the Water Authority. He displayed • a Water map indicating the Oroville Dam and the California Aqueduct. ��14 _ 1 • Utility Planner Moss distributed handouts on water supply conditions for California's major water projects and reservoirs. He noted no major water storage facilities have been built in the past two years as the result of environmental groups and cost restrictions. He noted water reclamation for irrigation, desalinization and water conservation programs are being given increased attention. Utility Planner Moss asked the Commission for any questions. Commissioner Weikum asked if the San Dieguito Water District is a non profit or profit organization. Utility Planner Moss noted the San Dieguito Water District is a public agency and as such is not allowed to make a profit, however, the District works on a reserve philosophy in order to make operational expenses. He explained a Board of Directors regulates the District with Encinitas City Council serving on this Board. Commissioner Hartley asked what percentage of a water • bill is the actual cost of the water. Utility Planner Moss noted the major part of a water bill is the actual cost of water. He explained water is purchased from Lake Hodges at $34 a square foot and from San Diego County for $300 a square foot. Commissioner Hartley asked if there are currently any shower head or toilet replacement programs offered by the Water District. Utility Planner Moss noted currently there is a $75 rebate offer for water conservation toilet replacements. He added the Shower Head Replacement Program was well received by the public and has ended. Commissioner Black asked how significant captured rain fall is to water storage supplies. Utility Planner Moss noted rain fall is very important. He stated there is an underground storage tank at Oakcrest and on the Ecke property. Commissioner Taaff noted Southern California has had six years of drought and is still in a drought situation. He believes five to six years of good rain fall is needed in order for water supply needs to be met. • Utility lanner Moss agreed the area is still short of Y g 7 � `'� i • water even with 85% of the population practicing water conservation techniques. He noted we live in a semi-arid region and can only locally produce 10% of our water needs. Commissioner Taaff asked if fire hydrant water is a separate system. Utility Planner Moss noted the fire hydrant system uses separate lines. Chairperson Ash stated the public needs to be kept aware of the need to conserve water. She asked if people who abuse water conservation can be fined. Utility Planner Moss noted the Water District can impose fines or temporarily discontinue service. Commissioner Hartley asked if there is a way to encourage seniors to replace shower heads and toilets with water conservation equipment. He added perhaps Mr. Moss could meet with the Information/Publicity Subcommittee and provide water conservation information for the Encinitas Magazine Senior column. Utility Planner Moss stated he would be glad to work with the Commission in contacting seniors with water conservation information. He added the senior population has been more conscientious regarding water conservation than the average citizen. Chairperson Ash and the Commission thanked Utility Planner Moss for an excellent presentation. 6. UNFINISHED BUSINESS A. Review of Changing the Senior Commission's Meeting Day Superintendent Alexander noted at the September Commission Meeting, Commissioners were introduced to the proposed 44/36 bi-weekly work schedule for City staff. As a result of this proposed work schedule staff absences would be created on Fridays or Mondays. Consequently, it was recommended the Senior Commission move their meeting day to another day. Superintendent Alexander discussed the current options: 1) meet the 2nd Thursday of the month at 1: 00 p.m. or 2) meet the 3rd Thursday of the month at 2 : 00 p.m. • COMMISSIONER HARTLEY MOVED BLACK SECONDED TO CHANGE THE SENIOR CITIZEN COMMISSION'S MEETING DAY TO THE THIRD THURSDAY OF THE MONTH. • Discussion followed. Chairperson Ash asked Superintendent Alexander to confirm with the City Clerk's office on other available days for the Council Chambers. At 2 : 00 p.m. a brief recess was called to enable Superintendent Alexander to obtain this information from the City Clerk. At 2 : 05 p.m. the meeting resumed. Superintendent Alexander told the Commission the Council Chambers are available the 2nd Thursday at 1: 00 p.m. , the 3rd Thursday at 2 : 00 p.m. and the Fourth Thursday all day. Discussion followed. Commissioner Hartley withdrew his motion. MSC COMMISSIONER HARTLEY MOVED AND BLACK SECONDED TO CHANGE THE SENIOR CITIZEN COMMISSION MEETING DAY TO THE FOURTH THURSDAY OF EACH MONTH AT 1:00 P.M. MOTION CARRIED. 6-0. Commissioner Weikum asked when this change would become effective. Superintendent Alexander advised the January meeting will be the first Commission meeting held on the fourth Thursday. She added there will be one (1) more meeting with the current schedule, November, noting the December meeting is usually canceled for the holiday season. B. Status Report on the Senior Commission Member Appointment Superintendent Alexander noted the Commission consists of seven (7) members appointed by Council and currently there is one (1) vacancy. She added City Clerk has received the following applications; Betty Springer, Paul Morton, Maggie Houlihan, and K. S. Kadimi. City Council will confirm the appointment on October 21st. C. Status Report on the Information/Publicity Subcommittee Superintendent Alexander noted the Subcommittee has continued to meet and recently completed the Senior Services Directory. She then turned the meeting over to Commissioner Weikum, Subcommittee Chairperson, for an update. • Commissioner Weikum distributed the brochures and thanked Superintendent Alexander for all her help then asked how y�-y the brochures should be distributed. Superintendent Alexander advised she has bundled the brochures by location using the list received from the Subcommittee. She asked if the Commissioners would take some of the bundles for distribution noting the remainder can be mailed. Chairperson Ash suggested distribution include the other City Commissions, City Council and the various Community Advisory Boards. D. Status Report on the Housing, Health and Social Services Subcommittee Chairperson Ash asked Commissioner Hartley to give the status report for the Housing, Health and Social Services Subcommittee. Commissioner Hartley advised the Subcommittee did not meet as scheduled, however, the meeting has been re- scheduled and a status report should be ready for the November meeting. • 7 . NEW BUSINESS A. Discussion on Implementation of a City Council/Senior Commission Annual Luncheon or Dinner Superintendent Alexander noted at the September meeting, City of Vista Commissioners shared they have an annual dinner with the Vista City Council, which has enhanced relationships between the two entities. Superintendent Alexander noted various Encinitas Senior Commissioners liked the idea and are interested in holding a similar event with the Encinitas City Council. It is staff recommendation the Commission determine whether to concur with implementing this type of event and to direct the Services/Program Subcommittee to review the issues and report back to the November meeting. Chairperson Ash asked if a dinner is held who will pay for this event. Superintendent Alexander stated costs need to be discussed and investigated by the Subcommittee. Commissioner Weikum suggested the event be held at the Senior Nutrition site on Balour. • Chairperson Ash answered it needs to be held at a location where everyone will be comfortable and can y�-S visit. • Discussion followed. Superintendent Alexander noted the Brown Act needs to be reviewed pertaining to this event. Discussion followed. It was decided Superintendent Alexander will check with City Clerk to evaluate having such an event as it relates to the Brown Act. MSC COMMISSIONER WEIKUM MOVED AND VICE CHAIRPERSON TAAFF SECONDED THE COMMISSION WOULD LIKE TO HOLD AN ANNUAL DINNER WITH THE CITY COUNCIL, THE SERVICES/PROGRAM SUBCOMMITTEE IS ASSIGNED TO INVESTIGATE ALL THE AVENUES OF THIS EVENT AND PRESENT THE COMMISSION WITH THEIR RECOMMENDATION. MOTION CARRIED. 6-0. Commissioner Hartley asked which Commissioners serve on the Services/Program Subcommittee. Superintendent Alexander stated the Services/Program Subcommittee is composed of Commissioners Black, Taaff • and Reaves. She will confirm a meeting date with them later. 8. ANNOUNCEMENTS 1. Commissioners Commissioner Black thanked everyone who helped at Encinitas Day, especially Superintendent Alexander, Office Specialist Reynolds, and Commissioners Taaff and Reaves. She was impressed with the spirit of help given and added everyone was very cooperative. Also she is still gathering information on the Time/Dollar Program and will give this information to the Services/Program Subcommittee. Commissioner Black passed out updated NOCOSIA brochures. She added flu shots will be available to seniors for $2 at the Episcopal Community Services site on Second Street. Commissioner Hartley noted the La Mesa Fire Department has a Smoke Detector Program which takes responsibility for installation and inspection of smoke detectors for senior citizens. He asked if the Encinitas Fire Department could initiate a similar program for seniors. Commissioner Hartley recommended the Senior Citizen Commission be added to the telephone directory under the City of Encinitas, Government pages. yR-� • Superintendent Alexander suggested a phone number could perhaps be added to the telephone directory listed as "Senior Information" under the Community Services Department phone number. She will research this avenue. Commissioner Hartley noted an excellent article, written by Betty Springer, appeared in the Blade Citizen on how seniors and athletes will benefit by the Oakcrest Community/Senior Center. He added an article appeared in the Encinitas Magazine under the "Voters Guide" noting August Anderson stated, "When I was a Senior Citizen Commissioner I refused to vote to spend $30, 000 on a Senior Study" and gave the impression the study was not worthwhile. Commissioner Hartley believes she made no comments like those stated in the article at the meetings but on the day of voting she voted against this issue. Discussion followed. Commissioner Hartley mentioned he would like to write a letter of rebuttal to the Blade Citizen (as an individual) on this issue. The other Commissioners supported this action. • Commissioner Weikum distributed "New Life Styles" booklets, which he obtained from the Area Agency on Aging which lists retirement, board and care and nursing facilities in San Diego. 2 . Staff Superintendent Alexander noted Encinitas Day had gone very well and many positive comments were made regarding the Senior Information Booth and the Oakcrest Community/Senior Center model . She asked the Commissioners for suggestions on future Commission speakers. Commissioner Hartley asked if additional Senior Center representatives could be invited to speak to the Commission. Commissioner Black suggested Doug Waldo, Public Television "Seniors Speak Out" , come to a Commission meeting. 9. ADJOURNMENT The meeting adjourned at 3 : 50 p.m. •
