A. Approval of Minutes of August 21, 1992 .
MSC COMMISSIONER REAVES MOVED, AND BLACK SECONDED TO ADOPT
THE REVISED MINUTES OF AUGUST 21, 1992 WITH CORRECTIONS.
MOTION CARRIED. 5-0.
5. PRESENTATION
A. Presentation on Home Safety by Administrative Deputy
Steve Marvin, Emergency Services Coordinator, City of
Encinitas Fire Protection District
Superintendent Alexander welcomed Steve Marvin, Emergency
Services Coordinator.
Deputy Marvin gave an in depth overview of the
precautions which should be taken to prepare for an
emergency. He noted water is the number one priority
advising it could be 72 hours before definitive care
arrives. He added enough water should be stored to
ensure each person in the household 2 gallons per day.
O Deputy Marvin displayed the contents of a vehicle
"survival kit" . He noted water, dehydrated food and good

• walking shoes are an essential part of serving an
emergency situation on the road.
Deputy Marvin distributed brochures and asked the
Commission for any questions.
Commissioner Black asked where emergency supplies should
be stored in the home.
Deputy Marvin noted a centrally located linen closet is
an ideal storage area. He explained for water to remain
pure it needs to be stored in. a dark area.
Chairperson Ash and the Commission thanked Deputy Marvin
for an excellent presentation.
B. Presentations by City of Vista and City of Encinitas
Senior Commissions on their Current Goals and Objectives;
Public Information Practices; and Existing Senior
Programs/Projects.
Chairperson Ash introduced the delegation and thanked
them for coming to the Commission meeting to share
information.
• Martha Hancock, Senior Citizen Commissioner from Vista,
explained one of the first projects the Commission worked
on was a Senior Resource Guide which is updated every
year.
Bud Shaw, Senior Citizen Commissioner from Vista, noted
an important task of the Commission is to gather and
distribute information to the community. He noted
Dimension Cable produces a video program "Vista View"
which gets information into the community. Commissioner
Shaw noted a special 30 minute tape was prepared
highlighting Vista seniors.
Vice Chairperson Taaff suggested the City consider
installing video equipment in the new City Hall so
information can be provided to the community.
John Burnett, North County Seniors in Action and Vista
Senior Citizen Commissioner, noted most cities have
cablevision public information presentations.
Regina Ash, Chairperson, gave a summary on the Encinitas
Senior Commission's Goals and Objectives.
Commissioner Weikum noted the Encinitas Senior Commission
has recently prepared a Senior Directory of Services and
® Information. Vista Commissioners were impressed with the
brochure.

Commissioner Black noted the Senior Commission will have
• an information booth at Encinitas Day, September 26th.
This year the booth will feature information on the
Oakcrest Park Community/Senior Center and the Senior
Directory of Services brochure.
Doris Krueger, Vista Commissioner representing the Vista
Senior Center, asked for information on the proposed
Oakcrest Park Community/Senior Center.
Superintendent Alexander distributed brochures on the
proposed Oakcrest Park Community/Senior Center. She
noted these brochures will be available at the Senior
Booth on Encinitas Day along with the architects model of
the plan.
John Burnett asked when the Center will be built.
Superintendent Alexander noted locating funding will be
the next step.
Commissioner Adalee Dasney introduced herself noting she
represents seniors in mobile homes in Vista. She
explained her task is to assure their concerns are
brought before the Commission.
• Recreation Supervisor Mary Dreibelbis, Director of
Vista's Nutritional Program, noted the Vista Nutrition
Program is operated jointly by the City and the Area
Agency on Aging. She explained 800 to 900 meals are
prepared in their kitchen daily for distribution to Vista
and other cities. She mentioned the seniors also help
cook/serve for groups renting the facility for special
events.
Commissioner Weikum noted the Commission's second goal is
to gather information on housing and health services.
John Burnett noted the Vista Senior Commission has a
yearly diner with City Council . He added this has helped
develop an excellent working relationship between the two
groups.
Chairperson Ash asked how long the Vista Senior
Commissioners serve.
Supervisor Dreibelbis noted the terms are for 2 years and
are staggered so there are always experienced
Commissioners serving.
Martha Hancock, Chairperson Vista Senior Commission,
distributed Senior Resources Guides which list senior
services in Vista and contact phone numbers. She added
the Senior Commission holds a yearly health fair.

• John Burnett thanked the Commission and the City of
Encinitas for its support of the "Taxi Voucher Program" .
Bud Shaw asked what is the Commission's most difficult
task in assisting seniors.
Vice Chairperson Taaff noted publicity, getting
information to the community and funding are primary
concerns at this time. Vista Commissioners expressed
these are primary issues for them too.
Chairperson Ash and the Commission thanked the Vista
Commission and staff for an excellent exchange of ideas.
6. UNFINISHED BUSINESS
A. Update and Discussion on Senior Commission Booth
Participation for "Encinitas Day" Celebration
Superintendent Alexander distributed flyers for the 5K
Run/1 Mile Walk which will take place on September 26th
as part of the Encinitas Day celebration. She encouraged
Commissioners their friends and families to participate,
noting volunteers are needed to assist with this event.
Superintendent Alexander noted at the August 19th
Commission meeting it was decided the Commission would
participate in Encinitas Day by having a Senior
Information Booth. The booth will be located across from
the City Information Booth and staff will be available to
assist, however, individuals are needed to operate the
booth and distribute information.
Commissioner Weikum volunteered to help at the booth and
make a computer banner for the Senior Information Booth.
Commissioner Black noted it would be advantageous to have
the Oakcrest Park Community/Senior Center model on
display at the Senior Booth.
Superintendent Alexander and Commissioner Black will meet
next week to work out the details of the Senior Booth.
7. NEW BUSINESS
A. Review of Changing the Senior Commission's Meeting Day
SuperintendenttAlexander noted in the near future City
O staff will be required to work . a 44/36 hour bi-weekly
schedule which will create staff absences on Fridays or
Mondays. Staff analysis shows Thursday is the best day
• for meetings due to City staff and Council Chamber room
availability.
Discussion followed.
It was decided the second Thursday of the month from
1 p.m. until 3 p.m. or the third Thursday from 2 p.m.
until 4 p.m. would be desirable times to meet.
Superintendent Alexander will check on room availability
for these days and times and the Commission will vote on
the change in the Commission meeting day at October's
meeting.
8. ANNOUNCEMENTS
1. Commissioners
Commissioner Black noted she recently read about a
volunteer program called "People Helping People" . The
program consists of banking volunteer hours and
exchanging these hours when help is needed. Commissioner
Black will get more information on this program.
• Commissioner Weikum asked if more applications have been
submitted for the Senior Commissioner vacancy.
Superintendent Alexander noted she spoke to the City
Clerk and 3 notices of the vacancy have been published,
however, no additional applications have been received.
The application deadline is September 29th. She added
City Council will review the vacancy in October.
2 . Staff
Superintendent Alexander complimented the Information and
Publicity Subcommittee on an excellent job in creating
the Senior Services Directory. The Directory will go to
the printer Monday and will be available as a handout at
the Encinitas Day Senior Booth.
9. ADJOURNMENT
The meeting adjourned at 3 : 10 p.m.
