1992-08-21 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting Date: August 21, 1992 1. CALL TO ORDER/ROLL CALL Present: Chairperson Ash, Commissioners Hartley, Weikum, Black and Reaves Also Present: Pamela Alexander, Recreation Superintendent, and Jacqueline Reynolds, Senior Office Specialist Absent: Vice Chairperson Taaff 2 . PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS None. • 4., APPROVAL OF MINUTES A. Approval of Minutes for July 17 , 1992 . MSC COMMISSIONER HARTLEY MOVED, AND WEIRUM SECONDED TO ADOPT THE REVISED MINUTES OF JULY 17, 1992 AS CORRECTED. MOTION CARRIED. 5-0. 5. PRESENTATION A. . Presentation by David Wigginton, Community Services Director on Development of New Parks and Recreation Programs. Superintendent Alexander welcomed David Wigginton, Community Services Director. Director Wigginton thanked the Commission for the time and energy spent assisting seniors in the Community. - Director Wigginton gave an in depth overview on the development of the Community Services Department noting there are three divisions, Parks and Beaches, Recreation and Administration as well as the Lifeguard Services Section. zlq _, Director Wigginton further told the Commission on August 17th, the Mildred Macpherson Park was dedicated and recently ground was broken for the YMCA Park which will provide more ball fields for the Community. He added Grandview Beach Access is scheduled for completion in January 1993 and Orpheus Park, 2 . 5 acres, which is 40% complete will have the largest playground in Encinitas. Director Wigginton noted the following potential project; development of the dump site on Encinitas Blvd. , near Rancho Santa Fe, into a non-lit soccer complex; as well as, progress with the Moonlight Beach Master Plan; and completion of a water conservation program through a central computer irrigation system. Director Wigginton noted the Department is planning the following: Celebrate Encinitas Day, September 26th; Beach Cleanup at Moonlight Beach, October 3rd; Bud Lite Triathalon, September 13th; Afterschool Teen Scene; and the Sister City Program with Hondo Japan. Director Wigginton asked the Commission for any questions. Commissioner Weikum asked what is the Budget for Community Services. Director Wigginton noted the budget is comparatively small at $1. 3 million. Commissioner Hartley asked where volunteers could be used. Director Wigginton noted volunteers can be used in all segments of the Department, adding more focus will be taken to develop a Volunteer Program in FY 92-93 . Chairperson Ash asked how the Commission can stimulate public support for the Oakcrest Park Community/Senior Center. Director Wigginton suggested the Commission assist in educating the public by developing a citizens advocacy group to support the construction of Oakcrest Community/Senior Center and to lobby for funds. Chairperson Ash and the Commission thanked Director Wigginton for an excellent presentation. 6. UNFINISHED BUSINESS A. Report from Services/Program Subcommittee on feasibility of holding 1992-93 Senior Services Day. Commissioner Weikum provided the Commission with minutes of the July Services/Program Subcommittee meeting. He noted he was appointed to assist with this Subcommittee for immediate review as a result of several Commission Members being unavailable to perform their Subcommittee duties due to sickness and resignation. It was noted, appointments of this nature will be reflected in future minutes. Commissioner Weikum noted three options were identified: a) substitute Senior Services Day with support at Encinitas Day; b) have a Senior Services Day in 1992 ; or c) hold Senior Services Day in 1993 . The Subcommittee recommendation is to support the senior booth at Encinitas Day and not hold a 1992 Senior Services Day. Discussion followed. Chairperson Ash suggested the senior booth at Encinitas Day provide flyers to stimulate support for Oakcrest • Community/Senior Center. MSC COMMISSIONER HARTLEY MOVED, WEIRUM SECONDED TO DISPENSE WITH SENIOR SERVICES DAY FOR 1992 AND AS A SUBSTITUTE PARTICIPATE IN ENCINITAS DAY, SEPTEMBER 26, 1992, AND THAT THE COMMISSION PLAN FOR A SENIOR SERVICES DAY IN 1993, THE DATE TO BE DETERMINED LATER. Review of Senior Commission Vacant Position Replacement Schedule. Superintendent Alexander noted Commissioner Brzezinski submitted his resignation effective July 1992 . She added • on July 23 and July 30, 1992 the City Clerk ran recruitment advertisements in .the Coast Dispatch to fill this position. One applicant has applied for the y � " 3 • position. Superintendent Alexander noted City Council will decide what direction will be taken at their next meeting, August 26th. Chairperson Ash asked the Commission to actively recruit people to apply for the vacant Commission position. Superintendent Alexander noted the Senior Citizen Commission requested information on non-voting representatives to serve on the Senior Citizen Commission. Superintendent Alexander explained Management Analyst Phillips. researched this request and found that all members of City commissions , boards , committees or task forces are appointed and approved by the Encinitas City Council. Resolution 90-55 does allow, at the discretion of City Council , the appointment of Resource Persons to serve on a non-voting basis. At this point in time, a resource person is not applicable to the Commission and does not meet the need of filling vacant positions on the Commission. B. Discussion of Options for Senior Citizen Commission • Subcommittees. Superintendent Alexander noted the Senior Citizen Commission requested discussion of options for combining subcommittee functions. Superintendent Alexander noted due to Commissioner vacancies and illnesses several subcommittees do not have full membership. With the appointment of a new Senior Commissioner by City Council, it is anticipated that subcommittee vacancies will be filled. Superintendent Alexander noted if it is the Commission's desire to amend subcommittee organizations, options for . consideration are: a) hold joint subcommittee meetings until full Commission staffing is obtained; b) combine one or more subcommittees on a permanent basis; c) eliminate subcommittees; or d) retain assigned subcommittees. Discussion followed. MSC COMMISSIONER HARTLEY MOVED, BLACK SECONDED TO ADOPT OPTION D, TO RETAIN ASSIGNED SUBCOMMITTEES AS STATED AND MEET AS NEEDED, AND TO ASK FOR COMMISSION VOLUNTEERS ON THOSE SUBCOMMITTEES WHERE VACANCIES OCCUR, WITH • COMMISSIONER WEIKUM ASSIGNED AS ALTERNATE FOR HOUSING, HEALTH AND SOCIAL SERVICES SUBCOMMITTEE VACANCY. MOTION CARRIED. 5-0 . 8. ANNOUNCEMENTS A. Commissioners Chairperson Ash announced she has received the following communications: flyers to promote Lawn Bowling; flyers on co-housing for seniors; a Soroptimist lunch to benefit seniors; and from NOCOSIA, the announcement of a fund raiser, "A Day At The Races" scheduled for September 2nd. Commissioner Black passed out the prototype flyer for the Senior Services Directory. Commissioner Hartley presented newspaper clippings discussing Oakcrest Park Conceptual Plan. Commissioner Weikum noted information in the previous Senior Services Directory was 40% incorrect due to changes. He added Mayor Wiegand is looking for volunteers to act as guides for Encinitas Heritage Museum. • B. Staff Superintendent Alexander announced the following: NOCOSIA has submitted a year-end report on the Taxi Voucher Program stating they issued 1, 831 vouchers this year; there are new caretakers for Oakcrest Park, Gene and Gladys Bateman; there is a new address for the North Coast Alzheimer Center, 304 Sea Crest Way; and due to timing and the City Newsletter being full, Commissioner Hartley's article on Volunteerism will be submitted for the next publication. 9 .
