SENIOR CITIZEN COMMISSION MINUTES

4. APPROVAL OF MINUTES
A. Approval of Minutes for June 19 , 1992 .
MSC COMMISSIONER WEIKUM MOVED, AND BLACK SECONDED TO ADOPT
THE MINUTES OF JUNE 19 , 1992 . MOTION CARRIED. 4-0 .
5 . PRESENTATION
A. Presentation by Joyce Beardsley on the City of Chula
Vista's Norman Park Senior Center
Chairperson Ash introduced Joyce Beardsley, Senior
Recreation Supervisor, responsible for Community Services
and Human Services programs for the City of Chula Vista.
Supervisor Beardsley distributed brochures on various
services and activities available to seniors through
Chula Vista's Norman Park Senior Center.
Supervisor Beardsley gave an indepth history on the
construction and funding of 'the Senior Center noting the
cost of the senior facility was approximately $2 . 3
million dollars . She explained funding came from CDBG
funds, as well as California State Grants and City funds.
Supervisor Beardsley asked the Commission for any
questions.

Commissioner Weikum asked if this building was
exclusively a Senior Center.
Supervisor Beardsley noted the building is 16, 000 sq. ft.
and solely for seniors. She added that the first Senior
Center in Chula Vista was opened in 1961 and a dance hall
was added in 1969 .
Supervisor Beardsley advised when building a Community
Center frequent review of all construction plans by a
City building representative throughout construction is
necessary.
Commissioner Hartley asked how many volunteers are
working at the Senior Center. He also asked how many
seniors attend the dances.
Supervisor Beardsley noted hundreds of volunteers assist
at the Center. She explained an average of 150 seniors
attend the Tuesday night dances and approximately 104
seniors are served meals daily at the Center.
Commissioner Black remarked that the Commission is in the
process of publishing a brochure on senior services in
Encinitas.
Supervisor Beardsley cautioned directories often become
outdated before they can be published.
Chairperson Ash and the Commission thanked Supervisor
Beardsley for an excellent presentation.
6 . UNFINISHED BUSINESS
A. Status Report on the Housing, Health and Social Services
Subcommittee
Commissioner Hartley provided the Commission with minutes
of the Housing, Health and Social Services Subcommittee
held June 23 , 1992 . He noted the Subcommittee goals will
be to define the requirements for senior housing, health
and social services in Encinitas; determine the needs it
each category in specific terms ; compile the results and
present to the Senior Commission for approval and report
the results with recommendations to City Council .
Commissioner Hartley was selected to serve as
Chairperson.
Chairperson Ash thanked Commissioner Hartley for his
report.
OB. Status Report on the Information/Publicity Subcommittee
Commissioner Weikum provided the Commission with minutes
of the Information/Publicity Subcommittee meeting held
July 9 , 1992 . He noted the Subcommittee has decided a
three part approach will be taken to publicize senior
services ; use of a referral agency; preparation and
distribution of a brochure advertizing senior services ;
and to use various vehicles to inform seniors of these
services such as media, monthly Commission meetings, City
Newsletter and Senior Services Day.
Commissioner Weikum noted $435 has been encumbered for
the purpose of printing and distributing a Senior
Services brochure.
7 . NEW BUSINESS
A. Discussion on Senior Services Day
Chairperson Ash noted Louise Wessel appointed Ash as
Chairperson for the 1991 Senior . Services Day. She
recommended the services/Program Subcommittee take charge
of this event for 1992-93 .
Discussion followed.
Management Analyst Phillips suggested the Commission
determine if they wish to hold a 1992-93 Senior Services
Day.
It was decided the Services/Program Subcommittee will
meet July 23rd and discuss 1992-93 Senior Services Day.
Commissioner Weikum asked 1992-93 Senior Services Day be
placed on August' s agenda for further discussion.
The Commission asked an evaluation and possible combining
of Housing, Health and Social Services with
Information/Publicity Subcommittees be placed on August's
agenda.
Commissioner Weikum noted the August agenda is set to
include a presentation by Community Services Department
on new parks and programs.
8 . ANNOUNCEMENTS
1 . Commissioners
Commissioner Hartley asked how much time is allowed for
each speaker and agenda item.
Management Analyst Phillips noted there is not a1a
specific time limit on agenda items, however, for the
sake of order in the meetings it is recommended to limit
time on agenda items.
Chairperson Ash announced Commissioner Brzezinski has
resigned his position. She noted the earliest this
position can be replaced will be August.
Chairperson Ash noted recent statistics indicate older
women out number older men by three to two. She
suggested this should be considered when offering
programs or services for seniors.
Commissioner Black asked time limitations on agenda items
be noted prior to meetings.
