1991-11-15 Vim _ CITY or ENCINITAS SLNIOR CITIZEN COMMISSION MINUTES Meeting Date: November 15, 1991 1. CALL TO ORDER/ROLL CALL Chairperson Ash called the meeting to order at 1 : 00 p.m. Present: Chairperson Ash, vice Chairperson Taaff, Commissioners Hartley, Reaves and Anderson Also Present: Pamela Alexander, Recreation Superintendent, and Jacqueline Reynolds, Senior Office Specialist Chairperson Ash asked Commissioner Hartley to read a written communication from Commissioner Motley advising Mayor Hano of Commissioner Motley's resignation from the Commission. The Commission expressed regret at Commissioner Motley's resignation and asked that a letter of thanks be sent to her for her dedicated work on behalf of senior citizens. = 2 . PLEDGE OF ALLEGIANCE 3. ORAL COMMDNICATIONS None. 4. CLOSING AND ADOPTION OF CONSENT CALENDARS A. Approval of Minutes for October 18, 1991 COMMISSIONER ANDERSON MOPED, REAVES SECONDED TO APPROVE THE AMENDED MINUTES OF OCTOBER 18, 1991. MOTION CARRIED. 6-0 . 5. PRESENTATION A. Presentation by Jean Stein, Assistant to -Ombudsman Program Manager, Concerning.-Recruitment and Training for Area Agency on Aging Ombudsman Program. Chairperson Ash introduced Jean Stein, Area Agency on Aging Ombudsman Program. Ms. Stein, gave an :indepth presentation on the background of the program, and noted that presently - there are 85 _=_ = Zj ti -- c ^ ----- volunteers-serving` as Ombudsmen: She addedTFthat 25 -of 4- -- these:--volunteers are working in North County and visit �► approximately 1 35 state licensed board and care �A facilities. Ms. Stein noted that people are living longer and often living with disabilities in senior board and care facilities. She added that these facilities are run on a low budget and offer low salaries resulting in constant staff turn over and hardships on the residents. Ms. Stein noted that the Ombudsman Program's goal is to maximize quality of care and quality of life by emphasizing dignity and self determination. She noted that Ombudsmen ensure that residents ' rights are protected by helping resolve complaints, suspected abuse, financial problems, Medicare/Medi-Cal issues, evictions, transfers and numerous other concerns. Chairperson Ash opened the meeting to Commission discussion. Commissioner Hartley asked what is the average size of residential facilities for the elderly. Ms. Stein answered that the average size is six beds. She then gave the Commission a listing of North County residential facilities and nursing facilities. Discussion followed. Chairperson Ash and the Commission thanked Ms. Stein for her comprehensive presentation. 6. UNFINISHED BUSINESS A. Status Report on the Senior Needs Assessment Work Plan Schedule Superintendent Alexander gave a staff report on the Senior Needs Assessment Work Plan Schedule and asked the Commission to receive this as information and provide any additional comments. Commissioner Hartley asked when the Subcommittee will meet again. Superintendent Alexander noted that the next Subcommittee meeting to review the final report will be held between the January and February -Commission meeting. She added __ . that this will be after the Commission has given their input on the draft report at the January -meeting. qA Discussion lollowsd. - -- In consensus, it was decided that the Subcommittee will meet December 16th to review the consultants preliminary report before it is presented to the Commission. 0't 7. NEW BOBINE198 A. Review of the Commission Member Appointments Superintendent Alexander gave an overview of the Commission Member Appointments explaining that every January the City Council makes new and replacement appointments to all City Committees and Commissions. This January City Council will make five appointments to the seven member Senior Citizen Commission. Superintendent Alexander noted that the current Commissioners are welcome to reapply and added that blank application forms were included in the agenda packet. She reminded the Commission that applications can be submitted beginning December 4th - to the City Clerk. Council will meet the candidates on January '15th and confirm the . appointments on January 22nd. Superintendent Alexander noted that all current Commissioners will be participating in the January 17th meeting. Superintendent Alexander reminded the Commission that there will be a mandatory training session. for Commissioners and Committee Members November 16th at the City Council Chambers. 88 B. Review of Election Process for Commission Officers Superintendent Alexander gave a brief overview on the election process for Commission Officers, noting that the new appointments will occur January 22nd consequently the election will take place February 21st. 8. COMHISBIONERIB CORNER - Chairperson Ash gave Superintendent Alexander-time to explain recent- events concerning Oakcrest Tentative . Master : Plan. Superintendent Alexander announced that- City Council is developing an Oakcrest Park Master Plan Committee which will assist in design needs of the facility. A representative from the Senior Citizen Commission is being requested to serve on this Committee. : :. �. -Discussion followed. - = -- Commissioner Hartley volunteered to serve on the Oakcrest Park -Master Plan Committee. - Commissioner Hartley brought several news clippings to share with the Commission one noted that disabled and senior citizens are often combined in facilities. Another clipping informing the Community that "living room" discussion groups are being developed to discuss problems in Encinitas. And finally a news article noting that support groups for care- givers are needed. vice Chairperson Taaff noted that it would be appropriate to send a letter to Commissioner Motley thanking her for her service on behalf of senior citizen in Encinitas. Commissioner Anderson suggested that when the new facility at Oakcrest Park is designed handicapped use should be considered. She added that she will not be reapplying to serve on the Commission. Chairperson Ash noted as of November 1st Encinitas has become part of the 3rd - District and could result in drastic budget cuts. Chairperson Ash reported that at today's NOCOSIA meeting the subject was "Senior Women and Drug Dependency" . The emphasis of the, lecture was to know and control drug intake. Chairperson Ash noted that Meals-On Wheels-America will be providing Thanksgiving dinner for the elderly. Commissioner Hartley announced that Captain Keno's Restaurant will hold a holiday dinner November 24th to benefit the Senior Nutrition Site on Balour Street. A $5 donation is requested. 9. ADJOURNMENT COMMISSIONER HARTLEY MOVED, ANDERSON SECONDED TO ADJOURN THE MEETING AT 2 : 50 P.M. MOTION CARRIED 5-0 .
