MINUTES
Meeting Date: August 16, 1991
1. CALL TO ORDER ROLL CALL
Vice Chairperson Ash called the meeting to order at 1: 00 p.m.
Present: Vice Chairperson Ash, Commissioners Hartley, Taaff,
Reaves and Motley
Absent: Chairperson Wessel and Commissioner Anderson
Also.
Present: David Wigginton, Community Services Director,
Richard Phillips, Management Analyst, and
Jacqueline Reynolds, Senior Office Specialist
2. PLEDGE OF ALLEGIANCE
3. ORAL COMMUNICATIONS
Edward Cavallin, 243 Gloxina, Encinitas, requested assistance
in petitioning the City to re-zone Pacific Serena to Senior
Community Zoning status from the current R-11 zoning. He
explained that Pacific Serena was originally organized as a .
senior community. HUD has notified Pacific Serena Homeowner's .
Association that they are in violation of the Federal Fair
Housing .Amendment Act of 1988 if they refuse to allow people
under the age of 55 to live in their community.
Frances Cavallin, 243 Gloxina, Encinitas, -Chairperson of
Pacific Serena Architectural Committee and Recording Secretary
of Pacific Serena Homeowner's Association and Lucille Nelson;
269 Delphinium, . Encinitas, donated their time to Edward
Cavallin for his presentation.
Management Analyst Phillips explained that the City .does not
have a zoning category for Senior Citizen Housing.
Commissioner Motley asked if the City could create a category
for Senior Citizen Housing. She suggested that Pacific Serena
contact High Country Villas for information on Adult Housing
requirements.
Commissioner Taaff noted that Pacific Serena is requesting
that the City establish a Senior Citizen Housing Ordinance and .

that they would then petition to be re-zoned under this
ordinance.
o Management Analyst Phillips noted that this is not an agenda
item and should be placed on the agenda for discussion at a
future date.
Director Wigginton suggested that Pacific Serena Homeowner's
Association contact' Director Murphy,. Community Development,
for information.
Frances Cavallin stated that the- senior community has been
encouraged to come to the Senior Citizen Commission with
senior concerns.
Commissioner Hartley requested that this issue be placed on
the agenda for September's meeting and that Director Murphy be
invited to speak before the Commission at that time.
Management Analyst Phillips agreed to include this in
September's agenda.
Commissioner Anderson joined the meeting at 1: 20 p.m.
Vice Chairperson Ash thanked the Pacific Serena delegation for
speaking before the Commission.
• 4. CLOSING AND ADOPTION OF' CONSENT CALENDARS
A. Approval of Minutes of July 19, 1991
COMMISSIONER TAAFF MOVED, REAVES SECONDED TO APPROVE. THE
MINUTES OF JULY 19, 1991. MOTION CARRIED 6-0.
5. PRESENTATION
A. Presentation by David Wigginton, Community Services
Director, Regarding Department Organization and Potential
Recreation Division Reorganization.
Director Wigginton gave . an overview of the organization
of the Community Services Department explaining that the
department is divided into three divisions, Park and
'Beach, Administrative and Recreation. He noted that the
Recreation Division administers senior citizen activities
and the Senior Citizen Commission. He then elaborated on
the responsibilities and duties of each division using an
overhead projector and handouts.
Director Wigginton noted that- the Recreation Division is
proposing reorganization. He explained that one
Recreation Supervisor position has been split into two

part-time Recreation Leaders positions to better serve
the Division and allow the Recreation Superintendent more
O time .to provide staff support for the Senior Commission.
He also elaborated on the 146 Account, the funds that it
generates, and how the funds are used. Director
Wigginton explained that a tour program, aimed at the
senior population, is to be established.
Director Wigginton noted that interviews have been held
for the position of Recreation Superintendent and that
the selection has been narrowed down to two individuals
with extensive Commission experience. The selection will
be made Monday, August 19th. The new Superintendent is
expected to be at the September Commission meeting and
will have more time to work with the Commission.
Discussion followed.
Director Wigginton summarized his presentation by saying
that the Commission has the following things to look
forward to; a new Recreation Superintendent with
extensive experience and more time to devote to the
Commission and a new focus with the completion of the
Senior Needs Assessment.
Vice Chairperson Ash and the Commission thanked Director
Wigginton for his comprehensive presentation.
B. Presentation by Shirley Cole, Executive Director of
Lifeline Community Services.
Director Cole gave an indepth presentation on the
background of the Lifeline program, and noted that
Lifeline Community Services of San Diego County is a non-
profit service agency.
Director Cole explained that Lifeline was established in
1969 . in Vista to serve North County offering the
following programs; Shared Housing, Transportation,
Services for the Disabled, Legal Advice, Youth Services,
as well as Counseling and Social .Services. Director Cole
distributed brochures giving extensive information on
these services.
Director Cole noted that Lifeline has a Hot Line Program
operating from 8 : 00 a.m. to 8: 00 p.m. which assists with
depression and grief as well as information on low cost
medical care. She explained that Lifeline , is ,the only
organization in San Diego which has access to the United
Way Information Line computer base.
Commissioner Motley asked what types of calls were
• received on the Hot Line.

Director Cole responded that the Hot Line provides social
services information.
OCommissioner Taaff asked what type of information
Lifeline was going to provide at Senior Services Day,
September 11th.
Director Cole noted that brochures and handouts with
information on all Lifeline services will be available.
Vice Chairperson Ash thanked Director Cole for an
excellent. presentation.
6. UNFINISHED BUSINESS
A. Report, From Subcommittee on Senior Services Day,
(September 11, 1991)
Vice Chairperson Ash gave the Commission an updated list
of participants and sponsors for Senior Services Day.
She noted that the request for booths has been
outstanding and there are only a few booth spaces
remaining.
Commissioner Taaff asked how booth spaces are being
tracked and how ,many booth spaces are left. He said a
• determination needs to be made concerning a cut off date
and who will be allowed to have the few remaining spaces.
Commissioner Hartley agreed that a cut off date needs to
be established, and that it needs to be decided what type
of services are to be allowed and if more tables are
needed. He asked how many tables are available for
Senior Services Day.
Commissioner. Taaff noted that a scale drawing has been
created which will allow the Sub-committee to establish
how many tables will be available and how they will be
positioned. He said that it is estimated that the area
will serve 28 tables.
Management Analyst Phillips suggested that - the first
priority for providers be services based in Encinitas,
the second priority of targeted services be services
outside Encinitas and the third targeted group be
commercial ventures. Commission concurred.
Commissioner Motley suggested that exhibitors who deal
with mobility units be placed in corridors -or in the
parking lot for easier access.
Vice Chairperson Ash handed out a packet of flyers to
each Commissioner for distribution in the community.

Commissioner Hartley suggested that posters are needed
for distribution in markets and stores. He noted that
O more publicity is needed and that Betty Springer will be
glad to include . this event in her newspaper column.
Vice Chairperson Ash noted that the Sub-committee needs
to meet more often and that volunteers are needed to
assist with registration and hosting the event.
B. Orientation Phase of Senior Needs Assessment Study
Management Analyst Phillips introduced Bill Anderson,
Principal, and Barbara Thompson, Associate, with Economic
Research Associates, (ERA) .
Mr. Anderson noted that the purpose of today's working
session is to get the Commission's input on the study and
the telephone survey which will be conducted in five
weeks. He referred the Commission to the Senior Needs
Assessment Study Orientation Questions in the agenda
packet and stated that he hoped the Commissioners have
given time and thought to these questions prior to the
meeting.
Mr. Anderson asked .what is perceived as major senior
needs in terms of recreation and services.
• Commissioner Hartley noted that major needs include
information and assistance with services, classes, and
social groups.
Commissioner Taaff agreed that information should be .
stressed in the survey.
Commissioner Reaves noted that he needed- more time to
think about these questions.
Commissioner Motley stated that the senior center should
be easily accessible.
Vice Chairperson Ash stated that the senior center should
be directed and operated by the City of Encinitas.
Mr. Anderson asked if there is any distinction between
specific recreation and service needs of seniors residing
in the five separate communities that comprise Encinitas.
Vice Chairperson Ash noted that most seniors enjoy
walking and trips and tours. She asked Director
Wigginton to comment on this question.
• Director Wigginton noted that the senior population is
divided up into two groups, frail and fit. He stated
that there is a senior center in Encinitas at a local
church, but that the services and activities are very
O limited. He added that recreation is different things to
different people. -
Commissioner Taaff asked if the current population census
is accurate.
Mr. Anderson answered that the recently taken census will
be available in the Spring of 1992 .
Vice Chairperson Ash noted that a full service senior
center is needed and that it should include out-reach.
Mr. Anderson asked if there is notable variation between
the five communities in Encinitas.
Commissioner Hartley answered that the Commission does
not have enough information to respond.
Commissioner Taaff stated that there are five distinct
areas in Encinitas and that each area is divided into
income levels.
Commissioner Motley noted that there are more low income
senior citizens residing in Encinitas than high income
seniors.
• Vice Chairperson Ash stated that transportation is a
problem in all areas of Encinitas including Olivenhain.
Commissioner Anderson agreed that Olivenhain has a
transportation problem.
Mr. Anderson asked if there are any private senior
communities which offer their own services and
recreation.
Chairperson Ash answered that High Country Villa offers
swimming, golf and two recreational groups.
Commissioner Hartley noted that Park Encinitas and Green
Valley Mobile Home Park offer recreation services on
site. He added that the largest senior population is
east of Interstate 5, (I-5) .
Vice Chairperson Ash noted that most long time senior
residents of Encinitas are located west. of I-5 and in
Olivenhain. She added that most people are not aware .of
the services available to seniors.
Mr. Anderson asked if some communities have more
recreation facilities and services than others within the
city.
Commissioner Hartley noted that there are more services
and opportunities east of I-5.
Ms. Thompson asked if seniors are generally aware of the
existing recreation and service opportunities . in .their
community.
Commissioner Hartley noted that . seniors do not have an
involved awareness of such activities.
Commissioner Taaff stated that many seniors assume that
recreation and services are not here and .look for these
things in other communities. He noted that the Senior
Services Day will exhibit what is available in Encinitas.
Mr. Anderson asked if most seniors are long term
residents.
Vice 'Chairperson commented that most Encinitas seniors
are long term residents.
Commissioner Hartley noted that the senior population is
split 50 percent long term residents and 50 percent new
residents.
Mr. Anderson asked if Encinitas seniors usually sell
their homes and move to other communities when their
children grow up and leave home.
Vice Chairperson Ash commented that many seniors move on
to other, less crowded,. areas when their children leave
home.
Ms. Thompson asked if there are senior ethnic or income
sub-groups in Encinitas who are not being served in terms
of recreation or service needs.
Commissioner Hartley noted that the Commission does not
reach either end of the senior income sub-groups.
Commissioner Motley stated that the Mexican-American
group is well served as a` result of their culture. She
added that Leucadia has a large group of Mexican-American
seniors.
Mr. Anderson asked if transportation for seniors is
available in the community.
Commissioner Hartley noted that there is a van available
for senior transportation and that the City contracts
with Lifeline to transport seniors.
Commissioner Taaff stated that adequate public
• transportation is always a problem for a community to

provide.
o Commissioner Anderson commented that there are no bus
benches.
Mr. Anderson asked if any of the Commissioners could
comment on senior housing.
Commissioner Anderson commented that housing for seniors
should be studied.
Mr. Anderson asked if there is a location preference for
a senior center site.
Commissioner Hartley noted that a full service senior
center is needed and- that it should be accessible.
Commissioner Taaff noted that Oakcrest Park is a good
location and ,is already owned by the city. He added that
a multi-purpose building would be ideal.
Commissioner Reaves agreed that Oakcrest Park is an ideal
location for a senior center site.
Commissioner Motley asked if the property at Encinitas
Boulevard and Vulcan could be used.
• Vice Chairperson Ash noted that this property is the old
sewer plant and belongs to the Sanitary District. She
added that the County has given the City a model of a
multi-purpose Senior Citizen Center showing Oakcrest Park
as the centers location.
Management Analyst Phillips noted that a work project has
been approved to update the Master Plan for Oakcrest Park
which encompasses a Community Center and Senior Center.
Commissioner Hartley commented that the. North Coast
Presbyterian Church has a building' at 1831 South E1
Camino Real that might be for sale.
Ms. Thompson asked if there is a particular senior center
that the Commission perceives as a potential model..
Commissioner Motley noted that the Menlo Park Senior
Center has an ideal facility with convenient parking.
Commissioner Hartley noted that the Oceanside, Escondido
and Clairmont Senior Centers are well designed and
functional.
Commissioner Reaves added that Carlsbad Senior Center is
very beautiful.
Vice Chairperson Ash noted that Poway has a very
efficient senior center.
Mr. Anderson asked if the Commissioners have any specific
questions that they would like to see included in the
questionnaire.
Commissioner Hartley noted that he would like to know how
to interest seniors to participate and volunteer with
senior center activities. He asked if ERA would be
interested in participating in Senior Services Day and
use the questionnaire there.
Mr. Anderson responded that it would be taken under
consideration.
Vice Chairperson Ash thanked Mr. Anderson. and Ms.
Thompson for their orientation.
Vice Chairperson Ash then called for a 5 minute break.
The meeting resumed at 3 :45 p.m.
8. COMMISSIONERS CORNER
• Vice Chairperson Ash noted that the response from participants
for Senior Services Day has been very- good. She added that .
several agencies have commented that they are experiencing
severe budget cuts on senior services and health programs.
Commissioner Hartley reminded the Commission that he will be
responsible for having posters printed and have them ready for
the next Sub-committee meeting. He added that if someone
would give him a press release he would see that Betty
Springer got a copy for her senior column ' in the Blade
Citizen.
Vice Chairperson Ash added that Commissioner Reaves has agreed
to help with publicity and press releases for the event.
Discussion followed.
Vice Chairperson Ash encouraged the Commissioners to attend "A
Taste of Cardiff" , to be held September 1st.
Commissioner Motley asked that the Encinitas Chamber. of
Commerce Visitors Bureau be given Senior Services Day flyers.
Commissioner Hartley requested information on how the Senior
Citizen Commission can. apply for Block Grant Funds for
• FY 92-93 .

Management Analyst Phillips noted that Block Grant. Funds.were
awarded to conduct the Senior Needs Assessment. He added that
he will ask Community Planning Director Murphy if the Senior
Citizen Commission" is eligible to apply- for funds for senior
housing.
Commissioner Taaff announced that he has contacted 19 churches
and passed out Senior Services Day flyers.. He thanked Vice
Chairperson Ash's grandson for his assistance in diagraming
the floor plan for Senior Services Day.
9. ADJOURNMENT
COMMISSIONER ANDERSON MOVED, HARTLEY SECONDED TO ADJOURN THE
MEETING AT 4:05. MOTION CARRIED. 6-0.
