1991-07-19 CITY OF ENCINITAS SENIOR CITIZEN COMMISSION MINUTES Meeting .Date: July 19, 1991 1. CALL TO ORDER/ROLL CALL Chairperson Wessel called the meeting to order at 1: 00 p.m. Present: Chairperson Wessel, Vice Chairperson Ash, Commissioners Hartley, .Taaff and Reaves Absent: Commissioners Motley and Anderson Also Present: Richard Phillips, Management Analyst, Jennifer Berner, Interim Recreation Superintendent and Jacqueline Reynolds, Senior Office Specialist 2. PLEDGE OF ALLEGIANCE • 3. ORAL COMMUNICATIONS None. 4. CLOSING AND ADOPTION OF CONSENT CALENDARS A. Approval of Minutes of June 21, 1991 COMMISSIONER TAAFF MOVED, REAVES SECONDED TO APPROVE THE MINUTES OF JUNE 21, 1991. MOTION CARRIED 5-04 5. PRESENTATION A. Presentation by David Wigginton, Community Services Director, Regarding Interim Appointment of Recreation Superintendent and Divisional Responsibilities. Management Analyst Phillips noted that in the absence of Director Wigginton he will make the presentation regarding the appointment . of Interim Recreation Superintendent Berner and divisional responsibilities. He explained that this position is currently under y R� , recruitment and that a reorganization is under • consideration. Commissioner Motley joined the meeting at 1: 10 p.m. B. Presentation by Terrea McCoy, Executive Administrative Assistant, San Dieguito United Methodist Church•, Regarding Senior Citizen Services Provided by the Church. Chairperson Wessel intrgduced Terrea McCoy, Executive Administrative Assistant, San Dieguito United Methodist Church, located at 170 Calle Magdelena, Encinitas. Ms. McCoy gave an indepth presentation of the various programs and services provided by the San Dieguito United Methodist Church, (SDUMC) . She explained that today's church is more than a religious organization that it also acts politically, socially and economically within the community. Ninety percent of the church membership is composed of Encinitas residents with one-third of the congregation made up of seniors over the age of 65. Commissioner Anderson arrived at 1:20 p.m. • Ms. McCoy noted that SDUMC sponsors Meals On Wheels, AARP, Scripps Mobile, and the Community Resource Center. In the future services are planned to include a Senior Day Care Center and a phone service to check the welfare of seniors. - She said that the intent of the church 'is to utilize the wisdom, skills and energy of seniors. Commissioner Taaff asked how many families belong to the church. Ms. McCoy noted that 1200 people attend church and that membership is composed of 800 people representing 520 families. Chairperson Wessel and the Commission thanked Ms. McCoy for her comprehensive presentation and asked that the Commission be put on SDUMC information mailing list. 6. UNFINISHED BUSINESS A. Report from Subcommittee on Senior Services Day, (September 11, 1991) Vice Chairperson Ash noted that the Senior Services Day • Subcommittee met on July 18th with Commissioners Ash and Taaff and Office Specialist Reynolds attending, Commissioner Anderson was not present. She then handed • out the minutes for that meeting. It was decided that letters requesting participation in Senior Services Day will be mailed out-first. Commissioner Taaff has agreed to contact churches and obtain information on transportation for seniors to the event. The Transportation and Housing Subcommittees have submitted their reports. Discussion followed. Commissioner Hartley has developed two event flyers. It was decided that the flyer which has "Explore Your Lifelines" printed across the top, will be the official flyer and will be printed on yellow paper. Commissioner Taaff had agreed to take flyers to several churches for distribution and mail out with church newsletters. Discussion followed. Vice Chairperson Ash noted that letters would be sent to all providers in the Senior Citizen Commission Directory of Services and that sponsor letters will be sent to the members of the Encinitas and Cardiff Chamber of Commerce as well as the Downtown Encinitas Main Street Association. A flyer distribution list will be • developed. Commissioner Anderson noted that the Alive and Well Subcommittee., (Anderson, Taaff and Reaves) , has accepted the responsibility of the physical arrangements for Senior Services Day. Vice Chairperson Ash asked Ms. McCoy if the San Dieguito United Methodist Church had a maintenance crew who could assist with the set up and break down of the tables on September 11th. Ms. McCoy noted that a maintenance crew is available for assistance and that there would be no charge for this service. B. Discussion of Work Plan for Senior Needs Assessment Management Analyst Phillips noted that on July 10th City Council concurred with the recommendation of the Senior Citizen Commission to retain Economic Research Associates (ERA) for a Senior Needs Assessment and appropriated $30, 000 from Community Development Block Grant to fund the Work Project. He also noted that it is recommended that the Senior Citizen Commission appoint a working • committee consisting of three members of the Commission to assist in the Senior Needs Assessment work plan. Discussion followed. COMMISSIONER TAAFF MOVED,. ANDERSON SECONDED THAT THE ORIGINAL SUBCOMMITTEE, COMPOSED OF COMMISSIONERS HARTLEY, ASH AND WESSEL, ACT AS THE COMMITTEE ON BEHALF OF THE SENIOR CITIZEN . COMMISSION IN DEALING WITH ECONOMIC RESEARCH ASSOCIATES (ERA) . MOTION CARRIED 7-0. 7. NEW BUSINESS A. Consideration of Cancellation of August, 1991 Senior Citizen Commisison Meeting Management Analyst Phillips noted that traditionally, several Committees and Commissions of the City of Encinitas have instituted summer meetings schedules in order to accommodate vacation plans of members of the Committees, Commissions and supporting staff. He also noted that it is recommended that the Commission discuss the desirability of canceling the August 16, 1991 Senior ' Citizen Commission meeting. Discussion followed. COMMISSIONER HARTLEY MOVED, ANDERSON SECONDED THAT THE SENIOR CITIZEN COMMISSION CONTINUE MEETING ON SCHEDULE • BECAUSE OF THE SENIOR SERVICES DAY AND SHOULD NOT CANCEL THE AUGUST COMMISSION MEETING. MOTION CARRIED 7-0. S. COMMISSIONER'S CORNER Commissioner Hartley handed out flyers and announced that August 17th is "Encinitas Day At The Races" . Encinitas residents may enter the track free with identification showing proof of Encinitas residency. He also requested that the recent purchase of Vulcan Square by the City be slated as a future agenda item. Commissioner Taaff noted that there will be several tasks to be accomplished to insure the success of Senior Services Day and added that everyone's cooperation will be greatly appreciated. Commissioner Reaves said that he would like to clarify that he is not on the Senior Services Day Subcommittee and has not accepted the responsibility for serving on this Subcommittee. Chairperson Wessel noted that the Senior Services Day Subcommittee is composed of Commissioners Ash, Taaff and Anderson. She also noted that Commissioner Reaves agreed to • serve as PR man for this Subcommittee and may sit in on meetings. She cautioned Commissioner Reaves that he is not t4lA" � allowed to speak during these meetings, and advised that he • sit at some distance from the Subcommittee when they meet. Commissioner Motley stated that she is serving as a volunteer with the Encinitas Chamber of Commerce. She also noted that the Chamber of Commerce has requested a copy of the Senior Citizen Commission Directory of Services. Commissioner Anderson said that she has been out of town and has had problems receiving phone messages taken by her secretaries. She apologized for missing meetings. Chairperson Wessel stated that in the future it would be appropriate to discuss points of concern relating to an issue prior to the actual voting by the Commission on the issue. She noted that Scripps 55 has just added "Long Term Care Insurance" to its list of services. Chairperson Wessel added that she called Ms. Asmussen who requested assistance from the Commission in finding an intergenerational day care facility for her mother. She has given Ms. Asmussen a list of several people who might be able to assist her. Chairperson Wessel then handed out pamphlets on the "Interaction of Prescription Drugs" . Vice Chairperson Ash encouraged the Commission to call Betty Springer and request more publicity involving seniors in • Encinitas. Ms. Springer writes the "Senior Living" column for the Blade Citizen Newspaper. Vice Chairperson Ash noted that today's NOCOSIA meeting featured Wendy Minton, Director of Health Insurance Counseling and Advocacy, HICAP. This state funded program provides insurance counseling and legal assistance for seniors. She also noted that there is a new North County publication for seniors called "Active Lifestyles" . 9.
