SENIOR CITIZEN COMMISSION
MINUTES
Meeting Date: June 21, 1991
1. CALL TO ORDER/ROLL CALL
Chairperson Wessel called the meeting to order at 1:00 p.m.
Present: Chairperson Wessel, Vice Chairperson Ash,
Commissioners Hartley, Taaff, Reaves, Motley and
Anderson

2. PLEDGE OF ALLEGIANCE
3. ORAL COMMUNICATIONS
Dianna Asmussen, 1543 Tucker Lane, Encinitas, informed the
Commission that the Intergenerational Center on Balour is
about to close as a result of funding problems. Ms.
Asmussen explained that this is the only adult day care center
in Encinitas .and has asked for assistance in finding funding
for this center.
Chairperson Wessel thanked Ms. Asmussen for speaking to the
Commission and said that she will be in contact with Ms.
Asmussen.
4. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of Minutes for May 17, 1991
VICE CHAIRPERSON ASH MOVED, TAAFF SECONDED TO APPROVE THE
CORRECTED MINUTES OF MAY 17, 1991. MOTION CARRIED 7-0.
S. PRESENTATION
A. Presentation by Melvin Aden, Volunteer. Coordinator for
San Diego County United Way Information Line, Pertaining
to Use of the Information Line as a Resource for Senior
Citizens.
Management Analyst Phillips introduced Melvin Aden,
Volunteer Coordinator for San Diego County United Way
. Information Line.
Mr. Aden gave an indepth presentation on the background
of the program, and stated that the Downtown Senior
Center in San Diego provides social and legal service
referrals. He explained that the Information Line was
founded in 1986 and is operated by 9 staff members and
several volunteers. He distributed brochures listing
various United Way services and the 1990 edition of
Directions, and then asked the Commission for any
questions.
Commissioner Hartley asked how many volunteers work at
Information Line.
Mr. Aden noted that Information Line has 20 to 25
volunteers. He explained that it is important that
volunteers are experienced and knowledgeable in the field
of social services.
Commissioner Motley asked where Information Line is
located.
Mr. Aden stated that their offices are located in a San
Diego County building in Mission Valley.
• Chairperson Wessel and the Commission thanked Mr. Aden
for his comprehensive presentation.
Chairperson Wessel noted that James Ellis, Recreation
Superintendent, is not present at today's Commission
meeting as a result of his son's recent surgery. She
announced that Superintendent Ellis has accepted a
position with the City of Riverside and that his
resignation will be effective June 28, 1991. Chairperson
Wessel noted that the Community Services Department has
extended an invitation to the Commission to attend a
farewell lunch for Superintendent Ellis. This lunch is
to be held June 28th at the Westlake Annex.
6. UNFINISHED BUSINESS
A. Retention of Consultant Services to Perform the Senior-
Citizen Needs Assessment Work Project CS058.
Management Analyst Phillips asked Julie Wartell,
Management Intern, for an up-date on the Senior Citizen
Needs Assessment.
Ms. Wartell gave an overview on the status of the Senior
Needs Assessment noting that three consulting firms
. submitted proposals. The Assessment Subcommittee (Ash,
Hartley, and Wessel) interviewed the firms and it is the
recommendation of the Subcommittee that the contract be
awarded to Economics Research Association (ERA) .
Management Analyst Phillips introduced William Anderson,
ERA Principal, who had been invited to speak to the
Commission.
Mr. Anderson gave an indepth presentation on the issues,
goals and objectives of the study which is to be
conducted. He directed the Commission to page 6A-16 of
the agenda packet and elaborated on how each task will be
accomplished.
Discussion followed.
Commissioner Hartley asked when the recommendation to
award ERA the contract will be made to the City Council.
Management Analyst Phillips noted that the Commission
needs to verify ERA as. the recommended consulting firm
for this project.
Commissioner Anderson noted that ERA has done an
excellent job on the presentation, however; she had
political and moral problems with money being spent on a
survey. -
COMMISSIONER HARTLEY MOVED, VICE CHAIRPERSON ASH SECONDED
THAT THE SENIOR CITIZEN COMMISSION RECOMMEND TO CITY
COUNCIL THAT ECONOMICS RESEARCH ASSOCIATES BE GRANTED THE
CONTRACT TO CONDUCT THE SENIOR NEEDS ASSESSMENT. MOTION
CARRIED 5-0-2. COMMISSIONER ANDERSON AND MOTLEY
ABSTAINED.
7. NEW BUSINESS
None
S. COMMISSIONER'S CORNER
Chairperson Wessel asked if providers are being contacted to
speak at Senior Services Day.
Vice Chairperson Ash noted that the method of advertizing
needs to be discussed and suggested that information be
sent out on colored paper as a flyer.

Commissioner Hartley suggested that the Senior Services Day
Subcommittee meet and make a recommendation to the Commission.
Commissioner Anderson asked if Commissioner Reaves could draft
a proposed flyer.
Commissioner Reaves agreed to draft a flyer.
Commissioner Hartley volunteered to type-set the flyer on his
computer using "Print Set" if the Subcommittee will create the
flyer.
Commissioner Motley noted that she understood she had been
given the responsibility of drafting an announcement flyer.
Discussion followed.
Chairperson Wessel asked Vice Chairperson Ash to have a
written report from each Senior Services Day Subcommittee
ready for the July Commission meeting.
Vice Chairperson Ash noted that Commissioner Reaves had been
appointed to be responsible for public relations for this
event..
Commissioner Taaff stated that time is running out and that
all subcommittees need to get their reports completed as
soon as possible.

Chairperson Wessel announced that the Heritage Museum Bar-B-Q
is scheduled for tomorrow.
Commissioner Taaff noted that the Senior Citizen Needs
Assessment Subcommittee has done a very fine and thorough job.
Commissioner Reaves stated that it is important to have expert
advise when dealing with public funds.
Commissioner Hartley commented that the presentation by ERA
was very professional and instilled confidence in ERA as a
consulting firm.
Commissioner Motley stated that money should not be spent to
hire consultants to conduct the Needs Assessment.
Vice Chairperson Ash noted that the Encinitas Chamber of
Commerce has recently opened a Tourist and Information
section. The Chamber has asked for senior volunteers to staff
this new desk. The hours will be 8:00 * a.m. to 5:00 p.m. 7
days a week. She added that the Intergenerational Day Care
Center is scheduled to close June 28th.

MEETING AT 3:00 P.M. MOTION CARRIED. 7-0.
