MINUTES
Meeting Date: April 19, 1991
1. CALL TO ORDER/ROLL CALL
Chairperson Wessel called the meeting to order at 1: 00 p.m.

5. PRESENTATION
A. Presentation by Donna Pitts, Director of OASIS (Older
Adult Service and Information System) , regarding services
provided by -OASIS.
Recreation Superintendent Jim Ellis introduced Donna
Pitts, Director of OASIS, located at North County .Faire,
Escondido, California.
Director Pitts gave an indepth presentation on the
background of the program, and noted there are now 25
service centers across the country: Locally, Oasis
programs are at Horton Plaza and North County Faire. She
reviewed the services OASIS provides, distributed

• brochures listing monthly classes and activities,_ and
then asked the Commission for any questions.
Chairperson Wessel opened the meeting to Commission
discussion, and asked if OASIS provided any programs for
the frail/elderly. She also asked that any additional
information on the. program be forwarded to ' the
Commission.
Director Pitts noted a variety of classes are offered
_ _throughout the semester and there are programs for the
well/elderly, as well as the frail/elderly. The
facilities are .accessible to the handicapped. There is
a registration fee for classes, which is also your
enrollment fee. There is no extra fee for joining OASIS.
Vice Chairperson Ash- asked if local classes .(Encinitas)
might be a possibility in the future. She further noted
that this particular program is geared to the very active
senior.
Director Pitts advised she has had many requests for
classes in the coastal area, but a facility site poses
a problem. Another challenge was volunteer off-site
staffing. She also discussed the program's budget and
• the confines she must work within.
Commissioner Hartley requested information on fees for
the various classes, types of instructors (i.e. volunteer
or paid) , and how sites are located and selected.
Commissioner Motley asked for information on the history
of this organization.
Director Pitts advised the Commission that Marilyn. Mann,
Executive Director of Oasis and Marjorie May began the
.program in St. Louis, Missouri. The first class was held
in a residential retirement home, and was not successful.
After trying several other locations, Chey approaC Led tho
May Company in St. Louis, requested and received the use
of their large auditorium. Marilyn Mann applied for
funding through the Older Americans Act and received a
grant for the first year.. Eight years later, there are
120, 000 members across the nation, in 25 different
locations. The decision to open an OASIS site in an area
is determined by many people. Primarily, the May
Department Store Company determines if they have an
adequate site available to donate. After al decision is
made on the site, they go into the area and look for
local sponsors.
Commissioner Anderson ascertained how Escondido was
selected as a site for OASIS.

• Director Pitts suggested the Escondido area was selected
due to need of such a program in .North County and site
availability.
Commissioner Anderson asked for specifics on how to
locate off-site classes, through OASIS, in this area.
Director Pitts advised the Commission to contact her. .
Let her know you have several volunteers to assist with
registration, several excellent teachers in .the area to
provide programming and. an available site.
Chairperson Wessel and the Commission thanked Director .
Pitts for her comprehensive presentation.
6. UNFINISHED BUSINESS
A. Report. on the Status of the Senior Needs Assessment
Recreation Superintendent Ellis gave an overview on the
status of the ISenior Needs Assessment, advising that
three proposals have been received and are currently
being reviewed by the Senior Needs Assessment Sub-
.Committee (Ash, Hartley, and Wessel) . He then turned the
.meeting over to the Sub-committee , for a status. report.
• Chairperson Wessel advised that the Sub-committee met on
Tuesday, April 16, 4 : 00 p.m. , with Superintendent Ellis.
A program was set for the selection of a Needs Assessment
consultant: Each. member received a copy of the three
proposals, for review- and comments. The next meeting
will be April 25, 10: 00 a.m. , for discussion of proposals
and setting interview times and dates.. Upon selection of
a consultant, that choice will be brought to the
Commission meeting on May 17, for comments and approval.
The Commission's recommendation to accept the selection
and award a contract to the consultant, will 'be included
in the agenda for the City Council meeting on June 5.
Upon awarding the contract, ti-Le consultant ::i11 meet with
the Sub-committee and Superintendent Ellis, on target
date of August l or September 1. She further reminded
Commission that all dates are TARGET dates.
7 . NEW BUSINESS
A. Report on Senior Services Day
Superintendent Ellis gave a brief overview- on Senior
Services Day, and then turned the meeting over to the
Senior Services Day Sub-committee (Commissioner Ash,
Anderson, and Taaff) for an up-date.
• Vice Chairperson Ash noted the Sub-committee met April
15, at 8: 30 a.m. with Superintendent Ellis and discussed

• the theme, location, time, and Sub-committees that will
participate (Alive and Well, Services, Opportunity for
Participation, Housing, Transportation, Needs
Assessment) . She also noted that the Senior Center
presents a Senior Fair every September and will contact
Sue Sorenson, Director, regarding any possible conflict.
Senior, Services , Day is tentatively being planned for
Septembers^,l or 18, with a. tentative time of:_9=1:00"p,.M.
Commissioner Anderson discussed the layout of the fair
with .display tables/booths,' possible educational mini-
sessions, etc.
Commissioner Taaff contacted the Methodist Church and
noted that both dates (September 11 and 18) . are
available. He noted the church has a sound system, ample
parking, and a small room for mini-sessions. The cost of
this facility, without kitchen, would be $75 (with
kitchen $200) ,. a $5Q cleanup- fee, a $250 deposit ($50 to
be deducted at the end) and a certificate of liability.
Vice Chairperson Ash advised a Senior Services Day
Planning Workshop will be held in the near future to
finalize plans and make Sub-committee assignments.
• Commissioner Reaves discussed the possibility of not only
coordinating with,, but using the San Dieguito Senior
Center 'for the event. He also suggested that if events
were held on the same day at two different locations, a t
shuttle bus service be available between the two sites,
so senior citizens could attend the Senior Services Day
function, as well as familiarize themselves with the San
Dieguito Senior Center.
Vice Chairperson Ash noted that any coordination of
events with the San Dieguito Senior Center and the use of
the shuttle bus would be discussed with Sue Sorenson in
the coming week.
COMMISSIONER HARTLEY MOVED, REAVES SECONDED TO REQUEST
THE ENCINITAS SENIOR SERVICES DAY. SUB-COMMITTEE TO
CONTACT THE METHODIST CHURCH AND RESERVE SEPTEMBER 11 OR
SEPTEMBER 18, 1991. MOTION CARRIED. 7-0.
8. COMMISSIONERIS CORNER
Chairperson Wessel distributed a City map and information
sheet to Commissioners Anderson and Reaves.
Superintendent Ellis reviewed a memorandum from the Community
Services Director, regarding policy for citizen participation
in City Council meeting.
Chairperson Wessel announced that Commissioner Reaves has
agreed to become the Senior Citizen Commission's Public
Relations representative, and encouraged all Commissioners to
contact 'him regarding their publicity needs.
Chairperson Wessel represented Encinitas at the Area Agency on
Aging Advisory Board meeting in April, and presented the City
of Encinitas' history of the Senior Citizen Commission. She
emphasized the need for a senior center in Encinitas. At this
meeting, Mr. Leonard Zanville mentioned the possibility of
another. Senior Center Bond Act coming from the Older American
Act. Encinitas will be No. 2 on the list for available
funding.
Chairperson Wessel advised she has also been in contact with
Assemblywoman Deedee Alpert, 75th District, concerning funding
for the Senior Center and will be meeting with a
representative of Assemblywoman Alpert's office this week for
further discussion and consideration -on funding.
Superintendent Ellis reminded the Commission that at this time
all funding inquiries are being done on an informal basis. -
Chairperson Wessel distributed copies of the latest -
information on reverse mortgages, a program to help senior
• citizens having financial problems.
Chairperson Wessel announced Earth Day will be held tomorrow,
April - 20, 1991, at Moonlight Beach and Oakcrest Park, from
8 : 00-3 : 00 p.m. and Sunday, 10: 00-4 : 00 p.m. She also thanked
staff for printing agendas on colored paper. And one last
announcement, on June 6, the 16th anniversary of NOCOSIA,
Lenore Averell and Regina Ash will be awarded the Dr. Lutz
Award. The dinner will be held at the Shadowridge Country
Club in Vista, cost $25 per person.
Commissioner Reaves commended staff for the Senior Citizen
Commission minutes this month, giving them a grade of "A+" .
He also advised the Commission that when he is out of town, he
will advise Chairperson Wessel or Superintendent Ellis his
return date, and also suggested that other Commissioners could
do the same.
Commissioner Motley inquired how the public was being informed
regarding the Gatekeeper Program. She also questioned the
current function of the standing committees.
Chairperson Wessel encouraged Commissioner Anderson to follow
up on the Gatekeeper Program and advise the Commission at next
meeting. She further advised Commissioner Motley that Vice
Chairperson Ash would be activating the standing committees as
• soon as final decisions are made regarding the Senior Services
Day.

Chairperson Wessel noted that Sub-committees are encouraged to
meet when necessary, always including a member of City staff,
and bringing a report back to the Commission.
Vice Chairperson Ash announced the Oceanside Alzheimer Center,
119 S. Ditmar St. , is having an open house Thursday, , May 9,
1991 from 1-4 : 00 p.m. She distributed information on Service
Center for the Blind, San Diego Health Care and the Benefit
Club, a service to assist in filing insurance claims.
