1. CALL TO ORDER/ROLL CALL
Chairperson Wessel called the meeting to order at 1: 00 p.m.
Present: Chairperson Wessel, Vice Chairperson Ash,
Commissioners Hartley, Taaff, Rudolph and Motley

2 . PLEDGE OF ALLEGIANCE
3. ORAL COMMUNICATIONS
Betsy Schreiber, 1270 Elmbranch Drive, Encinitas, has
requested that the Senior Citizen Commission lobby for funds
to pay for working drawings of Oakcrest Park Master Plan.
Florence A. Smith, 828 Val Serena, Encinitas, is a
representative for California Senior Legislation and NOCOSIA.
Ms. 'Smith handed out copies of the current CSL packet along
with the questions and answers submitted to Congressman Ron
Packard. Ms. Smith commented that between 1980 and 1990 there
has been a 70% increase in the North County senior population.
4. CLOSING AND ADOPTION OF CONSENT CALENDARS
A. Approval of Minutes for October 19, 1990.
COMMISSIONER HARTLEY REQUESTED THAT THE MINIITES BE CHANGED TO
REFLECT HIS SUGGESTION TO HAVE TRANSPORTATION SURVEY SHEETS
PLACED ON PUBLIC BUSES RECOMMENDING WHERE BUS BENCHES SHOULD
BE PLACED.
COMMISSIONER HARTLEY MOVED, RUDOLPH SECONDED TO APPROVE THE
CORRECTED MINUTES OF NOVEMBER 16, 1990. MOTION CARRIED 6-0.
4B. RECOMMENDATION TO CANCEL THE DECEMBER SENIOR CITIZEN
COMMISSION MEETING
. Commissioner Hartley requested to remove Item 4B from the
consent calendar for discussion. Item was moved to 7D - New
Business.
5. PRESENTATION BY HUGH FRANK, M.D. , RETIRED SURGEON UNIVERSITY
OF CALIFORNIA SAN DIEGO SCHOOL OF MEDICINE, PERTAINING TO
DURABLE POWER OF ATTORNEY HEALTH CARE
Chairperson Wessel called for the staff report.
Superintendent Ellis introduced Dr. Frank who spoke to the
Commission on Durable Power of Attorney for Health Care.
Dr. Frank emphasized the importance of seniors being aware of
Durable Power of Attorney for Health Care.
Dr. Frank told the Commission that the decision to accept or
reject medical treatment is each persons right. He explained
that with medical advances life can be extended using machines
even when the brain is dead and quality of life has
diminished.
Dr. Frank said that treatment refusals can be made in advance
in the form of Durable Power of Attorney and administered by
an attorney and or designated representative. - He suggested
that copies of this document be submitted to your doctor, your
attorney, the local hospital and filed in your personal
papers.
Dr. Frank told the Commission that forms for an advance
directive are available through San Diego County Medical
Society, 3702 Ruffin Road, San Diego CA. 92123-0581.
Chairperson Wessel thanked Dr. Frank for taking time from his
busy schedule to speak to the Commission.
Discussion followed and David Bailey, Clinical Supervisor for
Paramedic Care with the County of San Diego Emergency Medical
Services Division, was asked for information concerning 911
phone calls and how it interacts with Durable Power of
Attorney documents.
Mr. Bailey said that when 911 is dialed you are asking for
emergency resuscitation and transportation services which
include basic life support. He said that when the decision
has been made to refuse life support systems in the case of
a terminal illness it is better not to call 911 and let nature
take its course.
Chairperson Wessel thanked Mr. Bailey for speaking before the

7 . NEW BIISINESS
7A. AN UPDATE ON THE "GATEREEPERII PROGRAM ORGANIZED BY THE AREA
AGENCY ON AGING
After the staff report, Commissioner Rudolph told the
Commission that the "Alert" Program,- initiated by the Area
Agency on Aging, has been renamed the "Gatekeeper" Program.
She said that the "Gatekeeper" Program is in place and that
SDG&E, the Post Office and the Olivenhain and San Dieguito
Water Districts are active participants.
Chairperson Wessel thanked Commissioner Rudolph for an
excellent report.
Chairperson Wessel gave each Commissioner a Senior Helpline
brochure published by Brigham Young University. This brochure
provides information on services available for seniors.
Chairperson Wessel asked Michael Griesemer, 527 Encinitas
Blvd. , if he would like to speak to the Commission.
Mr. Griesemer, Emergency Medical Services Coordinator for the
Encinitas Fire Department, told the Commission that he is
liaison between the Fire Department, the County and the
Paramedics. He invited the Commission to call him whenever
questions arise on emergency medical services.
7B. REVIEW OF PROCESS TO AWARD CONTRACTS
Superintendent Ellis stated that the Review Process to Award
Contracts pertains to the report that the Commission submitted
to City Council on conducting a Needs Analysis for Encinitas
seniors. He described the following steps:
1. Staff must prepare a request for proposal which will
be distributed to qualified applicants;
2 . The proposals are returned to the City. Staff and
Senior Citizens Commission will select a qualified
applicant;
3. A staff report is prepared for Council with a
recommendation that Council approve the selection
and award the contract;
4. Staff then issues a "proceed to start notice" ;
• 5. The results of the assessment is presented to the
Commission and that information is presented to the
Council with a recommendation.
Superintendent Ellis explained that Community Development
Block Grant Funds are administered by the County. Staff has
submitted the request for verification that funds are
available.
Superintendent Ellis recommended that the' Commission select
a subcommittee to assist staff in reviewing proposals which
are submitted.
Chairperson Wessel appointed Commissioners Hartley and Taaff
to serve with her on the proposal reviewing subcommittee. The
Commission agreed with this selection.
Chairperson Wessel thanked Superintendent Ellis for an
excellent report.
7C. DISCUSSION ON THE NOVEMBER 16, 1990 NORTH COUNTY SENIOR
COALITION MEETING
. Vice Chairperson Ash summarized the meeting for the Commission
explaining that the topic of today' s meeting was Senior
Centers in North County. She added there is concern because
money has been cut from the Senior Nutrition Programs.
Vice Chairperson Ash told the Commission that the Senior
Centers reported the following:
1. Fallbrook Senior Center is struggling financially;
2. Escondido Multi-purpose Senior Center is celebrating
its 32nd anniversary;
3. Vista Senior Center prepares 800 meals per day for
the Senior Nutrition Lunch Programs at Carlsbad, San
Marcos, Escondido and Vista;
4. Oceanside Senior Center is in use during the day and
evening with 90 programs in place;
5. San Marcos Senior Center has recently added an Elder
Care Program. This center is run with the
assistance of 250 volunteers;
6. There was no report from San Dieguito Senior Center.
• Chairperson Wessel thanked Vice Chairperson -Ash for another
excellent report.
• 7D. DISCIISSION OF 4B, DECEMBER SENIOR CITIZEN COMMISSION MEETING
Chairperson Wessel called for discussion.
Commissioner Hartley stated that a Commission meeting is
necessary in December. If there are two months in between
meetings information is lost. He added that Encinitas
Magazine has decided to dedicate the February issue to
Seniors. He requested assistance with recommendations of
items that should be included in this publication.
Discussion followed.
COMMISSIONER MOTLEY MOVED, VICE CHAIRPERSON ASH SECONDED THAT
THERE BE NO COMMISSION MEETING IN DECEMBER. MOTION CARRIED.

Commissioner Rudolph volunteered to assist Commissioner
Hartley with the February senior issue of Encinitas Magazine.
S. COMMISSIONER'S CORNER
Chairperson Wessel handed out several brochures from City Hall
and reminded the Commission that they need to continue
building a list of prospective speakers for future Commission
meetings.
Chairperson Wessel said that Bill Quinn had been the first
Chairperson for the Commission and worked very hard to get a
van for the senior center. The Commission agreed that a
letter of appreciation should be sent to Mr. Quinn.
Chairperson Wessel thanked the Commissioners for all their
hard work.
Vice Chairperson Ash told the Commission that an excellent
article on Senior Housing appeared in the Blade Citizen
November 10th edition. This article suggested that extended
family living will be common in the future and that separate
suites could become a popular housing concept.
Commissioner Rudolph requested that more discussion on Durable
Power of Attorney be put on the Commission agenda for January.
The discussion will include how to get information on Durable
Power of Attorney to seniors in Encinitas.
Vice Chairperson Ash suggested that an article be included on
_ this topic in the February issue of Encinitas Magazine.
• Chairperson Wessel requested that the Opportunities for
Participation Subcommittee study and determine how the
® Commission can get this information on Durable Power of
Attorney to seniors.
Commissioner Motley requested additional corrections in the
Directory under the Housing Section.
Chairperson Wessel explained that the Directory had been
compiled by volunteers, Senior Citizen Commission. She asked
staff to address this request for additional changes.
Superintendent Ellis explained that a Directory is constantly
changing and being updated which is costly and takes time.
He suggested that Commissioner Motley submit any change she
would like to make in writing to staff.
Commissioner Motley said that staff at the San Dieguito Senior
Center have asked what the City plans are concerning building
• senior center. She said that she responded that there is
• possibility of a senior center being built at Oakcrest Park.
Chairperson Wessel told the Commission that 'Susan Sorenson,
Director of the San Dieguito Senior Center, will be the
speaker for at the January 18th Commission meeting.
Commissioner Taaff wished everyone a happy holiday.
Commissioner Hartley said that there will be a Captain Keno
dinner Sunday to benefit the senior center. He asked when new
Commissioners will be appointed.
Chairperson Wessel said that the deadline for applications is
November 26th.
Commissioner Hartley said that he had gotten a survey call
from the San Dieguito Senior Center asking him why he did not
come to the center and use the available services. He added
that a book titled "Memories" is available for $8 . 00, the
proceeds to go to the San Dieguito Senior Center.
Chairperson Wessel said that it is not necessary to put
Durable Power of Attorney on the January Commission agenda
because it will be studied by the Opportunities for
Participation Subcommittee under Education.
