MINUTES
Meeting Date: October 19, 1990 ; 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Wessel called the meeting to order at 1: 00 p.m.
Present: Chairperson Wessel, Commissioners Hartley, Rudolph
and Taaff
Absent: Vice Chairperson Ash and Commissioner Motley
Also
Present: James Ellis, Recreation Superintendent and
Jacqueline Reynolds, Senior Office Specialist.
2. PLEDGE OF ALLEGIANCE
3. ORAL COMMUNICATIONS
Oral comments (maximum of three minutes) will be heard from
people who submit a speaker's white slip to the Recreation
Superintendent. No action may legally be taken on such non_
agenda items.
4. CLOSING AND ADOPTION OF CONSENT CALENDARS
A. . Approval of Minutes for September 21, 1990.
COMMISSIONER HARTLEY MOVED, TAAFF SECONDED TO APPROVE- THE
MINUTES OF SEPTEMBER 21, 1990. MOTION CARRIED 4-0.
S. PRESENTATION BY BRIAN YARLICH SUPERVISOR OF SENIOR SERVICES
FOR THE CITY OF SAN MARCOS
Chairperson Wessel called for the staff report.
Superintendent Ellis introduced Mr. Yaklich. who spoke to the
Commission on how the Martellus L. Joslyn Senior Center in San
Marcos was organized and how it operates.
Mr. Yaklich encouraged the Commission to look to the future
when planning a Senior Citizen Center. He said the decisions
i of today will impact the entire community for years to come.

Center Annual Report for 1990.
Mr. Yaklich told the Commission that the Senior Center was
dedicated in 1983 and operates under the direction of the San
Marcos Community Services Department. He explained that the
Center was built with combined capital. The City of San
Marcos contributed the land, Capital Construction Funds and
Block Grant Funds and the Marcellus L. Joslyn Foundation
donating $120, 000. He said the annual operating Bost of the
Center ds $68, 000.
Mr. Yaklich stated that the Center offers the following
services and social activities:
- A Nutrition Program (Meals on Wheels)
- Medical Screening
- Tax Assistance
- Van Transportation (3 vans)
- Bingo
- Trail Blazers (senior's travel club)
- Sunday Dances
- Woman's Club
- San Marcos Fishing Club
- Various classes (including ceramics)
Mr. Yaklich told the Commission that the Center is operated
with the assistance of 250 volunteers. He said that the
Center is continually 'expanding in size and the services it .
provides. .. The City recently approved an Elder Care Program,
Which will be administered by the Senior 'Center and apart-
. time position for a Senior Center Program Developer.
Chairperson Wessel thanked Mr. Yaklich for taking. time from
his busy schedule to -speak to the- Commission. .
Commissioner Motley arrived at 2:30 p.m.
5B. A STAFF PRESENTATION ON PROCEDURES ESTABLISHED BY THE CITY FOR
INSTALLATION OF BUS BENCHES
Stuart Schillinger, Management Analyst for Public Works, told
the commission in 1989 City Council passed a Sign Ordinance
which stated that there would be no advertising in the public
right-of-way. As a result of this ordinance bus benches with
advertising had to be removed from the right-of-way. He
explained that the City has appointed a Bus Bench Committee
who recommends where benches should be placed in the City. ,
Mr. Schillinger stated that City Council, in FY 89-90,
approved money to replace 24. benches and funding for an
additional 37 benches has -been approved for FY 90-91 at a cost
of $200 per bench.

Commissioner Rudolph asked how many benches had been removed.
Mr. Schillinger said that 150 bus benches were removed in
1989 .
Commissioner Taaff commented that most cities allow
advertising on bus benches to off set the cost of the benches.
Commissioner Hartley remarked that the City of Encinitas is
growing and that more benches will be needed.
Mr. Schillinger suggested that citizens write to City Hall
requesting bus benches.
Chairperson Wessel thanked Mr. Schillinger for speaking to the
Commission.
The Commission took a 5 minute break.
The Commission resumed their meeting at 2-:45 p.m.
6. UNFINISHED BUSINESS
None.
7 . DISCUSSION OF THE OCTOBER 19 1990 NORTH COUNTY SENIOR
COALITION MEETING .
In the .absence of Vice Chairperson Ash, Commissioner- Rudolph
attended the October *19th NOCOSIA meeting as a representative
for the Senior Citizen Commission.
Commissioner Rudolph told the Commission . that 75 people
attended today's NOCOSIA meeting. The focus of the meeting
was to set goals for the- next 12 months.
Commissioner Rudolph explained that one goal will be to
establish a book with referral information. It was decided
that information on the Living Will and Durable Power of
Attorney for Health Care should be obtained and made available
for interested seniors. She said that information on the
Gatekeeper Program is available and will be provided at the
November Commission meeting.
Discussion followed.
Commissioner Hartley told the Commission that Durable Power
of Attorney for Health Care is -available in a standard form.
Chairperson Wessel requested that Durable Power of Attorney
for Health Care be put on the agenda for the -November
y . Commission meeting.

8. COMMISSIONER' S CORNER
Commissioner Hartley told the Commission that Rotary
International Blood Day will be held at the Chart House
November 30th from 10: 00 a.m. to 3 : 00 p.m.
Commissioner Hartley thanked Superintendent Ellis and Senior
Office Specialist Reynolds for their contribution in compiling
the Senior Citizen Directory of Services. .He told the
Commission that the current issue of Encinitas Magazine has
and excellent article on City Council Candidates.
Commissioner Taaff told the Commission that doctors are now
recommending that a person donate and store his blood 60 days
prior to scheduled surgery. .
Commissioner Rudolph requested that Commission write a letter
to City Council on the -Bus Bench issue and asked that this be
placed on the November agenda for discussion.
Chairperson Wessel asked staff to comment on this request.
Superintendent Ellis said that the Commission needs to focus
on the responsibilities assigned to the Commission. He said
there needs to be information gathering meeting before a
i recommendation is made to -City Council.
Commissioner Hartley suggested that the Commission hold a fact
finding meeting and perhaps conduct a survey of other cities
policies before writing a letter to City Council.
Chairperson Wessel proposed that she and Commissioner Rudolph
meet to discuss this issue.
Superintendent Ellis reminded the Commission to focus on
seniors needs.
Chairperson .Wessel told the Commission that she and former
Commissioner Searle attended the Sister City Reception .
September 21st. She thanked staff for assisting with the
Commission's Directory of Services which was. presented to City
Council during the October 17th City Council study session.
.Chairperson Wessel asked that the November agenda include
discussion on whether the Commission should meet in December.
She told the Commission that she has received a letter from
John Burnett on the status of the Dial-A-Ride Program. She
added that she has spoken to Leslie Suelter and that the
appraisal of the Vulcan property is still pending.
Chairperson Wessel explained the attendance policy concerning
i Commissioners. She said that the Commission appointed her to
be responsible for .notifying the Mayor and City Council when
a Commissioner misses 1/4 of the Commission meetings. She
asked the Commission to review the letter that she had sent
to the Mayor concerning Commissioner Quinn. She said .the Mayor
then determines and instructs the City Clerk to send out the
appropriate letter.
Commissioner Taaff told the Commission that Councilmember
Gaines said that land has been set aside at Oakcrest Park for
a Senior Center.
Chairperson Wessel asked Superintendent Ellis to comment on
this.
Superintendent Ellis explained that Councilmember Gaines was
referring to the Master Plan for Oakcrest Park. He said that
money still needs to be allocated for this plan.
Chairperson Wessel said that the Senior Citizen Commission
needs to be prepared to advise Council as to what is needed
in a Senior Center for today and the senior needs in the
future. She asked Superintendent Ellis to comment on what
should be done next.
Superintendent Ellis reminded the , Commission that the
presentation on senior needs was made before a City Council
study session. He said the next step will be to update the
report and take it before a regular Council session. Upon
City Council approval staff will prepare and distribute a
request for proposal for the needs assessment.

Meeting was adjourned at 3 : 15 p.m.
The next regular meeting will be Friday, November 16, 1990;
at 1: 00 p.m.
