MINUTES
Meeting Date: August 17 , 1990, 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Wessel called the meeting to order at 1: 00 p.m.
Present: Chairperson Wessel, Vice Chairperson Ash,
Commissioners Hartley, Rudolph,- Motley, Taaff, and
Quinn.
Also
Present: James Ellis, Recreation Superintendent, and
Jacqueline Reynolds, Senior Office Specialist.

Maura Wiegand, 2530 Teten Way, Encinitas, complimented the
Commissioners on being well organized and an asset to the
community.
4. CLOSING AND ADOPTION OF CONSENT CALENDARS
A. Approval of Minutes for July 20, 1990.

TO REFLECT THE NEW ADDRESS OF THE AREA AGENCY ON AGING TO 9335
HAZARD WAY, SUITE #100, SAN DIEGO, CA 92123.
COMMISSIONER HARTLEY MOVED, RUDOLPH SECONDED TO APPROVE THE
CORRECTED MINUTES OF JULY 20, 1990 . MOTION CARRIED. 7-0 .
5A. PRESENTATION BY SUE SPICRARD COORDINATOR OF SENIOR AFFAIRS
FOR CARLSBAD PERTAINING TO SENIOR SERVICES
Chairperson Wessel called for the staff report.
Superintendent Ellis introduced Sue Spickard to the
Commission.
Ms. Spickard gave an overview on the establishment of the
Carlsbad Senior Center. She told the Commission that in 1985
the City of Carlsbad became involved with the provision of
services for seniors. Prior to that time a non-profit
organization, the Carlsbad Senior Association, was the only
agency providing services to seniors in Carlsbad.
Ms. Spickard explained that originally the new senior program
shared a building with Parks and Recreation. She said in 1986
the City decided a site location was needed for a senior
center. In 1987 the City of Carlsbad became the lead agency
by assuming responsibility for contracts previously
administered by the Carlsbad Senior Association. At this time
the City and the School District negotiated to form a
Condominium Ownership to build a 28 , 000 sq. ft. facility
financed by the City on School District property for shared
use of a site. The building was dedicated in 1989 at a
construction cost of $3 . 6 million which was funded by the City
of Carlsbad.
Ms. Spickard told the Commission that the Community and the
City of Carlsbad is very supportive of the senior program.
She gave the Commission a brochure outlining the programs and
services offered by the senior center.
Chairperson Wessel asked how many people work at the center.
Ms. Spickard replied there are 3 full-time and 9 part-time
staff members and 150 active volunteers.
Commissioner Hartley asked Ms. Spickard how many seniors are
living in Carlsbad -and what amount of money was budgeted in
1985 and 1990 for the operation of the center.
Ms. Spickard replied $110 , 000 was initially budgeted by the
City and today she works with an yearly operating budget of
$325, 000. She explained that. the Area Agency on Aging allows
$100, 000 yearly to support the nutrition program which is
• contracted through the City of Vista. The center raises an
additional $100, 000 yearly. Ms. Spickard told the Commission
that the senior population of Carlsbad is approximately 16, 000
which is 25% of the population.
Chairperson Wessel thanked Ms. Spickard for taking time from
her busy schedule to speak to the Commission.
6. UNFINISHED BUSINESS

7 . NEW BUSINESS
7A. A FINAL REPORT ON THE SENIOR TAXI VOUCHER DIAL-A-RIDE PROGRAM
FOR FISCAL YEAR 1989-90 .
Superintendent Ellis explained- that the Dial-A-Ride Program
Report is an analysis of the program from . December 1989 to
June 30th 1990. The report lists the money appropriated by
City Council, the donations received and the expenditures.
Chairperson Wessel asked Commissioner Taaff, Chairperson for
the Transportation Subcommittee, to report on the program.
Commissioner Taaff presented the following Dial-A-Ride
statistics for December 1989 through June 30, 1990:
347 coupon books printed
164 seniors completed applications
273 books sold
the ages of seniors using books were 63 - 97
average costs $4 . 90 per trip
Chairperson Wessel thanked Commissioner Taaff for an excellent
report.
Discussion followed.
Chairperson Wessel told the Commission that NOCOSIA has agreed
to take over the administration of the Dial-A-Ride program.
Commissioner Quinn explained that the Senior Center Van would
continue to be available to transport seniors to Kaiser at
Carlsbad and to Loma Santa Fe in Solana Beach for medical
services.
Vice Chairperson Ash told the Commission that Lifeline has a
handicapped van which also provides medical transportation to
several locations including the Tri-City area.
• COMMISSIONER HARTLEY MOVED, QUINN SECONDED THAT . THE
CHAIRPERSON FOR THE TRANSPORTATION SUBCOMMITTEE WRITE A LETTER
NOTIFYING THOSE PERSONS WHO ARE HOLDING UNUSED VOUCHERS AND
MAKING THEM AWARE THAT THE VOUCHERS SHOULD BE REDEEMED WITHIN
A CERTAIN PERIOD. MOTION CARRIED. 7-0 .
7B. DISCUSSION ON THE AUGUST 17 1990 NORTH COUNTY SENIOR
COALITION MEETING
vice Chairperson Ash summarized the meeting for the Commission
explaining that one of the speakers was Philomena Burkhardt
of the Western Institute Foundation for Mental Health. Ms.
Burkhardt told the coalition that the Foundation will be
opening the Intergenerational Daycare Center of Encinitas at
Bethlehem Lutheran Church. Ms. Ash requested that Ms.
Burkhardt be asked to speak to the Commission.

Vice Chairperson Ash gave the Commission several handouts from
other providers at today' s meeting including the OASIS Fall
1990 Schedule of classes.
Chairperson Wessel thanked Vice Chairperson Ash for an
informative report.
7C. AN UPDATE ON THE SENIOR CITIZEN COMMISSION' S DIRECTORY
Superintendent Ellis told the Commission that Chairperson
Wessel and Commissioner Hartley met with staff on August 9th
to prepare a final report for City Council on the Commission' s
Services Directory.
Commissioner Hartley reported that the Subcommittee has spent
several hours organizing the Directory and that the
Subcommittee will meet again in order to create a reference
and indexing system.
8. COMMISSIONER' S CORNER
Commissioner Rudolph asked Superintendent Ellis if he had
information on the proposed purchase of Vulcan Square by the
City and the School District.
Superintendent Ellis said that he had no information at this
time.
Commissioner Rudolph requested information on the square
footage of the property and the present building.
Commission Motley asked that the categories "Skilled Nursing"
and "Intermediate Care" be added to the Directory. Chairperson
Wessel explained that the information was omitted from the
Directory because it had been agreed that the Directory is to
be composed of services offered in Encinitas. There are no
Skilled Nursing facilities in Encinitas.
Chairperson Wessel said that she had spoken to Mr. Benson' s
office, about getting a consultant to assist with the
compilation information of the Directory. She was told that
consultant fees begin at $10, 000.
Commissioner Rudolph told the Commission that the United Way
has agreed to work as consultants on the Directory project
charging a fee of $200 to $500.
Vice Chairperson Ash requested that Brian Yaklick, Recreation
Supervisor for Senior Services for the City of San Marcos, be
asked to speak to the Commission.

Commissioner Motley requested that a staff person be appointed
to handle disabled citizens, affairs.
Chairperson Wessel reminded the Commission that as Senior
Citizen Commissioners they represent only Senior Citizens.
She said that Disabled Senior Citizens can be assigned as an
agenda item.
Chairperson Wessel asked that the Commissioners familiarize
themselves with Chapter 2 . 30 under Boards, Commissions and
Committees in the Book of Rules and Regulations Governing-
Commissions, Item B under Term. This item defines the rules
governing attendance.
Chairperson Wessel reminded the Commissioners that Encinitas
Day is scheduled for . September 15th at Moonlight Beach.
