SENIOR CITIZEN COMMISSION
. MINUTES -
Meeting Date: April 20, 1990 ; 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson Wessel called the meeting to order at 1: 00 p.m.
Present: Chairperson Wessel, Vice Chairperson Ash,
Commissioners Quinn, Hartley, Rudolph and Taaff.
Absent: Commissioner Motley.
Also
Present: James Ellis, - Recreation Superintendent, and
Jacqueline Reynolds, Office Specialist.
2. PLEDGE OF ALLEGIANCE
3. ORAL COMMUNICATIONS
Nancy Tougaw, 1475 Summit Ave. , Cardiff, is concerned about
flooding on Summit Ave. , which she stated is caused by water
run-off from the Monaco development. She asked the Commission
to speak to City Council on her behalf.
Jeannie Goodsel, 1429 Summit Ave. , Cardiff, told the
Commission that water run-off from the Monaco development is
causing damage to her property on Summit Ave. She displayed
maps of the Monaco Project stating that the Summit area had
not suffered flooding problems prior to the start up of this
project.
Phillip Tougaw, 1475 Summit Ave. , Cardiff, gave his oral
communication time to Ms. Goodsel to allow her to continue
speaking. She explained flooding occurs when there is less
than a foot of rain. She said that property owners on Summit
Ave. have asked the City Planning Department for assistance
and they were unable to solve the flooding problem.
Homeowners in the Summit area have been fighting this problem
for two and a half years. She asked the Commission to speak
to City Council on behalf of the Summit Ave. homeowners.
Reno Pignotti, 1457 Summit Ave. , Cardiff, said the Monaco
housing development brought in tons of soil which raised the
land 5 to 10 feet and created a dam situation causing a .
flooding problem to surrounding areas. He is requesting that
the Commission help the homeowners on Summit with this

problem.
Chairperson Wessel stated the Commission cannot take action
on this non-agenda item. The Commission will consider the
testimony for a future response.
4. CLOSING AND ADOPTION OF CONSENT CALENDARS
A. Approval of Minutes for March 16, 1990.
COMMISSIONER HARTLEY MOVED, QUINN SECONDED TO APPROVE TH.E
MINUTES OF MARCH 16, 1990- MOTION CARRIED 6-0.
B. Approval of Revised Assignments of Senior Citizen
Commissioners to Subcommittees.
REVISED ASSIGNMENTS WERE APPROVED.
Chairperson Wessel told the Commission that Superintendent
Ellis requested an opportunity to speak to the Commission.
Superintendent Ellis presented each Commissioner with a Senior
- Citizen Commission name tag which displays the City Seal.
Chairperson Wessel thanked staff for the pins.

6. NEW BUSINESS
6A. DISCUSSION ON THE APRIL 20 1990 NORTH COUNTY SENIOR COALITION
MEETING
Commissioner Ash told the Commission that the topic for the
April 20, 1990 NOCOSIA meeting was "Care Givers" . Eight
residential care facility representatives spoke on their
various levels of care. A prime concern for all facilities
is staffing. She explained that most positions are low paying
and hire unskilled personnel. Many facilities encourage
volunteers of all ages in an attempt to maintain a "home"
atmosphere.
Commissioner Ash reminded the Commission there will be a
Senior Forum May 18th at National University.
Chairperson Wessel thanked Commissioner Ash for her report.
6B. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION'S
SERVICE SUBCOMMITTEE
Commissioner Hartley told the Commission the Service
Subcommittee will meet in the next 10 days to identify what
has been accomplished. He said a report will be ready for the
May 18th Commission meeting.
Chairperson Wessel thanked Commissioner Hartley for his
report.
Chairperson Wessel told the Commission there will be a meeting
on April 26th with San Dieguito Senior Center and Family
Services staff. An -item on the agenda will be how the Senior
Center can apply for City Enhancement Funds. Those who will
be attending are Chairperson Wessel, Vice Chairperson Ash,
Commissioner Hartley, Superintendent Ellis, Director
Wigginton, the Director of Family Services and the Director
of the Senior Center.
6C. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION'S
TRANSPORTATION SUBCOMMITTEE
Commissioner Taaff told the Commission, that Chairperson
Wessel was asked at the March 28th City Council Meeting to
provide more details on the funding of the Dial-A-Ride
program. Chairperson Wessel provided the requested
information and Council voted 5-0 in favor of funding the
requested $3 , 000 for the additional coupon books.
Commissioner Quinn told the Commission he will be meeting with
two doctor organizations , which are interested in donating
$2 , 300 toward the cost of printing the Dial-A-Ride coupon
books for FY 90-91. He said he has spoken to Mr. Richie and
the insurance on the van will be $2 , 500 not $3 , 000. This
discount is the result of their safe driving record.
Chairperson Wessel thanked Commissioners Taaff and Quinn for
their report.
6D. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION'S
OPPORTUNITIES FOR PARTICIPATION SUBCOMMITTEE
Commissioner Rudolph requested that consultants be hired to
organize the -following subcommittees:
Opportunities for Participation
Alive and Well
Services
Commissioner Rudolph said she has contacted United Way and
they have agreed to act as consultants at an estimated cost .
of $200 to $500.
Chairperson Wessel asked Superintendent Ellis to comment on
Commissioner Rudolph' s request.
Superintendent Ellis said that it is necessary to review the
basic assignments made to the Commission by City Council. He
reminded the Commission that it is their charge to formulate
a direction, develop a list and then make a recommendation to
City Council. The Commission is charged with gathering
information and identifying the needs of senior citizens in
Encinitas.
Superintendent Ellis explained that it is necessary to have
a budget for a program when requesting funding for a service.
Commissioner Quinn suggested that a document be prepared and
presented to the City Council requesting funding for
consultant services.
Commissioner Ash told the Commission it is necessary to
"advocate" to City Council that assistance is needed, then ask
for funds.
There was no decision to request funding for a consultant.
Chairperson Wessel thanked Commissioner Rudolph for her
report.
6E. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION'S
HOUSING SUBCOMMITTEE
Chairperson Wessel presented Commissioner Motley' s report on
the Senior Citizen Commission' s Housing Subcommittee.
The report identifies the types of housing and housing
services as follows:
Residential
Retirement Homes
Board and Care Facilities
Special Needs Housing
1 to 1 Counseling
Supportive Services
Low Cost Housing
Subsidized Housing
Skilled Nursing Facilities
Low Income Housing
Chairperson Wessel complemented Commissioner Motley on an
excellent report.
6F. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION' S
ALIVE AND WELL SUBCOMMITTEE
Commissioner Quinn told the Commission that he has visited
several churches to gather senior citizen information. This
includes statistics on how many seniors are in Encinitas and
how seniors are in need of help. It is estimated that there
are 6, 000 seniors in Encinitas. Information on how many
senior are in need of help is still being compiled.
Chairperson Wessel thanked Commissioner Quinn for his report.
7 . COMMISSIONER'S CORNER
Chairperson Wessel thanked Commissioner Quinn for stamping the
advertizing inside the covers of the Dial-A-Ride Coupon books
at the Senior Center.
She announced that this year the Encinitas Day celebration
will be held September 15th at Moonlight Beach.
Chairperson Wessel told the Commission that the North County
Older Adult Service and Information System, "OASIS"-, will have
its formal opening April 26th at North County Fair in
Robinson' s Department Store.
Commissioner Ash said that the American Society on Aging will
hold a regional meeting in San Diego on May 22nd, titled
"Working With Difficult Elderly Clients" . The Commission is
encouraged to attend. Please see Commissioner Ash for more
information.
Commissioner Hartley told the Commission that the first
summary of the Survey of Senior Centers is available for
study. More information is to be gathered and a report will
be forthcoming.
Chairperson Wessel thanked the subcommittees for their reports
and encouraged the subcommittees to continue meeting.
