SENIOR CITIZEN COMMISSION
MINUTES
Meeting Date: February 23, 1990; 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Vice Chairperson Wessel called the meeting to order at 1: 00
p.m.
Present: Vice Chairperson Wessel, Commissioners Hartley,
Rudolph, Ash and Motley.
Absent: Chairperson Quinn
Also
Present: James Ellis, Recreation Superintendent, Sandy
Vinocur, Intern for Community Services Department
and Jacqueline Reynolds, Office Specialist.
2 . PLEDGE OR ALLEGIANCE
3. ORAL COMMUNICATIONS
Oral comments (maximum of three minutes) will be heard from
people who submit a speaker' s white slip to the Recreation
Superintendent. No action may legally be taken on such non-
agenda items.
4. CLOSING AND ADOPTION OF CONSENT CALENDARS
A. Approval of Minutes for January 19 , 1990.
• COMMISSIONER ASH MOVED, HARTLEY SECONDED TO APPROVE THE
MINUTES OF JANUARY 19, 1990. MOTION CARRIED. 5-0.
5. UNFINISHED BUSINESS
5A. ELECTION OF SENIOR CITIZEN COMMISSION OFFICERS
Vice Chairperson Wessel asked Superintendent Ellis for the
staff report on the election of Senior Citizen Commission
Officers.
Superintendent Ellis reminded the Commission it had been
decided during the January Senior Citizen Commission Meeting
officers would be elected by secret ballot at the February
Commission Meeting.
Vice Chairperson Wessel asked for nominations for Chairperson
for the Senior Citizen Commission.
Commissioner Rudolph, Hartley, Motley and Ash requested that
they not be considered for nomination for Chairperson.
COMMISSIONER RUDOLPH NOMINATED, AND ASH SECONDED COMMISSIONER
WESSEL FOR CHAIRPERSON OF THE SENIOR CITIZEN COMMISSION.
COMMISSIONER WESSEL WAS ELECTED UNANIMOUSLY. 5-0.
Chairperson Wessel asked for nominations for Vice Chairperson
for the Senior Citizen Commission.
COMMISSIONER RUDOLPH NOMINATED, AND MOTLEY SECONDED
COMMISSIONER ASH FOR VICE CHAIRPERSON OF THE SENIOR CITIZEN
COMMISSION. COMMISSIONER ASH WAS ELECTED UNANIMOUSLY. 5-0.
5B. ASSIGNMENT OF SENIOR CITIZEN COMMISSIONERS TO SUBCOMMITTEES
Chairperson Wessel called for the staff report.
Superintendent Ellis reviewed the subcommittee assignments for
the Commission and recommended the Commission decide if any
adjustments needed to be made on subcommittee assignments.
The Commissioners discussed each subcommittee and agreed upon
the following assignment of Commissioners:
Alive and Well
Chairperson Quinn
Commissioners Rudolph and new commissioner
Housing
Chairperson Motley
Commissioners Quinn and Ash
Opportunities for Participation
Chairperson -Rudolph
Commissioners Motley and Hartley
Transportation
Chairperson new commissioner
Commissioners Wessel and Hartley
Services
Chairperson Hartley
Commissioners Rudolph and Ash
Chairperson Wessel thanked the Commissioners for agreeing to
serve on the subcommittees.
Commissioner Ash requested the following be put on the agenda
for the first Commission meeting after the new commissioner
is assigned:
That each subcommittee hold a short orientation meeting
with newly assigned Commissioners and provide the
Commission with a report on what has been accomplished
by the each subcommittee.
6. NEW BUSINESS
6A. RECOMMENDATION FOR APPROVAL OF QUESTIONS TO RESEARCH SENIOR
CENTERS IN SURROUNDING COMMUNITIES
Chairperson Wessel called for the report on the survey.
Commissioner Hartley is Chairperson for the subcommittee
responsible for the survey.
The Commissioners discussed the questionnaire and made the
following changes:
- The word percentage will be typed on the questionnaire
in place of the % sign
- II E, add -For example: Outreach, Referral, Information
- V, add - Please check as many as appropriate
- VI, add Please explain your management structure
COMMISSIONER MOTLEY MOVED, ASH SECONDED THAT THE SENIOR
CITIZEN COMMISSION SURVEY OF SENIOR CENTERS BE ACCEPTED.
MOTION CARRIED. 5-0.
The Commission accepted the cover letter as presented.
The Commission agreed the following senior centers would be
contacted. The assignment list is as follows:
San Dieguito Commissioner Hartley
Carlsbad Chairperson Wessel
Oceanside Commissioner Motley
Escondido Commissioner Hartley
Vista Commissioner Ash
Solana Beach Commissioner Rudolph
San Marcos Commissioner Quinn
Poway _Commissioners Rudolph and Ash
The Commission decided to conduct the survey as follows:
- Each Commissioner will contact the assigned senior
center and schedule an appointment with the
director/manager
- Each Commissioner will then call the Recreation
Department and request a survey and cover letter be
mailed to the senior center director/manager
The survey will be completed and returned to
Superintendent Ellis by March 16th
Subcommittee Chairperson will set a meeting for April
Subcommittee report will be presented at the April
Commission meeting
6B. A REPORT ON THE HISTORY OF THE SAN DIEGUITO SENIOR CENTER
Chairperson Wessel called for the staff agenda report on the
San Dieguito Senior Center.
Superintendent Ellis presented the report to the Commission
for their information.
-Chairperson Wessel corrected the report stating the senior
center lease has been in existence for 25 years not 20 years.
She thanked staff for an excellent report.
COMMISSIONER ASH MOVED, HARTLEY SECONDED THAT THE CORRECTED
REPORT ON THE HISTORY OF THE SAN DIEGDITO SENIOR CENTER BE
ACCEPTED.
MOTION .CARRIED. 5-0.
6C. A REPORT ON THE TAXI VOUCHER DIAL-A-RIDE PILOT PROGRAM
Chairperson Wessel called for the staff report on the Taxi
Voucher Dial-A-Ride Pilot Program.
Sandy Vinocur, intern with Community Services Department, gave
the staff report. She told the Commission 147 books had been
sold to seniors ranging in age from 63 to 97 with the average
age being 79 . There have been 112 people who have purchased
these books and taken a total of 192 taxi trips. She said the
seniors are positive about this program and at this time the
coupon books are sold out.
Vinocur told the Commission staff recommends that the Senior
Citizen Commission provide staff with a recommendation for the
operation of the Taxi Voucher Dial-A-Ride Pilot Program.
Commissioner Rudolph stated this should be an ongoing program.
However, she is concerned about the cost to the City, and
especially the high cost of printing.
Chairperson Wessel asked Superintendent Ellis to comment on
the cost of printing.
Superintendent Ellis told the Commission the coupon books are
used as though they are currency and because of this a control
system is necessary. He said that bids were. received from
several printing companies and explained as the number of
books printed increase the cost per book decreases.
COMMISSIONER RUDOLPH MOVED, MOTLEY SECONDED THAT THE TAXI
VOUCHER DIAL-A-RIDE REPORT BE ACCEPTED AND THAT THIS BE
REFERRED TO THE TRANSPORTATION SUBCOMMITTEE TO DEVELOP A PLAN
TO SUBMIT TO CITY COUNCIL REQUESTING CONTINUANCE OF THIS
PROGRAM. MOTION CARRIED. 5-0.
Chairperson Wessel will act as Chairperson for the
Transportation Subcommittee until the new commissioner is
appointed.
6D. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION' S
HOUSING SUBCOMMITTEE
Chairperson Wessel called for the report from the Housing
Subcommittee.
Commissioner Motley gave the Commission a verbal report on the
residential and retirement housing.
Chairperson Wessel requested a summary of the Housing
Subcommittee report. She asked Superintendent Ellis to
comment on how this report should be prepared.
Superintendent Ellis reminded the Commission a subcommittee
is to gather and summarize information. The subcommittee then
needs to focus on the issues and determine what
recommendations will be made to City Council.
7 . COMMISSIONER' S CORNER
Chairperson Wessel asked the Commission for assistance in
getting applicants for the Senior Aide position.
Chairperson Wessel told the Commission there was a nice
article on the Dial-A-Ride Program in the Sea Crest Village
Newspaper. She said there will be an Ice Cream Social at
Villa Encinitas and everyone is invited.
Chairperson Wessel would like to invite Mayor Slater to
address the Commission at the next scheduled meeting. She
suggested that a list of prospective speakers be established.
Chairperson Wessel congratulated Commissioner Hartley on the
successful sale of the book of poems he compiled, "Christmas
Memories" .
Chairperson Wessel requested the North County Seniors in
Action (NOCOSIA) Report, given by Commissioner Ash, be
scheduled as an regular agenda item for each Commission
meeting.
Commissioner Ash told the Commission the theme of the most
recent NOCOSIA Meeting was "Care Giving" and was sponsored by
HOSPICE. She added that HOSPICE is in need of volunteers.
Commissioner Hartley told the Commission he has been contacted
by three companies asking for assistance in finding seniors
who would like part-time employment. These jobs pay up to
$20. 00 per hour. He told the Commission he has joined
PrimeTime Association and would like this association added
to the Speakers List. Commissioner Hartley requested an
updated report on the use of the Senior Center Van be put on
the agenda.
Commissioner Motley requested Life Line be added to the
Speakers List.
Commissioner Rudolph told the Commission she is still trying
to get the Alert Program activated.
8. ADJOURNMENT
Meeting was adjourned at 4 : 00 p.m.
The next regular meeting will be Friday, March 16, 1990 ; at
1: 00 P.M.
