MINUTES
Meeting Date: January 19, 1990; 1:00 p.m.
1. CALL TO ORDER/ROLL CALL
Chairperson William Quinn called the meeting to order at 1: 00
p.m.
Present: Chairperson Quinn, Vice Chairperson Wessel,
Commissioners Hartley, Searle, Rudolph, Ash and
Motley.
Absent: None
Also
Present: James Ellis, Recreation Superintendent and
Jacqueline Reynolds, Office Specialist.

3. ORAL COMMUNICATIONS
Freda Magid, 211 Saxony Road, Encinitas, asked the Commission
to consider selling Dial-A-Ride Ticket books at more locations
in Encinitas. She also said the cab drivers are not charging
the proper rates.
Commissioner Wessel, Transportation Subcommittee Chairperson,
will telephone Ms. Magid. She stated no action can be legally
taken by the Commission on non-agenda items.
Lillian St. John, 814 Arden Drive, Encinitas, asked the
Commission to look into the problem of no sidewalks or curbs
in the Encinitas Highlands area. She feels this is a danger
for pedestrians and drivers. She said the bushes and foliage
add to the lack of visibility for drivers.
Commissioner Rudolph will telephone Ms. St. John.
4. CLOSING AND ADOPTION OF CONSENT CALENDARS
A. Approval of Minutes of November 17 , 1989 .

5. UNFINISHED BUSINESS
5A. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION' S
SERVICES SUBCOMMITTEE
Commissioner Hartley distributed a copy of the status report
to the Commissioners. He said there is some overlap in the
subcommittees information gathering.
Commissioner Rudolph reported she had researched the
Directions Handbook and found many of the services are in San
Diego not North County. She told the Commission Tri-City
Hospital has published their first book concerning Senior
Services in North County. Commissioner Rudolph stated, the
objective of the -Services Subcommittee is to compile a book
of all services available in North County for Seniors and
establish one phone number as a referral phone number for all
the services listed.
Commissioner Hartley told the Commission he received notice
of a new publication called Prime Time Association. This is
a non profit organization serving citizens in San Diego 50
years of age and older and those who care for this age group.
This organization plans to act as a complete referral service
for all of San Diego County.
Commissioner Rudolph told the Commission the Post Office has
not proceeded with the Alert Program. She is confident this
program will go forward and she will provide a report on the
progress of this program.
5B. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION'S
TRANSPORTATION SUBCOMMITTEE
Commissioner Wessel provided the Commission with an update on
the Transportation Subcommittee which gave statistics on the
number of Dial-A-Ride books sold. She explained to the
Commission the books are sold at the San Dieguito Senior
Center on Monday and Friday from 7 : 00 a.m. until 2: 00 p.m.
Commissioner Wessel told the Commission there have been
requests for transportation for handicapped persons who are
seniors as well as handicapped under the age of 60. She said
there have also been numerous calls stating Dial-A-Ride is too
costly. This will be studied.
Commissioner Wessel explained Dial-A-Ride has been set up to
be used only within Encinitas City boundaries. This is
addressed in the contract between the City and the cab
company. Commissioner Wessel asked Superintendent Ellis to
explain what is covered in this contract.
Superintendent Ellis told the Commission a contract was signed
by the cab company in which the cab company agreed to register
the milage, the initial start up per mile and the cost
thereafter. The program is to be used only within the City
limits. The coupons cannot be given as gratuity to the cab
driver/company. He emphasized this is a pilot program and we
need to educate and remind people as to how this program
works.
Superintendent Ellis explained the cab company submits a bill
to the City which lists where the person was picked up, the
trip destination and charge for the trip. This information
is being compiled into a report for the Commission.
Commissioner Quinn congratulated Commissioner Wessel on a
comprehensive report. He went on to explain the Senior Center
-van is available Monday through Friday from 9 : 00 a.m. to 4 : 00
p.m. to take seniors to the Senior Center so they can
purchase Dial-A-Ride Ticket Books.
Commissioner Quinn told the Commission he feels there is a
need for the cabs to be monitored for compliance with the
contract.
5C. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION'S
OPPORTUNITIES FOR PARTICIPATION SUBCOMMITTEE
Commissioner Ash gave the Commission a report on the status
of North County Senior Coalition. The purpose of this
organization is to promote advocacy, education and networking
for the betterment of life for the older citizens in North
County. This coalition is composed of public, private and
non-profit providers. Commissioner Ash has been appointed to
represent the Senior Citizen Commission at these meetings.
Commissioner Ash requested that the Senior Citizen Commission
vote to become a member of the North County Senior Coalition.
She explained this is presently sponsored by North County
Seniors In Action and there is not a membership fee.
COMMISSIONER RUDOLPH MOVED, HARTLEY SECONDED THAT THE SENIOR
CITIZEN COMMISSION BECOME A MEMBER OF THE NORTH COUNTY SENIOR
COALITION. MOTION CARRIED. 7-0.
Commissioner Wessel reminded the Commission Dan Laver,
Director of Area Agency on Aging, has promised to provide a
report of all services known to be available in the City of
Encinitas. This report will include the location and income
.level of seniors, what their needs are, and available housing
for seniors.
5D. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSION'S
HOUSING SUBCOMMITTEE
Commissioner Motley told the Commission she has three fourths
of the information on this report and the report will be ready
for the February meeting.
Commissioner Ash reported on the San Diego Shared Housing
Consortium. The Consortium was established in 1984 and is
concerned with the high cost of housing for seniors and
handicapped individuals. This is a service program involved
with matching individuals to share housing. Those who
participate experience a monthly savings of $150.
SE. A REPORT ON THE STATUS OF THE SENIOR CITIZEN COMMISSIONS
ALIVE AND WELL SUBCOMMITTEE
Chairperson Quinn advised the Commission the Senior Center has
a budget problem which prevents the Senior Center from staying
open the scheduled hours of 2 : 00 p.m. until 5: 00 p.m.
Chairperson Quinn would like the Commission to step in and
help the Senior Center solve this problem.
Commissioner Wessel said an advisory board is needed for the
Senior Center. She asked Superintendent Ellis to comment on
this suggestion.
Superintendent Ellis suggested the Commission should consider
"setting up an advisory board" as an issue. He proposed the
Commission meet and 'study this issue.
Chairperson Quinn told the Commission he has been asked to
join the Senior Center Site Advisory Board. He stated he does
not have time but would like to see one of the Commissioners
serve on this board.
Commissioner Ash said there is not adequate supervision at the
Senior Center and she would like to see the City of Encinitas
take over all senior activities including the contract for the
nutrition site.
Chairperson Quinn asked Superintendent Ellis how the
Commission should proceed on this issue.
Superintendent Ellis advised the Commission to address one
issue at a time. He said the Commission is adding additional
issues. He suggested that the Commission decide what action
should be taken and perhaps assign this to a subcommittee to
gather background information for a report.
COMMISSIONER HARTLEY MOVED, QUINN SECONDED THAT COMMUNITY
SERVICES, RECREATION DIVISION, DEVELOP A BACKGROUND REPORT ON
HELEN. WOODWARD NUTRITION SITE NOW BEING USED AS THE SAN
DIEGUITO SENIOR CENTER. THIS REPORT TO BE READY IN 60 DAYS.
MOTION CARRIED. 7-0.
6A. SENIOR CITIZEN COMMISSIONERS REVISED TERMS OF OFFICE
Chairperson Quinn stated three Commissioners are waiting for
confirmation of reappointment to the Senior Citizen
Commission. There are three applicants, Chairperson Quinn
and, Commissioners Hartley and Motley.
6B. ELECTION OF SENIOR CITIZEN COMMISSION OFFICERS
COMMISSIONER HARTLEY MOVED, ASH SECONDED THAT THE ELECTION OF
SENIOR CITIZEN COMMISSION OFFICERS SHALL BE PUT - ON THE
FEBRUARY AGENDA AS THE FIRST ITEM OF BUSINESS. MOTION
CARRIED. 7-0 .
COMMISSIONER HARTLEY MOVED, ASH SECONDED THAT THE SENIOR
CITIZEN COMMISSION SUBCOMMITTEES BE REVIEWED FOR APPROPRIATE
CHANGES AT THE FEBRUARY COMMISSION MEETING AS AGENDA ITEM
NUMBER TWO. MOTION CARRIED. 7-0 .
COMMISSIONER MOTLEY MOVED, HARTLEY SECONDED THAT THE
COMMISSION COMPILE A REPORT ON THE PRESENT RELATIONSHIP OF
CARLSBAD, OCEANSIDE, ESCONDIDO, SAN MARCOS, SOLANA BEACH AND
VISTA SENIOR CENTERS TO THEIR RESPECTIVE CITY GOVERNMENTS.
MOTION CARRIED. 7-0.
COMMISSIONER WESSEL MOVED, QUINN SECONDED THAT THE ABOVE
MENTIONED MOTION BE REFERRED TO THE SERVICES SUBCOMMITTEE TO
FORMULATE APPROPRIATE QUESTIONS. MOTION CARRIED. 7-0 .
• Commissioner Hartley requested staff support in formulating
the questions.
6C. REVIEW OF MEETING ATTENDANCE REOUIREMENTS FOR SENIOR CITIZEN
COMMISSIONERS
Chairperson Quinn congratulated the Commission on being
conscientious in their attendance of Commission meetings.
Commissioner Rudolph requested Superintendent Ellis clarify
the rules governing attendance of Commissioners at Commission
meetings.
Superintendent Ellis explained Municipal Code 2 . 30 of the City
Government involving absenteeism of Commissioners from
Commission meetings. He said the Chairperson or vice
Chairperson of the Commission could address Commissioners
absenteeism. The Chairperson or Vice Chairperson would then
contact the Commissioner. If a Commissioner is absent one-
fourth of the regular meetings the Chairperson or Vice
Chairperson would report to the City Council or Mayor.
Superintendent Ellis explained that attendance is recorded in
the Minutes of each meeting. At the end of each month an
attendance report is given to the City Clerk's Office. The
City Clerk is responsible for keeping a record of the number
of absences of each Commissioner.
Superintendent Ellis explained Commissioners work with City
Council in meeting the goals of citizens. when Commissioners
miss a meeting it could affect items on the agenda by creating
a "no quorum" situation. One way to address this issue is to
have an attendance record and be able to discuss why there was
an absence.
COMMISSIONER HARTLEY MOVED, RUDOLPH SECONDED THAT THE
COMMISSION APPOINT TO THE CHAIRPERSON OR VICE CHAIRPERSON THE
RESPONSIBILITY OF NOTIFYING THE MAYOR WHEN A COMMISSIONER IS
ABSENT FOR ONE-FOURTH OF THE REGULAR COMMISSION MEETINGS.
MOTION CARRIED. 7-0 .
7 . COMMISSIONERS'S CORNER
Commissioner Ash requested more information on the Senior
Citizen Commission training session regarding the Brown Act.
Chairperson Quinn told the Commission the Brown Act Training
Session will be held February 15, 1990 'at 3 : 30 p.m. in the
City Council Chambers.
Commissioner Ash requested each Commissioner state if they
will be present at this training session so that
Superintendent Ellis will know how many Commissioners will be
in attendance.
All Commissioners will be in attendance with the exception of
Commissioner Searle who is unable to attend.
Chairperson Quinn told the Commission February 16th, the third
Friday of the month, the City Council Chambers will be needed
for a Congressional Hearings Meeting. He asked the Commission
if they would like to change the Commission meeting to 4 : 00
p.m. on February 16th, move the Commission meeting to the
Council Chambers Conference Room or change the Commission
Meeting to February 23 , 1990; 1: 00 p.m.
It was decided the February 16, 1990 Senior Citizen Commission
meeting will be cancelled and rescheduled for February 23 ,
1990; at 1: 00 p.m.

Commissioner Hartley told the Commission he would like to add
a copy of the new Tri-City Hospital Directory to the Senior
Citizen Commission Library.
Chairperson Quinn invited the Commission to the variety show
and lunch at the Senior Center on January 23rd at 12 :45 p.m.

Meeting was adjourned at 3 : 30 p.m.
The next regular meeting will be Friday, February 23 , 1990;
at 1: 00 p.m.
