SENIOR CITIZENS COMMISSION
MINUTES
Meeting Date: July 6, 1989
1. CALL TO ORDER/ROLL CALL
Chairperson William Quinn called the meeting to order at
10: 02 A.M.
Present: Chairperson Quinn, Vice Chairperson Wessel,
Commissioners Hartley, Motley, Rudolph, Searle,
and Whigam.
Also
Present: James Ellis, Recreation Superintendent; and
Robin Rafferty, Temporary Office Secretary.

A. Approval of the Minutes - not applicable.
5. UNFINISHED BUSINESS
Item 5A. Function of Commission
Commissioner Rudolph presented a chart showing the
different elements that she felt the committee should
focus their attention towards. The following items
surrounded the Senior Center:
1) Information/Referral/Outreach
2) Transportation
3) Inside Activities (food, bingo, crafts, etc. )
4) Outside Activities (dances, tours, etc. )
5) Housing
Commissioner Rudolph went on to say that all of these
items should be priced and then presented to the City
Council. She also recommended that the name of the
center should be changed.
Commissioner Wessel suggested that the group should
go back and correct its past mistakes, before moving
on to the function of the commission. She also felt
the group should decide on what constitutes a senior
citizen.
Commissioner Hartley told the commission that he felt
the focus of the commission should be the Senior
Center.
Commissioner Rudolph suggested that the purpose of
the commission is to enhance, broaden, and make known
the senior services of Encinitas.
Commissioner Whigam told the commission that the
function of the group is to gather information and
then advise the City Council.
Commissioner Wessel suggested the commission refer
back to the black notebook which also lists a
definition of the function of the group. This
function is one of holding public hearing for
recommendations.
Commissioner Wessel also stated that the commission' s
committee assignments are not being carried out and
that these committees are not working together. . She
recommended that these committees work together as a
whole to determine answers to the assigned problems.
After further discussion on this issue it was
recommended that the following steps be followed by
all sub-committees:
1) All members to be present
2) Define what needs to be done
3) Work together as a group
4) Communicate
5) Do something
6) Complete a report
Commissioner Motley suggested that the aim of the
commission is to establish a viable Senior Community
Center. Intermediate issues include:
A. Relationship of other centers and local
government.
B. Investigate and prove the fragmentary services
at present.
C. Estimate cost of the operation of the Senior
Center.
Item 5C1. Van
Commissioner Quinn told the commission that he had
talked with Mayor Ann Omstead about obtaining a van
for the San Dieguito Senior Center. There is a good
possibility that Red Ritchie Ford will donate the use
of a van for one year for approximately $2800. This
would cover sales tax, license, one year' s insurance,
a sign, and a cover for the van. The Senior Citizen
commission would need to approach the City Council
for the $2800.
Commissioner Quinn also said that the commission
needs to:
1) Research the issue completely
2) Take a vote
3) Make a recommendation to the City Council
This item should be a commission item for the next
meeting on 7/21/89 .
Commissioner Whigam expressed concern that the van
have loading feasibility for users with canes. It
was decided that this is the Senior Center's
responsibility.
Commissioner Hartley expressed the need to get a
statement from the Senior Center stating that they
have the funds to operate the van if it was donated
for one year. Commissioner Quinn will be responsible
for getting this statement.
Item 5D. Subcommittee Assignments
Commissioner Wessel distributed a copy of a news
. article by Commissioner Quinn. Following discussion
it was recommended that:
If a commissioner is speaking officially to represent
all commission members news releases should be set up .
with the recreation office.
Commissioner Wessel passed out a press release she
and Commissioner Rudolph prepared to inform the
community about the commission. It was decided to
submit this press release to the City' s newsletter
and to the local newspapers. Commissioner Rudolph
will be responsible for completing the release, with
Commissioner Wessel assisting her.
Commissioner Quinn recommended that all the
committees come to the next meeting prepared to show
the committees progress and whether or not their
assignment is completed or on hold.
These committees include:
1) Van Committee
2) Identify Seniors Committee
3) Senior Services Available Committee
4) Churches & Senior Citizen Committee
5) Dial-A-Ride Committee
6) Housing Committee
• The reports should be an agenda item for the next
commission meeting on 7/21/89 .
