SENIOR CITIZENS COMMISSION
MINUTES
Meeting Date: June 16, 1989
1. CALL TO ORDER/ROLL CALL
Chairperson William Quinn called the meeting to order at
1: 06 P.M.
Present: Chairperson Quinn, Vice Chairperson Wessel,
Commissioners Hartley, Motley, Rudolph, Searle,
and Whigam.
Also
Present: James Ellis, Recreation Superintendent; and
Rose Berkowitz , Temporary Office Secretary.
2 . PLEDGE OF ALLEGIANCE
3 . ORAL COMMUNICATIONS
Buck Smith, P.O. Box 355, Encinitas, wanted to know what
guideline was being used by the Commission as far as the
age group they were representing. Did the age for seniors
begin at 45, 50, or 65? Also, he would like to know what
are the long range plans of the Commission, such as tours
and other activities. Has not seen much publicity through
the news media. Commissioner Quinn stated that CA and
Federal age bracket for seniors is 45 to 65+. The
Commission follows the same guidelines used by the State
and Federal as their age basis for seniors. Quinn
informed group that generally a representative from the
Coast Dispatch attends meetings, but none was present at
this meeting.
4 . CLOSING AND ADOPTION OF CONSENT CALENDARS
A. Approval of the minutes - May 19, 1989
COMMISSIONER WESSEL MOVED, WHIGAM SECONDED TO APPROVE
THE MINUTES OF MAY 19, 1989. MOTION CARRIED. 7-0.
5A REPORT FROM SUBCOMMITTEE ON LIST OF SERVICES AVAILABLE IN
THE CITY FOR SENIORS AND SERVICES NOT PRESENTLY BEING
OFFERED
Commissioner Hartley handed out report and handbook
listing agencies represented at Festival for Caring. He
Recommended that the Commission purchase (or have
purchased) a book titled "Direction" , published by' United
Way of San Diego containing three indexes, alphabetic,
geographic, and demographic of all the services that are
available in San Diego County and would be updated
annually. The price is $53 . 00, and special directories
are $16. 00 to $40. 00 each.
Following Commission discussion: Chairman Quinn
recommended this be put on hold and see whether a copy of
book can be borrowed to be researched before deciding to
purchase or not.
COMMISSIONER WESSEL MOVED, WHIGAM SECONDED, THAT THE
COMMISSION BORROW A COPY OF THE "DIRECTION" BOOR FROM
UNITED WAY. MOTION CARRIED. 7-0.
5B. REPORT FROM SUBCOMMITTEE ON METHOD OF FINDING ALL SENIORS
IN THE CITY
Commissioner Rudolph obtained names of Block Captains of
Neighborhood Watches. Maps are being delivered to the
Commission via the Planning Department. Will conduct a
"door to door" check when ID cards are received for
identification. Churches were contacted and are
cooperating by furnishing information on senior church
members and senior members who are in need. Churches would
be sending an organization to the Senior Commission to
furnish information regarding their senior membership; one
representative of authority from each church would act as
a liaison. It was suggested that the Subcommittee members
should meet with this group periodically in an informal
session to gather information on seniors who could make
use of community services. A suggestion was made to
contact the two or three women (volunteer or paid) who
work at the Solana Beach Senior Center to inquire about
the possibility of using their services.
Chairman Quinn asked to put this on hold until the next
Commission meeting. It was suggested that a report be
prepared prior to the next meeting with a summary of the
information gathered.
Further discussion followed concerning duties and purpose
of the Commission, how to`publicize meetings of Commission
to interested citizens and the community.
Subcommittee Chairwoman Rudolph requested help in typing
reports for meetings. Mr. Ellis offered staff assistance
if needed by the Commission or their Subcommittees with
any problems, such as typing of their reports, etc.
The subject was brought up of holding a "Study Session" or
"jam session" for the purpose of determining the function
of the Senior Commission, who is doing what, who is not
helping, find out which members will work on which
project, which projects are priorities, how to go about
getting information, which issues are to be handled by the
Commission, and what action should be taken.
Mr. Ellis advised that a "study session" would have to be
set up just as a regular meeting with an agenda, and
publicly announced with at least a 72-hour lead time. (It
could not be conducted directly following the present
meeting. )
COMMISSIONER RUDOLPH MOVED, SEARLE SECONDED TO SCHEDULE A
STUDY SESSION AS SOON AS POSSIBLE. MOTION CARRIED. 7-0.
Commissioner Quinn announced that Item D would be
discussed next since a visitor who wished to address the
Commission with reference to Item D needed to leave early.
5D. SOLANA BEACH DIAL-A-RIDE TAXI SERVICE FOR SENIORS
Rose Domnitz , 211 Saxony Road, Encinitas, representing
Seacrest Village, commented on the need for Dial-a-Ride
(DAR) . Approximately 85 residents of Seacrest Village are
senior citizens who need rides to doctors and such and
cannot use local bus transportation. Mrs. Domnitz
volunteered to process an application from the City of
Encinitas for DAR service such as Solana Beach Voucher
Taxi Service for seniors. Commissioner Quinn advised that
they would notify her within the next week or so as to
disposition.
Following Commission discussion:
COMMISSIONER WHIGAM MOVED, WESSEL SECONDED THAT STAFF
EXPLORE HOW TO OBTAIN TDA FUNDS IN COOPERATION WITH SOLANA
BEACH. MOTION CARRIED. 7-0.
Superintendent Ellis informed the Commission that Staff
would gather information and present it to the Commission.
If agreed upon, Staff would prepare paperwork, and
Commission would make a recommendation to City Council.
5C. REPORT FROM SUBCOMMITTEE ON VAN AND ITS USES
Commissioner Wessel corrected record that she was
designated Chairman of this Subcommittee, not Commissioner
Hartley. Corrections were noted in typing of names for
Louise Wessel and Betty Whigam.
Function of Commission was clearly defined: To gather
information and make recommendations to the City Council.
Commissioner Hartley stated that he felt he was not
qualified to answer the 13 question on the van issue.
6A. STAFF PRESENTATION ON TOUR PROGRAM FOR SENIORS
Superintendent Ellis gave a brief overview of staff's
report on senior tour program. He asked for their
attendance at the Tour Faire at the Lumberyard on Friday,
June 23 from 12 : 00 p.m. to 6: 00 p.m.
6B. PACIFIC SERENA REQUEST COMMISSION VERIFICATION OF THEIR
RECORDS OF SENIORS LIVING IN PACIFIC SERENA
Superintendent Ellis gave a brief overview of staff' s
report and recommendation.
6C. ESTABLISH A LIST OF HOUSING FOR SENIORS IN THE CITY
Following Commission discussion:
COMMISSIONER HARTLEY MOVED, RUDOLPH SECONDED TO ESTABLISH
A SUBCOMMITTEE TO STUDY THE QUESTIONS RAISED IN THE AGENDA
REPORT REGARDING THE ISSUE OF HOUSING FOR SENIORS WITHIN
THE CITY OF ENCINITAS. MOTION CARRIED. 6-0.
It was the consensus of the Commission that Commissioner
Motley and Quinn will make up the Subcommittee with
- Motley acting as the Chairperson.
7 . COMMISSIONER'S CORNER
Commissioner Searle informed the Commission that a bill
has been introduced by Assemblyman Frazee regarding age
restrictions within homeowners association.
Chairperson Quinn informed the Commission that once a
month at the Senior Center there will be entertainment
from the Saint Marks Church and participation is
encouraged and the performance is free of charge.
8 . ADJOURNMENT
The meeting was adjourned at 3 : 20 p.m.
The Commissioner' s Study Session will be July 6, 1989 at
10: 00 am.
The next regular meeting will be July 21, 1989 at 1: 00
p.m.
