Please include this as part of the agenda for May 19 , 1989 meeting. CITY OF ENCINITAS SENIOR CITIZENS COMMISSION DES Meeting Date: May 19, 1989; 1:00 p.m. T. CALL TO ORDER/ROLL CALL Chairperson William Quinn called the meeting to order at 1: 00 pm. Present: Chairperson Quinn, Vice Chairperson Wessel, Commissioners Hartley, Motley, Rudolph, Searle and Whigam. Also Present: James Ellis, Recreation Superintendent; _ and Jacqueline Reynolds, Office Specialist. 2. PLEDGE OF ALLEGIANCE 3 .. ORAL COMMUNICATIONS John- Van: -Beuren, 239 `Gloxina, Encinitas, representing `Pacific.-Serena Architectural Committee, presented. a letter- to the_ Commission in regard to age qualifications for.= =:residents at :Pacific . Serena. Mr. Van Beuren --requested the Commission to verify for the State =-•Legislature that over. 80 percent of the units in Pacific Ser_e_na: t are occupied by-a least .one person 55 years of age :=or = older.: They wish to be established. as a Senior Citzen's Community. i Frances Cavallin, 243 Gloxina, Encinitas, representing Pacific Serena, presented the Commission with a packet labeled Pacific Serena. Age Verification Survey 3/89. The survey results show that nearly 90-t of the residents are 55' years of age or- above. She is requesting that the Commission verify that this survey is correct._and that the statistics are: correct. and - -that a letter from. the Commission is. given. to ._Pacific Serena to submit to HUD. Commissioner Quinn accepted the packet and stated. that the Commission would research this matter and that John Van Beuren would be the spokes person for Pacific Serena. 4.. CLOSING AND ADOPTION OF CONSENT CALENDARS A. Approval of Minutes (not applicable) S. UNFINISHED BUSINESS i None 6A. FORMULATION OF COMMISSION GOALS. Chairperson Quinn stated that these goals would be guide- ' lines for the Commission for 1989 . Commissioner Hartley stated that the Council had given the Commission certain directions and that one goal might be to establish all services available in the City for Seniors. Additional Commission goals are: 1) to find where the seniors live in the City, 2) to keep the Senior Center active, and 3) to publicize services for seniors. Following Commission discussion: CHAIRPERSON HARTLEY MOVED, WESSEL SECONDED THAT THE COMMISSION ESTABLISH ALL THE SERVICES PRESENTLY AVAILABLE FOR SENIORS AND IDENTIFY NEEDED SERVICES THAT ARE PRESENTLY OFFERED. MOTION CARRIED. 7-0. CHAIRPERSON MOTLEY MOVED, QUINN SECONDED THAT THE ABOVE MOTION BE AMENDED TO READ THAT WE ESTABLISH A LIST OF ALL SERVICES PRESENTLY AVAILABLE FOR SENIORS AND IDENTIFY SERVICES THAT ARE NOT PRESENTLY BEING OFFERED. MOTION CARRIED. 7-0. 6B. DISCUSSION OF HOW TO LOCATE SENIORS IN ENCINITAS. Following Commission discussion: COMMISSIONER RUDOLPH MOVED, MOTLEY SECONDED THAT WE UTILIZE THE ASSISTANCE OF ALL WILLING SENIORS IN THE COMMUNITY, BLOCK BY ' BLOCK, TO FIND OUT. WHAT THE SENIORS WANT AND NEED. MOTION FAILED. 1-6. COMMISSIONERS HARTLEY, MOTLEY, QUINN, SEARLE, WESSEL, AND WHIGAM OPPOSED. CHAIRPERSON RUDOLPH MOVED, WESSEL SECONDED THAT EVERYONE WILL PUT THEIR HEADS TO THE PROBLEM OF FINDING SENIORS IN THE COMMUNITY IN ANY WAY THAT WE CAN. MOTION CARRIED. 6-1. COMMISSIONER MOTLEY OPPOSED. Commissioner Rudolph was appointed to head this 'sub- committee to locate and identify senior citizens in the city. Commissioner Whigam and Chairperson Quinn will assist on this sub-committee. 6C. CONSIDERATION OF SENIOR CITIZENS USE OF DONATED VAN. Chairperson Quinn explained that Mr. Richie has offered to donate a new 7 passenger Van to the Commission to better the life of senior citizens in the City.'-:- This van will be turned in every year and replaced with new van. The City must pay tax, license and insurance on the van. This will be a annual cost of $2,574. 19. The following issues were raised: 1) the driver must be over 55 years of age, 2) how do you determine who drives? 3) how do you prioritize who uses the van? 4) what is the purpose of use of van? 5) how many can ride at 1 time? 6) will _there be a driving test? 7) who will be responsible for gas and repairs? 8) is Van equipped for the handicapped? and 9) what if the program is started and not continued what happens to this van? Commissioner Whigam asked what the Commission's budget is for FY 1988-89. She stated that there is a need to establish rules and regulations governing the use of this van. Chairperson Quinn requested that a sub-committee be established to define the needs and uses of the van. Commissioner Wessel will chair this sub-committee and Commissioner Whigam and Hartley will serve on this committee. 6D. DISCUSSION OF SOLANA BEACH SENIOR CITIZENS VOUCHER TAXI SERVICE. Chairperson Quinn requested that staff research this service and report back to the Commission at the next meeting. 7. COMMISSIONER'S CORNER A. Commissioner Hartley asked how is the Commission going to start working on its goals? B. Commissioner Whigam requested that staff get information from the Commission on Aging, and other Cities in our area, listing services available for Seniors. C. Commissioner Hartley was appointed to head up the sub-committee to identify all services for Seniors and identify services that are needed. Commissioner Rudolph will assist on this sub-committee. D. Commissioner Rudolph volunteered to go to other community senior centers and investigate services offered. E. Commissioner Motley is interested in North County Seniors in Action and the information that they offer. F. Commissioner Wessel informed the Commission that Betty Springer of The Citizen writes a column on senior citizens suggested that we direct publicity and information of the Commission to Ms. Springer. 8. ADJOURNMENT Meeting adjourned at 2 : 30 pm. • The next regular meeting will be Friday, June 16, 1989 : at 1: 00 p.m.
