SENIOR CITIZENS COMMISSION
ORGANIZATIONAL MEETING
MINUTES
May 10, 1989; 1:00 P.M.
1. WELCOME/INTRODUCTION
Dave Wigginton, Community Services Director, thanked the
Commissioners for serving on the Senior Citizen
Commissions. Jim Ellis, Recreation Superintendent,
welcomed the new Commissioners. The Commissioners then
took turns introducing each other.
Present: Commissioners, Quinn, Wessel, Whigam, Hartley,
Motley, Rudolph, and Searle.
2. ORDINANCE 89-05 SENIOR CITIZEN COMMISSION
Jim Ellis read Ordinance 89-05 and explained the sections
. dealing with membership, meetings and duties of the
Commission. The responsibilities of the Commission are
outlined in the Ordinance. Superintendent Ellis suggested
an approach in carrying out those responsibilities. The
suggestion is as follows:
A. Determine a need
B. Gather information
C. Determine assets and liabilities
D. Develop an approach
E. Make recommendations. to City Council.
3. STAGGER MEMBER TERMS
The commission drew numbers to determine the staggered
terms. The results were:
Commissioners serving 1 year terms: Motley, Quinn
and Hartley;
Commissioners serving 2 year terms: Rudolph, Whigam,
Wessel and Searle.

4. ELECT OFFICERS (ONE-YEAR TERMS)
Nominations were held for Commission Chairperson.
Commissioner Wessel was nominated by Commissioner Rudolph,
however, Wessel declined.
Commissioner Quinn was nominated by Commissioner Wessel
and was unanimously elected.
Nominations were next held for Commission Vice
Chairperson. Chairperson Quinn nominated Commissioner
Hartley who declined. Commissioner Hartley nominated
Commissioner Rudolph who also declined. Chairperson Quinn
them nominated Commissioner Wessel who was unanimously
elected.
5. DETERMINE MEETING DAY AND- TIME
It was decided that the Commission would meet on the third
Friday of each month at 1: 00 p.m.
6. AGENDA
A. Each Commissioner received a Senior Citizen
Commission Notebook containing the following:
1. An agenda which discusses the format and how to
get an item on the agenda. It was also
suggested that agenda information should be
given to Jackie by the second Thursday of the
month by 4: 00 p.m. This will allow time to
prepare and mail agenda packets to Commissioners
for the next meeting.
2 . For reference, a copy of Robert' s Rules was
enclosed for use as a standard guide at the
meetings.
• 3 . Also included was a copy of the Brown Act which
is a ruling on Open Meeting Laws. It was
suggested that Commissioners become familiar
with the Brown act. (A general rule of thumb is
to avoid having more than 3 Commissioners
together at one time discussing Senior Citizen
concerns) .
B. Sally Peifer, Program Director of San Dieguito Senior
Center in Encinitas, gave background information on
the Senior Citizens Programs in Encinitas. This
information assisted the Commission in becoming
familiar with the Senior Citizen program.
7. COMMENTS
A. The Commission is interested in visiting other Senior
Center' s lunch programs in North County.
B. It is suggested that the Commission identify where
the Seniors are in Encinitas.
8. RECOMMENDATIONS
A. Form goals of Commission
B. Discuss, inventory and decide how to locate Seniors
in Encinitas.
