7.ACTION ITEMS -NEW BUSINESS
7A.Proposed Mural Design by Artist Michael Rosenblatt.
Artist Michael Rosenblatt presented his concept for a mural entitled Encinitas Music
Mural, to be installed on theSouth wall of Bar Leucadian.The mural would portray seven
individuals who have been a large part of the local music scene. The workwould be
done in acrylic paint with a sun-protectant coating. Thewall measures approximately
twelve feet in height by twenty-four feet in length; as the mural would not fill this entire
space, there would be embellishments on the wall around the area containing the mural.
Feedback on the mural design was positive. The idea of a legend to help identify the
individuals portrayed in the mural was suggested.Several options for funding were
discussed, including donation jars to encourage patron support, and contributions from
the business owner. It was suggested by the Commission that the artist pursue a façade
grant through the City of Encinitas, which is administered by the MainstreetAssociations.

7B.Proposed Mural Design by Artist Marissa Quinn.
Commissioner Connolly submitted project details for a proposed mural behind Better
Buzz Coffee Shop. The proposed designincorporates hammerhead sharks alongside
symbols such as the honey bee and the sunflower in order to construct a narrative on
issues such as environmental conservation.Feedback was highly positive, with
commissioners praising the concept and artwork, as well as the manner in which the
mural will be incorporated into the space provided, weaving through the windows and
doors.This alley between D and E Street will be the site of several upcoming murals as
part of an effort led by Mainstreet 101.

7C.Appoint an Ex-officio Representative and Alternate to the Coastal Mobility and
Livability Working Group.
Senior Planner Strong presented information on the recently formed working group
related to the Coastal Mobility and Livability “Super Study.” This study covers three
aspects: an active transportation study, a parking study, and the rail corridor vision
study. The active transportation aspect of this study directly involves the arts roadwork
master plan. Senior Planner Strong encouraged the Commission to appoint two
commissioners (one primary and one alternate) to participate in the study.

7D. Appoint Two Commissioners to serve on the Arts Master Plan AdHoc Committee.
The City has received eight proposals for the Arts Master Plan and Arts Administrator
Gilliam would like to begin work towards this end in September. The Arts Master Plan Ad
Hoc Committee will need toparticipate in the consultant interviewsandin the selection
process.

7E.Ad Hoc Committee Appointments for the 2016/2017 Commission for the Arts Work
Plan.
The Work Plan had been updated with a new Council Initiated Item, as follows: “Develop
the applicationfor Council consideration and approval, and apply to the California Arts
Council to designate downtown Encinitas as a California Cultural District.”Guidelines for
this process will be released in early 2017, at which point the Arts Commission will work
with the Encinitas 101 Mainstreet Associationon an application which will be taken to
Council for approval.Commissioner appointments to the ad hoc committees were made.

7F.Proposal to Cancel the Regular Meeting of the Commission on October 3 in order
to attend the California Arts Council Regional Meeting on Cultural Districts, and to
schedule a Special Meeting of the Commission for the Arts on October 10.
Recent Statelegislation has enabled the California Arts Council to designate “cultural
districts.” The California Arts Council defines a cultural district as “a geographical area
with a concentration of cultural facilities, creative enterprises, or arts venues.” As this is a

new program, ameeting is being held on October 3in Escondido in order to gather
public input on program development. Attendance atthis California Arts Council
Regional Meeting would be greatly beneficial to the Commission,especially considering
Council direction covered in 7E. The Commission agreed on the benefitof attending this
meeting; Commissioner Thum cited scheduling conflicts.

8.INFORMATIONAL ITEMS
8A.Update: Coastal Mobility and Livability Working Group.

8B.Encinitas Friends of the Arts Report.
The Encinitas Dia de los Muertos (Day of the Dead)Celebration will take place on Saturday,
th
October 29, with elements at both the Encinitas Community Center and the Encinitas
Library.The Community Center will host Mariachi and Ballet Folkorico performances, as well
as art exhibits and food vendors. The Encinitas Library will host family altars for the
thrd
community from October 28through November 3. Last year’s event saw a turnout of
around 4000 attendees, and a large degree of participation is anticipated this year as well.
The City received a donation of $1,000 from the Surfing Madonna Oceans Project for this
event. Additional support will be provided by EFA, the Comm. Grant Program and the County
of San Diego Neighborhood Reinvestment Program.
8C. Public Art Ad Hoc Report.
Commissioner Sabeck is still awaiting feedback from Deputy Director Deane regarding
permits for art pedestals. There are also plans to reconvene with Associate Planner Yentile to
discuss the incorporation of art in the City’s active transportation plan.
8D. Encinitas Dia de los Muertos Celebration.
Discussed during item 8B.
8E.2017 Visual Art Program Application Process.
As of this point, the City has 56 total exhibits planned between three galleries for 2017.
Applications are being accepted through mid-month and selection will begin in early October.
8F. Countywide Arts Commission Workshop.
Arts Administrator Gilliam reportedthat the North County Arts Network will be hosting a
countywide workshop forarts commissioners on November 5, 9:00am-12:00pm, at the
Encinitas Library.

10.COMMISSIONERS’REPORTS
Commissioner Sabeck reported that she is recovering well from her knee surgery,
thanks in part to a great support network of friends and family.
Commissioner Kuta reported that she (and Commissioner Connolly) assisted with the
LeucadiART Walk. The Children’s Museum San Diego will be launching a new feature,
the “innovations lab.” She also recently visited the San Diego Library, and learned that
they have greatly increased their involvement in arts programs and public outreach.
Commissioner Connolly reported thatshe recently attended the grand reopening of the
Dove Library in Carlsbad. The library now has a3-Dprinter and a sticker machine
available for public use. She also recently sat on a selection committee (along with
Commissioner Kuta) for a new mural in Leucadia. Commissioner Connolly will not be
attending the next meeting, as she will be on her honeymoon.
CommissionerFilsinger reported that she recently worked as field producer for a new TV
series at the Del Mar Race Track. The series is currently in post-production.
Commissioner Filsinger was recently offered an executive position with Penns Lane
Entertainment. She will be working to develop new content for the San Diego area.
Commissioner Stefanko reported that she recently ran the kids art section at the
LeucadiART Walk. An estimated 400 children participated in the art projects at the event.
Commissioner Stefanko recently partnered with Lisa Corona of Lux Art Institute in
establishing a new 501c3 nonprofit group to bring arts education programsto the
community.Additionally, her daughter recently entered an apprenticeship in
glassblowing.
Commissioner Thum reported that she recently spent three weeks in Africa on safari
through Overseas Adventure Travel. The highlight of her trip was reconnecting with old

friends during her visit to Cape Town. On Sunday, October 16, the Coastal
Communities Concert Band will be performing at the Carlsbad Community Church. The
performance will center around World War II era music.
11.ARTS ADMINISTRATORREPORT
Art Administrator Gilliam reported that he recently met with a newly formed arts focused
non-profit group in Encinitas.Roger Anderson, previously involved with the San Elijo
Chorale, is exploring the possibility of creating a new chorale in Encinitas.
