2016-07-11 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, July 11, 2016 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Commissioner Thum at 5:09 p.m. PRESENT: Commissioners Filsinger, Meyers, Sabeck, Stefanko, Tanha and Thum. ABSENT: Commissioner Kuta ALSO PRESENT: Arts Administrator Gilliam; Acting Executive Secretary Gloger; Representatives from Surfing Madonna: Chairman Bob Nichols, lead artist Scott Walt, artist Peggy Sue Zepeda, Project Advisor Dave Tanner, Programs Director Megan McCarthy, and glass producer/finisher Bob Zepeda. 2. PLEDGE OF ALLEGIANCE Commissioner Tanha led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 4. CHANGES TO THE AGENDA None. 5. APPROVAL OF THE MINUTES OF THE JUNE 06, 2016 MEETING. ACTION: COMMISSIONERS TANHA MOVED AND THUM SECONDED TO APPROVE THE MINUTES OF THE JUNE 6, 2016, REGULAR MEETING. MOTION CARRIED: AYES: FILSINGER, MEYERS, SABECK, STEFANKO, TANHA AND THUM; NAYS: NONE; ABSENT: KUTA; ABSTAIN: NONE. 6. ACTION ITEMS - OLD BUSINESS 6A. Proposed Artwork Design for Project 2 of the Marine Safety Center at Moonlight Beach by the Surfing Madonna Oceans Project. Bob Nichols, founder and chairman of the Surfing Madonna Oceans Project, presented 1 of 4 2016 07-11 Commission for the Arts Meeting Minutes the design for the Moonlight Beach glass mosaic. Lead artist Scott Walt described the project in detail, and other members of the Surfing Madonna team were available to answer questions posed by the Commission. ACTION: COMMISSIONERS MEYERS MOVED AND STEFANKO SECONDED TO ACCEPT THE ARTWORK AS PRESENTED WITH THE FOLLOWING RECOMMENDATIONS: 1) USE PAINT TO BRING OUT GREATER DETAIL IN THE GLASS, 2) INCLUDE A HIGHLY VISIBLE LEGEND, POSSIBLY ON THE SIDE OF THE WALL OR ON THE BENCH, 3) INSET THE ARTWORK INTO THE CONCRETE WALL, 4) DEVELOP A COLOR RENDERING, WITH MOSAIC EXAMPLES, TO PRESENT TO THE PUBLIC, 5) IF THERE IS A BENCH, INCORPORATE IT INTO THE ARTWORK. INFORMATIONAL ITEMS 8A. iPalpiti Festival Report. Arts Administrator Gilliam reported that the concerts had all gone very well. The four Soloists Concerts at the library drew attendance of up to 160 each. The final iPalpiti th Orchestra concert was to take place the following Saturday, July 16 at Episcopal Church. 8B. Encinitas Friends of the Arts Report. Commissioner Tanha reported that the Passport to France event was to be held on Saturday, rd July 23, at the Encinitas Community Center. Planned entertainment includes singer/songwriter Jessica Fichot, Fern Street Circus and Dragon Knights Stilt Theater. There will also be a marketplace and French cuisine, beer and wine for purchase. 8C. Public Art Ad Hoc Report. This item was covered during the discussion on item 6A. 8D. Ballet Folklorico de San Dieguito Report. Arts Administrator Gilliam reported that Ballet Folklorico de San Dieguito had recently received a Community Enhancement Grant from the County of San Diego in the amount of $2,500. Community Grant Program Allocations. 8E. th On June 8, the City made allocations to 48 nonprofits for a total of $150,000. Arts Administrator Gilliam commented that 50% of the grants were for arts programs. 2016 07-11 Commission for the Arts Meeting Minutes 2of 4 Countywide Arts Commission Workshop. 8F. Arts Administrator Gilliam reported that the North County Arts Network will be hosting a st countywide workshop for arts commissioners on October 1 at the Encinitas Library. Commission-sponsored and Co-sponsored Events. 8G. Arts Administrator Gilliam reported that the Wednesdays@Noon concert series had been going very well, with average attendance of 160 per concert. The upcoming iPalpiti Orchestra concert had not seen very many ticket sales, but it is common to experience a large number of last-minute ticket sales. 9. FUTURE AGENDA ITEMS No meeting in August. Commission for the Arts 2-16/2017 Work Plan Standing Reports Encinitas 101 Mainstreet Association Murals 10. REPORTS Commissioner Filsinger reported that the San Diego partnering with Arclight Cinemas. She recently met with the Executive Director of a San Diego economic development group in order to discuss establishing an economic incentives program to draw filmmakers to the area. Commissioner Meyers reported that an Israeli artist in residence at Leichtag Commons is working on a project with new refugees from Syria. The artist is exploring art as a medium for social change. Also, Encinitas Friends of the Arts is now a member in the hub at Leichtag Commons. Commissioner Sabeck reported that she was working on a new exhibit in Cerritos. Commissioner Stefanko had nothing to report. Commissioner Tanha reported that the LeucadiART Walk would be partnering with Encinitas Friends of the Arts for a childrens art-making workshop, and that more fine artists were needed. She has also been working with refugee artists. In addition to programs such as photography training, she is assisting by collecting household goods, and furniture, etc. Commissioner Thum reported that she would be going on a safari to Africa in August. 11. ARTS ADMINISTRATOR REPORT Art Administrator Gilliam reported that Naomi Nussbaum would curate another year of the Sculpture in the Garden exhibit at the San Diego Botanical Gardens. 12.
