Monday, April 11, 2016
1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:10 p.m.
PRESENT: Chair Thum, Commissioners Filsinger, Meyers, Sabeck, and Tanha
ABSENT: Commissioners Kuta and Stefanko
ALSO PRESENT: Arts Administrator Gilliam, Senior Planner Strong, Bob Nichols, James
Wang and Executive Secretary Kaufmann
2. PLEDGE OF ALLEGIANCE
Commissioner Tanha led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
None.
4. CHANGES TO THE AGENDA
Item 8A was moved to be heard after Item 5.
5. APPROVAL OF THE MINUTES OF THE MARCH 7, 2016 MEETING.
ACTION:
COMMISSIONERS TANHA MOVED AND FILSINGER SECONDED TO APPROVE THE
MINUTES OF THE MARCH 7, 2016 REGULAR MEETING. MOTION CARRIED: AYES:
FILSINGER, MEYERS, SABECK, TANHA AND THUM; NAYS: NONE; ABSENT: KUTA,
STEFANKO; ABSTAIN: NONE.
8A. Update on the Housing Element.
Senior Planner Strong gave an update on the Housing Element and stated that the Planning

Department is currently reviewing the Environmental Impact Report. The May 19 Planning
Commission Meeting will be a Public Hearing held exclusively for Oral Communications.
Regarding the Commission recommendation

Commission Meeting, the Commission will vote on the Housing Element item. The Housing

Element will then move forward to the City Council on June 15.

6. ACTION ITEMS - OLD BUSINESS
6A. A proposed addition to the approved recommendations for Public Art at the
Moonlight State Beach Marine Safety Center.
James Wang proposed an interactive sun dial project be added to the list of public art projects
for the Moonlight Beach Marine Safety Center. Bob Nichols from Surfing Madonna Oceans
project Foundation spoke regarding the type of sundial that would work best for the area non-
shaded and flush with the concrete.

COMMISSIONERS THUM MOVED AND SABECK SECONDED TO ADD PROJECT SIX A
SUN DIAL, TO THE PROPOSED PUBLIC ART PROJECTS AT THE MARINE SAFETY
CENTER LIST AND PROPOSE TO CITY COUNCIL. MOTION CARRIED: AYES:
FILSINGER, MEYERS, SABECK, TANHA AND THUM; NAYS: NONE; ABSENT: KUTA,
STEFANKO; ABSTAIN: NONE.
7. ACTION ITEMS - NEW BUSINESS
7A. Appoint a Commissioner to serve on the Evaluation Panel for the Community
Grant Program.

COMMISSIONER STEFANKO TO SERVE ON THE COMMUNITY GRANT PROGRAM
EVALUATION PANEL
. The item passed unanimously.
7B. Review the Draft 2016/17 Commission Work Plan and Make Recommendations.
Changes were added to the Draft Work Plan and will be approved at the May meeting.
8. INFORMATIONAL ITEMS
8A. Update on the Housing Element.
Item 8A was moved to be heard after Item 5 on the agenda.
8B. Public Art Ad Hoc Report: Marine Safety Center and K Street Pocket Park.
This item was covered under 6A.
8C. Update on the Lease for the Theater Pad by Intrepid Theatre.
Arts Administrator Gilliam gave an update that the six month exclusive lease agreement opportunity
with Intrepid Theatre has passed and a lease has not been developed.

8D. Pacific View Activation Plan Report.
Arts Administrator Gilliam updated that the Arts Alliance has signed the Right of Entry Agreement.
8E. Arts Education Ad Hoc Report.
Arts Administrator Gilliam reported that the committee will meet in April.
8F. Film Festival Ad Hoc Report.
Commissioner Filsinger reported a press release that was sent out today and a T.V. segment on
KUSI was filmed that will be air later this week.
8G. Encinitas Friends of the Arts Report.

Commissioner Tanha is coordinating the Passport to Africa on April 29 at the Community Center.

This will be the 4 in the series.
8H. Encinitas Arts Festival Report.
Arts Administrator Gilliam reported that the festival was a success and the World Music theme
broadened the kind of performances that had been offered to date. Due to the threat of rain,
attendance was down slightly. The number of workshops increased as did school participation.
8I. Update on the 2016 iPalpiti Festival, July 7-16.
Arts Administrator Gilliam reported that the festival will include 4 Soloists Concerts at the
Encinitas Library, July 7-10 and the iPalpiti Orchestra will perform on July 16 at 2pm. A location
for the concert is still to be determined. iPalpiti directors Laura and Eduard Schmieder will do a
site visit in early May.
8J. Report on the Proposed Commissioner Workshop by the North County Arts Network
.
Arts Administrator Gilliam reported the North County Arts Network has a Civic Committeethat has
formed and will present a workshop in September/October for all arts commissioners from
throughout San Diego to share best practices, funding strategies and to meet and greet.

10. REPORTS
Commissioner Thum reported that there is a Coastal Communities Concert Band performance

on May 1 at San Dieguito Academy.
Commissioner Tanha reported that she will be participating in the San Dieguito Mothers Day
Garden Show.
Commissioner Meyers reported that there is an artist exhibit at the Farm House at Liechtag with
an artist from Jerusalem, a dance troop from Israel will be visiting in June, and Rafael Lomes
will also be visiting again.
Commissioner Sabeck had nothing to report.
Commissioner Filsinger reported that she is working on the Film Festival and media outreach.
She was also presenter at the San Diego Film Awards.
11. ARTS ADMINISTRATOR REPORT
Arts Administrator Gilliam reported that Form 700s are due.
12. ADJOURNMENT
