2016-03-07 MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, March7, 2016 1.CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:08p.m. PRESENT: Chair Thum, Commissioners Kuta,Filsinger, Sabeck, Stefanko, andTanha ABSENT: Commissioner Meyers ALSO PRESENT:Arts Administrator Gilliam, Senior Planner Strongand Executive Secretary Kaufmann 2.PLEDGE OF ALLEGIANCE Commissioner Sabeckled the Pledge of Allegiance. 3.ORAL COMMUNICATIONS /POSSIBLE DIRECTION TOSTAFF None. 4.CHANGES TO THE AGENDA Item 8A was moved to be heard first on the agenda. 8A.Welcome Commissioner Tomoko Kuta The Commission welcomed Tomoko Kuta. Item 8B was moved to be heard next on the agenda. 8B.Update on the Housing Element SeniorPlanner Strong stated that the Planning Commission kept all of the recommendations from the Commission at the last Planning Commission Meeting. The Planning Commission will be going over the Zoning Standards at theirnext meeting. At the Planning Commission meeting on May 19, it was advised that a Commissioner should attend and discuss how to implement the recommendation, “The Commission for the Arts Requests The City Develop Financial Incentives For Developers To Incorporate Public Art In Their Projects Through A Reduction In City Fees.” The Planning Department will also be seeking Commission input for the Active Transportation Planwith the possibility of developing an Arts Roadway Master Plan. 1of 4 2016 03-07 Commission for the Arts Meeting Minutes 5.APPROVAL OF THE MINUTES OF THEJANUARY 4, 2016MEETING. ACTION: COMMISSIONERS TANHAMOVED AND FILSINGERSECONDED TOMAKE THE FOLLOWING CHANGES TO THE FY 2015-2016 WORK PLAN: ARTS EDUCATION- COMMISSIONER KUTA WAS ADDED TO THE ASSIST AND PROMOTE AFFORDABLE ARTS EDUCATION AD HOCANDTHE PARTNERING WITH ARTS ORGANIZATIONS TO PRESENT ARTISTS WORKSHOPS, DEMONSTRATIONS, AND LECTURES BY PROFESSIONAL ARTISTS AD HOC. AYES: FILSINGER, KUTA, SABECK, STEFANKO,TANHA AND THUM; NAYS: NONE; ABSENT: MEYERS; ABSTAIN: NONE. 7.ACTION ITEMS -NEWBUSINESS 7A.Proposal to Fundraise and Purchase a Concert Grand Piano for the Encinitas Community Center Arts Administrator Gilliam discussed the need to accommodate growing attendance for concerts. The banquet hall at the Community Center is the ideal location and can 2016 03-07 Commission for the Arts Meeting Minutes 2of 4 accommodate up to 500 persons. A concert quality piano is needed for this location. Gilliam made the proposal to fundraise, in partnership with the Encinitas Friends of the Arts,and purchase a 9’ concert grand piano for the Encinitas Community Center. ACTION: COMMISSIONERS FILSINGERMOVED AND TANHASECONDEDTO FUNDRAISE AND PURCHASE A CONCERT GRAND PIANO FOR THE ENCINIAS COMMUNITY CENTER. AYES: FILSINGER, KUTA, SABECK, STEFANKO,TANHA AND THUM; NAYS: NONE; ABSENT: MEYERS; ABSTAIN: NONE. 8.INFORMATIONAL ITEMS 8A.Welcome Commissioner Tomoko Kuta This itemwas moved to be heard first on the agenda. 8B.Update on the Housing Element This item was heard second on the agenda. 8C.Arts Education Ad Hoc Report Commissioner Stefanko is making a joint presentation to the Superintendents group next month. 8D.Film Festival Ad Hoc Report Commissioner Filsinger stated that the website is almost completely updated, Steven Mickelson rd from Bad Cat Films is going to be the main technical person for the symposium on April 23. 8E.Encinitas Friends of the Arts Report Commissioner Tanha reported that EFA will be working with the L101on a few of their events th and that April 29is the next Passport Event to Southern Africa. TheFriendswebsite will be up and running soon. 8F. Encinitas Arts Festival Report th Arts Administrator Gilliam reported that the Arts Festival will be on Sunday, March 13from 12:00-4:00pm at the SanDieguitoPreforming Arts Center with a theme of World Music. 8G.Public Art Ad Hoc Report: Marine Safety Center, K Street Pocket Park, Sculpture Pads Commissioner Sabeck reported that the proposal will go to the State Park’sreview this week th and then tothe Parks and Recreation Commission on March 15. 8H.Music by the Sea Report th The next Music by the Sea concertis onMarch 18. 3of 4 2016 03-07 Commission for the Arts Meeting Minutes 8I.Commission-sponsored and Co-sponsored Events: Wednesdays@Noon concerts: March 2, 9, 16, 23, 30, Encinitas Library. Commissioner Stefanko visited colleges with her son. Commissioner Kuta reported that she was invited to be a grant reviewer. Commissioner Tanha reported that she is having an art show as part of the Mother’s Day Garden Tour. Commissioner Sabeckreported on the success of her exhibit at the Oceanside Museum of Art as has received exciting commissionsfor new artwork. Commissioner Thum reported that she attendedDeanne’s exhibitat the Oceanside Museumof rd Art and participated in the 33Anniversaryconcert of the Coastal CommunitiesBand Concert. 11.ARTS ADMINISTRATORREPORT Arts Administrator Gilliam reported that the Community Grant Program is now accepting th applications through April 14and is open to any nonprofit presenting programs in Encinitas.
