1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:28 p.m.
PRESENT: Chair Thum, Commissioners Meyers, Sabeck and Tanha
ABSENT: Commissioner Filsinger and Stefanko
ALSO PRESENT: Arts Administrator Gilliam and Management Analyst Zenns
2. PLEDGE OF ALLEGIANCE
Chair Thum led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
Raffael Lomas, visiting Artist in Residence with the Leichtag Foundation, presented his art
work.
4. CHANGES TO THE AGENDA

5. APPROVAL OF THE MINUTES OF THE JANUARY 4, 2016 MEETING.

MINUTES OF THE JANUARY 4, 2016 REGULAR MEETING. MOTION CARRIED: AYES:

7A. Proposal by Jeffrey Laudenslager for the Loan of Public Art and a Privately
Funded Sculpture Pad at K Street Pocket Park
Commissioner Sabeck presented the proposal from Jeffrey Laudenslager for the loan of public
art with a privately funded sculpture pad at the K Street pocket park.

ACTION:
COMMISSIONERS SABECK MOVED AND TANHA SECONDED TO APPOINT THE PUBLIC
ART ADVISORY COMMITTEE TO RESEARCH
AND MAKE RECOMMENDATIONS TO THE FULL COMMISSION AT A FUTURE MEETING.

7B. Public Art Advisory Committee Recommendations for Public Art at the Moonlight
Beach Marine Safety Center, Marine Garage and Concession Building
Commissioner Sabeck presented the Public
Public Art at the Moonlight Beach Marine Safety Center, Marine Garage and Concession
Building. Recommendations include five projects and associated budget estimatesranging
from $5,000 to $60,000. Three of the projects would be featured with the safety center and
garage. Two projects are recommended for the concession building.

ART ADVISORY COMMITTEE RECOMEMNDATIONS FOR PUBLIC ART AT THE
MOONLIGHT BEACH MARINE SAFETY CENTER, MARINE GARAGE AND CONCESSION
BUILDING AND PRESENT RECOMMENDATIONS TO THE CITY COUNCIL FOR THEIR
CONSIDERATION AT A FUTURE CITY COUNCIL MEETING. MOTION CARRIED: AYES:

7C. Nominate and Appoint a Commissioner to serve as Vice Chairman of the
Commission for the Arts

COMMISSIONER TANHA AS VICE-CHAIR OF THE COMMISSION FOR THE ARTS.

8A. Arts Education Ad Hoc Report
Item not heard.
8B. Film Festival Ad Hoc Report
Arts Administrator Gilliam reported that the Encinitas Student Film Festival is scheduled for May
15, 2016, 11am-5pm, at the La Paloma Theater.
8C. Encinitas Friends of the Arts Report
Commissioner Tanha reported that the next event, Passport to South Africa, is scheduled for
April 29, 2016.
8D. Pacific View Activation Plan Report
Arts Administrator Gilliam reported that, during the January 27, 2016 City Council meeting,
Encinitas Friends of the Arts and Synergy Art Foundation each donated $1,000 to The Alliance
for clean up efforts on the property. The gifts were given as seed gifts to launch the
fundraising efforts at the site. The donations were accepted by the Alliance board of directors.
Staff was directed to develop a lease with the Alliance to allow the group to move forward with
the property clean up.
8E. Public Art Ad Hoc Report: Marine Safety Center
This item was heard under Agenda Item #7B.
8F. Music by the Sea Report
Arts Administrator Gilliam reported that attendance at the Friday night concerts continues to
increase. More than 20 people were turned away at the January concert. Room capacity is 180
people. Staff is looking into an alternate, larger location at the Encinitas Community Centerto
accommodate large concerts.
8G. Commission-sponsored and Co-sponsored Events
Arts Administrator Gilliam presented the Commission-sponsored and co-sponsored events for
February highlighting the following:
Sherry Jodallian, Saturday, February 6, 1-4pm. Encinitas Comm. Center Gallery
Wednesdays@Noon concerts: February 3, 10, 17, 24, Encinitas Library.
Music by the Sea concert: February 19, Encinitas Library.

10. REPORTS
Commissioner Meyers reported that the Coastal Roots Farms, in conjunction with the Encinitas
Friends of the Arts, is holding a Living Mandala event on February 25, 2016 at 6:30 p.m.
Commissioner Tanha reported she recently visited Thailand and Bali.
Commissioner Sabeck finished installing her exhibit at the Oceanside Museum of Art and a
reception is scheduled for February 6, 2016 from 6-8:00 p.m.
Commissioner Thum reported that she attended the New Day New Way Soirée event at the
Encinitas Community and Senior Center, hosted by the Parks and Recreation Department.
11. ARTS ADMINISTRATOR REPORT
Arts Administrator Gilliam reported he was contacted by the San Diego County Fair. The
theme this year is Alice in Wonderland. On Saturday, several dance companies will be
photographed for the local banners that will be displayed this summer.
