Commissioner Meyers arrived at 5:08 p.m. Commissioner Lueker arrived at 5:11 p.m. ABSENT: Commissioner Tanha. Contact Person: Commissioner Tanha. Senior Planner Strong presented the suggested At Home in Encinitas Design and Zoning Guidelines. Arts Administrator Gilliam followed up on a request from the last Commission meeting regarding if the city has any live-work housing.Senior PlannerStrong responded that there is none. He noted there are living units above businesses but both have separate entrances. There was Commission consensus to amend the Design and Zoning Guidelines to include the followingrecommendations: Additions to the Design Guidelines- Item P)42add “screening, public art, or design elements” ItemP)41 add“public art or artistic design elements” Item P)40b. add“public art” “Request the City to developfinancial incentives for developers to incorporate public art into their projects through a reduction in Cityfees.” ItemP46) add “space for the visual and performing arts” Additions to the Zoning Guidelines- Comments: 3) deletethe word “public”and use “arts center”as well as add “visual and performing arts” 4) include “fine art and craft disciplines” 8) delete the phrase “art packaging”and include “arts fabrication” Commissioner Sabeck will be presenting the changes tothe Planning Commission at the th January 7meeting. Progress Report, FY2015-16 WorkPlan Item number 3, incorporating arts content into the General Plan Update has been completed. Arts Administrator Gilliamwillbe settingup an Arts Education Ad Hoc meeting.ThePublic Art Ordinance was not approved by City Council. The Public Art Advisory Committee was asked to bring a proposal for Public Art at the Marine Safety Center to the City Council. 8C.Encinitas Student FilmFestival Ad Hoc Report CommissionerFilsinger reported that the Film Festival now has akeynote speaker and they are stillseeking individual speakers. The dateof the film festivalSymposiumis April 23, 2016, 9am-5pm at the Encinitas Community Center. 8D.Encinitas Friends of the Arts Report Arts Administrator Gilliam distributed the list of events for 2016. 8E.Pacific View Activation Plan Report Theproposal by the Alliance has been received and is anticipated to be on a City Council agenda soon. 8F.Public Art Advisory Committee AdHoc Report: Marine Safety Center The Committee met with Bob Nichols, with the Surfing Madonna Oceans Project,to determine thebudget and criteria for their proposal.Arts Administrator Gilliam will schedule a meetingwith the committeeto develop a draft proposal and present it to the Surfing Madonna Oceans Project in February. Jeffery Laudenslager submitted a proposal for aloan of public art to the City and the installation of a privately funded sculpture padat the K Street Pocket Parkon Coast Hwy. 101. The artwork loan can take place in May 2016.The item willbeadded to the February Commission agenda. 8G.Discussion: How toUtilize the Arts & Culture App Arts Administrator Gilliam presented the application.Commissioner Meyers suggested that the Arts & Culture Appbeshared viathe City’s social media and track visitors withanalytical software. The Commission suggested that art galleries and public art on private property be included on the App, with permission of the owner.They also discussed if fees could be charged to the galleries, etc. as a way to raise funds for the city arts program. 8H.Music by the SeaReport The nextMusic by the Seaconcert is on Friday, January 22, 2016. 3of 5 2015 01-04 Commission for the Arts Meeting Minutes DRAFT 8I.Visual Art Ad HocReport:3-D Exhibit Update The Visual ArtAd Hoc Committee reported there are eightopenings for 3-D exhibitsin 2016. 8J.Report: Proposed Partnership, Sponsorship and Donation Policies The Parks and Recreation Department is combining the policies into one and will bringit to the City Council in February. 8K.Commission-sponsored and Co-sponsored Events: New Day New Way Soiree: visual art receptions, Jan. 15, 5-7pm, Encinitas CommunityCenter. Wednesdays@Noon concerts:January 6, 13, 20, 27,Encinitas Library. Music by the Sea concert: January 22, Encinitas Library. 9.FUTURE AGENDA ITEMS Proposal for public art by Jeffery Laudenslager. Update from the Education Ad HocCommittee. Update from the Public Art Ad Hoc Committee Standing Committee Reports. Approval of the list of meetingsfor2016. 10.COMMISSIONERS’REPORTS Commissioner Lueker announced he is resigning from the Arts Commissionto dedicate more time to his art and will be submitted a resignation letter. Commissioner Meyers reported that she went on a trip to Israel and saw public artand is also working on an art show with Coastal RootsFarm. Commissioner Filsinger reported that the film officesubmitted an eight page informational report on how the film office should be structured. Film Makers has some high profile speakers that have come in to speak. Commissioner Stefanko reported that there is a January 28 meeting with the school Superintendentsregarding establishingDistrict Arts Plans. She also reported that the National Charity League has adopted Encinitas to beone of their sanctioned philanthropies with Commissioner Stefanko serving asliaison. Commissioner Sabeck willhave an art show on February 6at the Oceanside Museum.
