2015-12-07 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday,December 7,2015 1.CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:10p.m. PRESENT: Chair Thum, CommissionersFilsinger, Lueker,andTanha.Commissioner Stefanko arrived at 5:48pm. MOTION CARRIED: AYES: FILSINGER, LUEKER,TANHAAND THUM; NAYS: NONE; ABSENT:MEYERS SABECK, STEFANKO;ABSTAIN: NONE. 6.ACTION ITEMS -OLD BUSINESS 6A.None. 7.ACTION ITEMS -NEW BUSINESS 7A.Review the Draft Proposed Partnership, Sponsorship and Donation Policies 2015 12-07 Commission for the Arts Meeting Minutes1of 5 Management Analyst Stauffer presented the report and stated that the policy provides a framework and a process for anyone who wants to sponsor or partner with the City. Commissioner Lueker requested to email any additional comments to Arts Administrator Gilliam. Chair Thum asked what was differentfrom the previous donation policy. Parks and Recreation Director Rudloff statedthe new policies greatly enhanced the process and kinds of donations to the city. She suggested moving forward with the proposed policy for a year and collect feedback. If the policy needs to be amended, they canreturn to Council to address suggested amendments. ACTION: COMMISSIONERS TANHAMOVED AND THUMSECONDED TOAPPROVE THE DRAFT PROPOSED PARTNESHIP, SPONSORSHIP AND DONATION POLICIES FOR ONE YEAR AND EVALUATE.AYES: FILSINGER, LUEKER, TANHA AND THUM; NAYS: NONE; ABSENT:MEYERS SABECK, STEFANKO; ABSTAIN: NONE. 7B.Review and Approve the Encinitas Arts and Culture App. Chief Information Officer Tuftspresented the report and highlightedthe key points of the applicationand software.The app is a guide to city and privately owned public art, non-profit organization arts venues, museums and historical sites. It contains links, video and audio files, maps, and works on all devices. Commissioner Lueker requested to include art galleriesin the app. Arts Administrator Gilliam stated that they are looking into it with the City Attorney. Chair Tanha requested that links to venues and/or performance schedules be included in the application. Senior Planner Strong presented zoning standards and design guidelines. He stated that they are still collecting permitted uses andarts zone types andaregoing to include a description for art studios. Arts AdministratorGilliamstated that the Ad-Hoc Committee is meeting tomorrow to develop recommendations for low-income artist housing, live-work housing, areas for public art, arts community gathering areas, arts venues and an arts district. 2015 12-07 Commission for the Arts Meeting MinutesPage 2of 5 Senior Planner Strong said that there will be a draft Environmental Impact Report (EIR)in January andhe could walk through it with the Commission in February. Commissioner Tanhaaskedfor examples of where live-work areas currently exist. Senior Planner Strong stated that he would provide some examplesto the Commission. 8B. Sister City Program/Japan Festival: possible collaboration with Encinitas Friends of the Arts and Commission for the Arts, August, 2017. Commissioner Tanha said EFA will revisitthe Sister City Program inSeptember2016and perhaps includea “Passport to Japan” event in 2017. 8C. Film Festival Ad Hoc Report. Contact Person: Commissioner Filsinger. Commissioner Filsinger is working with San Diego Filmmakers on a budgetfor the film festival. 8D.Encinitas Friends of the Arts Report. Contact Person: Commissioner Tanha. Commissioner Tanha reported that EFA has received 501(c) 3nonprofit status and cannow receive donationsand apply for grants.2016 programs include Passport to South Africa in April, Passportto Francein July and fundraising events for Pacific View, a grand pianoat the Community Centerand public art. EFA held its first Member/Donor Appreciation event at the library last week with more than 50 people in attendance. 8E.Pacific View Activation Plan Report. Contact Person: Arts Administrator Gilliam. The Arts, Cultural and Ecology Alliance have submitted aproposal to City Council and would like to be on the December 16City Council meeting agenda. Arts Administrator Gilliam will email the proposal to commissioners. 8F.Public Art Ordinance Report: Council presentation and face to face meetings. Contact Person: Commissioner Lueker. Commissioner Lueker reported that Council would like the Commission to propose projects based on CIP projectsthat are going to be built. The Commission would thencome to Councilwith those proposed plans for public art.Arts Administrator Gilliam will work with the City Managerand the Public Art Advisory Committeeto identifypotentiallocations for public art at the Marine Safety Center at Moonlight Beachand will make recommendations to the Arts Commission for consideration. The Commission will then make a recommendation to the City Council. Preliminary Marine Safety Center project plans have been sent to the Surfing Madonna Oceans Project for their review and consideration as a possible funderand partner. 8G.Music by the Sea Report. Contact Person: Arts Administrator Gilliam. Arts Administrator Gilliam reported the concert series isgoing very well. Season tickets have doubled from the previous year and single ticket sales are as follows: September:110, October: 130, November: 150 (average single ticket sales were 80 per concert last year). Gilliam attributes the 2015 12-07 Commission for the Arts Meeting MinutesPage 3of 5 increase to the new marketing campaign: logo, brochure, posters, email marketing and printed programs. Concerts continue Januarythrough June, 2016. 8H.Visual Art Ad Hoc Report: 2016 Juried Art Exhibits. Contact Person: Commissioner Stefanko. Commissioner Stefankoreported that2016 2-Dexhibits are full but thatthere are 14 availablefor the 3-D exhibits.Artist recommendations are needed. 8I.Progress Report on the FY2015-16 Work Plan. Contact Person: Chair Thum. Chair Thum and Arts Administrator Gilliam reported that all is on track. The Work Plan will be updatedin January. 8J.North County Arts Network report. Arts Administrator Gilliam. Arts Administrator Gilliamreported that the North County Arts Network hashad 4quarterly meetings and established 6 committees.The San Diego North Economic Development Council has shown interest in an ArtsSummitin spring2017. The next quarterly meeting will be at the Poway Center for the Artson January 21from 5:00-7:00p.m. 8K.Commission-sponsored and Co-sponsored Events:Wednesdays@Noon concerts: Dec. 2, 9, 16, 23, 30, Encinitas Library. Arts Administrator Gilliam reported that weekly attendance is at 150, a decline from the summer. Artists have been booked throughJune 2016. The Community and Senior Center is hosting a “New Day, New Way Soiree” on January 15 from 5:00-7:00p.m.The three exhibiting artists will be invited to attend and greet attendees. 9.FUTURE AGENDA ITEMS Commissioner Tanha added the Housing ElementAd Hoc Report, Commissioner Stefanko added 3D Visual Art openings,Arts & Culture APP progress report, and an update on the proposed Partnership, Sponsorship and Donation Policies. 10.COMMISSIONERS’REPORTS Commissioner Stefanko reportedthat the Oceanside Museum of Art has a new Executive Director, JamesPeck. Commissioner Filsinger reportedthat San Diego Filmmakers ismaking progress on the Film th Commission and RFQ’sare due December18. Commissioner Luekerreported he has begun work on a new mosaicin his studio. CommissionerTanha reported thatshe willbe attending events the rest of the year and will be thth on vacation December 29through January18. She will be absent for the next Commission meeting.
