2015-11-02 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday,November 2, 2015 1.CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:10p.m. PRESENT: Chair Thum, CommissionersFilsinger, Lueker,Sabeck, Stefankoand Tanha. Commissioner Meyers arrived at 6:11p.m. ABSENT: None. ALSO PRESENT:Arts Administrator Gilliam,Principal Planner Langager, Executive Assistant Kaufmann 2.PLEDGE OF ALLEGIANCE Commissioner Stefankoled the Pledge of Allegiance. 3.ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF Carolyn Corc spoke regardingthe Sister City committee and having the Arts Commission take over the event. 4.CHANGES TO THE AGENDA Item 8Aand 8Bwill be heard after Item 5. 5.APPROVAL OF THE MINUTES OFTHE OCTOBER 12, 2015MEETING ACTION: COMMISSIONERS SABECK MOVED AND FILSINGERSECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF OCTOBER 12, 2015. MOTION CARRIED: AYES: FILSINGER, LUEKER, MEYERS SABECK, STEFANKO, TANHAAND THUM; NAYS: NONE; ABSENT:NONE; ABSTAIN: NONE. 8A.Update on the Housing Element PrincipalPlanner Langager provided an update on the Housing Element. She reviewed the project process, Community Dialogue Sessions, Zoning Standards, and Online Resources. Chair Thum requested the “live-work” component be added for consideration. Commissioner Sabeck concurred. 2015 11-02 Commission for the Arts Meeting Minutes1of 5 Principal Planner Langager spoke about the possibility of apartments with a shared studio space and flexibility in zoning codesas it relates to the “live-work” component. Arts Administrator Gilliam said he wouldbring this item for input to an existing Ad-Hoc Committee. 8B. Proposal for the Pacific View site by the Arts, Culture and Ecology Alliance Garth Murphy with the Arts, Culture and Ecology Alliance presentedaplanto rehabilitatefive existing buildings with conceptual renderings. He went over art and commerce to show the attraction to businesses as well as artists. He spoke about the landscape and gardens in the proposed plan. Chair Thum asked about the five subcommittees that make up the Arts, Culture and Ecology Alliance. Mr. Murphy answered that the five subcommittees consist of construction, landscape, fundraising, media,and operations. Mr. Murphy said they have a budget of approximately $2 million. Commissioner Tanhaasked about making donations and naming/recognition. She asked what the Arts Commission could do to help.Mr. Murphy answered by askingpeopleto help work or help raise money. Arts AdministratorGilliam asked what they aregoing to bring forward to City Council.Mr. Murphystated he was bringing the lease to be ready for signature. Commissioner Tanhaasked Mr. Murphy to bring the plan to the Encinitas Friends of the Arts. Mr. Murphy thought that was a great idea and accepted the invitation. 6.ACTION ITEMS -OLD BUSINESS 6A.Vote on Recommendations to the City Council from the Public Art Advisory Committee Commissioner Lueker presented a report on behalf of the Public Advisory Committee. Commissioner Sabeck suggested a joint meeting of the City Council and Arts Commission.Arts Administrator Gilliam said that he would discuss the idea with the City Manager. ACTION: COMMISSIONERS FILSINGERMOVED AND SABECKSECONDED TO APPROVE THE RECOMMENDATIONS OF THE PUBLIC ART ADVISORY COMMITTEETO INCLUDEA RANGE OF $200,000-250,000FOR THE PROGRAM COST AS WELL AS DOLLAR AMOUNTS OF THE ARTWORK, ADMINISTRATION, INSURANCE, MAINTENANCE, AND A POSSIBLE STAFF PERSON. Commission Appointments to the FY2015-16 Work Plan Arts Administrator Gilliam provided an update on the FY2015-16 Work Plan. ACTION: COMMISSIONERMEYERSMOVED AND THUM SECONDED TOAPPROVE THE APPOINTMENTS TO THE FY2015-16 WORK PLAN. Film Festival Ad Hoc Report Commissioner Filsinger provided an update on the Film Festival. She indicated that Jorden Roberts was secured as the keynote speaker at the symposium on April 23, 2016form 8:00am to 7:00pm. She also indicated that BrentAltamare has agreed to help with all of the production at the Festival. Commissioner Filsinger discussed possible dates of the La Paloma Film Festival and will keep everyone updated. 8D.Encinitas Friends of the Arts Report Commissioner Tanha presented a report on the Encinitas Friends of the Arts. She reported that Dia De Los Muertos event exceeded their expectations. Jax Meyers suggested brainstorming on how to capture the exact head-count of those who attended the event. Commissioner Tanha announced a member, volunteer,and donorappreciation event on December 3, 2015 at the library. She also announced two passport events in 2016 to represent South Africa and France. 8E.Pacific View Activation Plan Report This Item was discussed under Item 8B. 8F.Public Art Ordinance Report This Item was discussed under Item 6A. 2015 11-02 Commission for the Arts Meeting MinutesPage 3of 5 8G.Music by the Sea Report Arts Administrator Gilliam reported that there are fortyseasoned subscribers andwith an th average ofone hundred ten tickets soldper concert. Thenext concert is November 20and Chair Thum will be there to assist. 8H.Visual Art Ad Hoc: Juried Art Exhibits for 2016 Arts Administrator Gilliamprovided an update on the Juried Art Exhibits for 2016 and stated that he has receivedfortyplus 2D applications and six3D applications. 8I.Progress Report on the FY2015-16 Work Plan Arts Administrator Gilliam provided a progress report on theFY2015-16 Work Plan. 8J.Commission-sponsored and Co-sponsored Events: Arts Administrator Gilliam reported on the November Commission sponsored and co-sponsored events, highlighting the following: Encinitas Dia de los Muertos, Nov. 1, 1-5pm, Encinitas Community Center. Wednesdays@Noon concerts: Nov. 4, 11, 18, 25, Encinitas Library. Music by theSea concert: Nov. 20, Encinitas Library. Commissioner Sabeck announced the San Diego ArtFair was this weekend in Balboa Park. Commissioner Stefanko announced she is attending Superintendent’s Meeting onNovember 16th to help get the Arts Master Plan within the Districts of Encinitas. She also announced that th on November 18, the Surf Cities Chapter of National Charity League will be voting whether to take on Encinitas as a new philanthropy. Commissioner Tanha is attending the San Diego Art Fair. th Commissioner Leuker is ready to report to Council on November 18. Chair Thum attended the N.
