1.CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:04p.m.
PRESENT: Chair Thum, CommissionersLueker,Meyers,Sabeck, StefankoandTanha
ABSENT: Commissioner Filsinger
ALSO PRESENT:Arts Administrator Gilliam, Commission Secretary Zenns
2.PLEDGE OF ALLEGIANCE
Chair Thumled the Pledge of Allegiance.
3.ORAL COMMUNICATIONS / POSSIBLE DIRECTIONTO STAFF
Brett Reisdorf, localartist from Solana Beach, presented images of his artwork. He incorporates
repurposed materialsinto each art piece.He has designed several worksfor the City of Solana
Beach and helped coordinate the construction. Mr. Reisdorf offered his services should an
opportunity arise.
4.CHANGES TO THE AGENDA
Chair Thum reported that Agenda Item 7A has been postponed until November.
5.APPROVAL OF THE MINUTES OF THE SEPTEMBER 14, 2015MEETING
ACTION:
COMMISSIONERS TANHAMOVED AND LEUKERSECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF SEPTEMBER 14, 2015. MOTION CARRIED:

Agenda Item 7A was not heard.
8.INFORMATIONAL ITEMS
8A.Update on the Housing Element
Associate Planner Michael Strongprovided an update on the Housing Element. He indicated
that several community forumswere being plannedthroughout the month of November. In
Decemberstaff will host more tailored, individual group meetings perhaps at individual homes
for neighborhood meetings.Associate Planner Strong encouraged the commissioners to be
involved in the process,attend the forums and even consider hosting a neighborhood meeting.
Commissioner Thum asked for clarification on the purpose of the Housing Element. Associate
Planner Strong indicated that the main focusof the planwasto meet the state mandated
housing needs. Depending on the outcome of this update process and the resulting land use
decisions, the determined housing needs may have zoning, traffic and other use impactsthat
the city would then need to accommodate.
Commissioner Sabeck asked for clarification on the housing plan alternatives. Planner Strong
noted that the city’s website shows the three main alternatives.
8B. Progress Report on the FY2015-16 Work Plan
Arts Administrator Gilliamreported on the FY2015-16 Commission for the Arts Work Plan. He
noted that the plan was revised to include an action column reflectingprogress on efforts to
date.
Gilliam indicated that the City Council voted unanimously to allow the Encinitas, Arts, Culture
and Ecology Alliance to submit a full proposal to activatethe Pacific View site. Commission
discussion ensued on the role of the commission as it relatedto the Arts Advocacy goal,
“Advocating for a City-owned Center for the Arts as identified in the Arts Master Plan.”Arts
Administrator Gilliam indicated that,in light of the recent direction by the City Council and
proposal by theAlliance,the Commission should consider how they can become involved in the
project.
Arts Administrator Gilliam reviewed each of the FY2015-16 Work Plan goals and the
correspondingactions.
8C.Encinitas Friends of the Arts Report
Commissioner Tanhareported that the Encinitas Friends of the Artswascurrently organizing
the Encinitas Dias de los Muertosevent scheduled for November 1, 2015 at the Encinitas
Community Center.A grant of $4,500 was allocated by the city, a grant of $16,400from the
County of San Diegowas pending.

8D.Pacific View Activation Plan Report
This item was discussed with agenda item 8B.
8E.Public Art Ordinance Report
Commissioner Luekerprovided an update onthe Public Art Ordinancepresentation, noting that
Planning and Building staff werecompiling a cost estimation of permitdevelopment fees based
on the percentage that the commission would propose for funding public art.
Arts Administrator Gilliam suggested that the ad hoc consider funding options in the form of new
money such as an increased Transient OccupancyTaxinstead ofproposing use of fundsthat
were obligated in the Capital Improvement Projects financial plan.
8F.Music by the Sea Report
Arts Administrator Gilliamreportedon the Music by the Sea concert series noting that ticket
sales continuedto increase.
8G.Visual Art Ad Hoc: Juried Art Exhibit for Youth in Grades 7-12
Commissioner Stefankoreported that the Visual Art ad hoc was including a juried art exhibit for
local students, grades seven to twelve.
8H.Commission-sponsored and Co-sponsored Events:
Arts Administrator Gilliam reported on the October Commission sponsored and co-sponsored
events, highlighting the following:
Wednesdays@Noon concerts: Oct. 7, 14, 21, 28, Encinitas Library
Music by the Sea concert: October 16, Encinitas Library
Opening Receptions: North County Photographic Society, Sat. Oct. 24, 1-4pm

10.COMMISSIONERS’ REPORTS
Commissioner Tanha reported that she attendeda reception atthe Oceanside Museumof Art.
Commissioner Stefanko reported that shewas looking fora dance group to perform at an
upcoming holiday event. Stefanko also reported that artist Bob Self wouldbeexhibiting at the
Oceanside Museum of Art on October 30, 2015.
Commissioner Thum reported that the Coastal Communities Concert Bandwouldbeperforming
this weekend.
Commissioner Meyers reported that the Leichtag Foundation held a Sukkot Harvest Festival
which included a theatrical production and exhibit.
