Meeting was called to order by Chair Thum at 5:08p.m.

No changes to the agenda.
Newly appointed Commissioner Meyers confirmed the Oath of Office.
5.APPROVAL OF THE MINUTES OF THE JULY 6, 2015MEETING
ACTION:
COMMISSIONERS FILSINGERMOVED AND LEUKERSECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF JUNE 1, 2015. MOTION CARRIED: AYES:

6.ACTION ITEMS -OLD BUSINESS
6A.Commission Appointments to the 2015/16 Work Plan
Arts Administrator Gilliam reviewed the council approved FY2015-16 Work Plan for the
Commission for the Arts, noting changes to the work plan and the vacancies to the ad hoc
committees.
Commission discussion ensued and commissioners indicated their preferences for participation
on the various ad hoc committees.

7.ACTION ITEMS -NEW BUSINESS
7A.Consider Recommendations to the City Council from thePublic Art Advisory
Committee
Commissioner Luekerreported that the Public Art Advisory Committee has been meeting to
prepare for their upcoming presentation onaPublic Art Ordinanceto the City Council. The
PowerPoint presentation created by the advisory committee was reviewed by the Commission.
Commissioner Lueker also reported that the Public Art Advisory Committee would be making
recommendations for the City Council’s consideration as follows:
1.5% of Capital Improvement Projects (CIP)
1% of private development projects over $500,000
25% of Transient Occupancy Tax (TOT)
Commission discussion ensued.

8.INFORMATIONAL ITEMS
8A.Welcome Jax Meyers to the Commission for the Arts
Chair Thum welcomed newly appointed Commissioner Jax Meyers.
8B. Discussion for a Possible Commission for the Arts Awards Program
Chair Thumreported that a fewof the other commissionsaredevelopinganawardsprogram.
After considerable discussion, there was consensus by the Commission to table the item until
next year.
8C.Encinitas Friends of the Arts Report
Commissioner Tanhareported that the Encinitas Friends of the Arts (EFA) has been very busy.
The Passport to India event went very well. The nextevent being planned by the EFA,in
coordination with the City,will be the Day of the Dead event at the Community Center on
November 1, 2015.In addition to the community events being planned, the EFA is completing

their non-profit filing status reports, organizing aboard retreat, and holding anappreciation
event for members and donorsin November.
8D.Pacific View Activation Plan Report
Arts Administrator Gilliamreported thatthe City received five letters of interest to be designated
as the Operating Partner. The Pacific View Activation ad hoc committee agreed to move one of
the parties forward for consideration by the full council. If the council agrees, a full proposal will
be requested.
8E.Public Art Ordinance Report
This item was heard under agenda item 7A.
8F.iPalpiti Festival Report
Arts Administrator Gilliamreported that the iPalpiti Festival took place in July for two weeks.The
event went very wellwith approximately 1200 attendees at the 6 concerts, open rehearsals and
special events.
8G.Arts Master Plan report
Arts Administrator Gilliamreported that he anticipates issuing aRequest for Qualifications later
this month to seek possible firms to prepare an Arts Master Plan for the City. He notedthat the
Arts Master Plan will include a Needs Assessment for arts facilities.
8H.Commission-sponsored and Co-sponsored Events:
Arts Administrator Gilliam reported on the AugustCommission sponsored and co-sponsored
events, highlighting the following:
Wednesdays@Noon concerts: Sept. 2, 9, 16, 23, 30, Encinitas Library
Music by the Sea concert: September 18, Encinitas Library
Opening Receptions: Lisa Brown, Sept. 4, 6-8pm, City Hall;
Kirsten Francis, Sept. 26, 1-4pm, Community Center

10.COMMISSIONERS’ REPORTS
Commissioner Filsinger reported that efforts for the Film Office are moving forward. Funding
has been secured from both the City of San Diego and the Countyof San Diego. Filsinger
noted that the Film Office will likely be organized as a non-profit organization.
Commissioner Meyers reported that the Sukkot Harvest Festival is taking place on October 4
from 11 a.m. to 5:00 p.m. with activities and entertainment. She also noted that PaintEncinitas
is fielding different projects for consideration.
Commissioner Luekerreported that he has been co-hosting a conference at Scripps.
Chair Thum reported that the Friends of the Encinitas Library selected their First Sundays
concerts series at the Library.
Commissioner Tanha reported that there is an excellent exhibit at the Canon Gallery, “Food for
Thought.”
11.ARTS ADMINISTRATOR REPORTS
Arts Administrator Gilliam reported that the Commissioner Appreciation Dinner is October 5,
2015 and, as a result,the next Commission for the Arts meeting will take place on October 12.
Gilliam also reported that the Friends of the Arts is fundraising for a piano.
