Meeting was called to order by Chair Thum at 5:05p.m.

Arts Administrator Gilliam presented a report on the proposed public artdonation by Carol
Halverson. He indicated that the ad hoc committee met to discuss the proposed donation and
recommendsnot accepting the public art.

8.INFORMATIONAL ITEMS
8A.REVIEW COUNCIL ALLOCATIONS FOR THE CITY OF ENCINITAS AND MIZEL FAMILY
FOUNDATION COMMUNITYGRANT PROGRAM.
Arts Administrator Gilliam reported on the June 24, 2015 City Council’s allocations to the FY15-
16 City of Encinitas and Mizel Family Foundation Community Grant Program, noting that 45
organizations received funding.
8B.ENCINITAS FRIENDS OFTHE ARTS REPORT
Commissioner Tanha reportedthat the Encinitas Friends of the Arts have been very busy
preparingfor and attending events in the community. The next big event is the Passport event
to be held at the Community Center. Also, the Friends is involved with the fundraiser aspect of
the iPalpiticoncert on July 18, 2015 andthey areseekingdonationsfromlocal businesses for
opportunity drawingsto support the event.Funds raised at the concert will go toward an art
center.

8C.PACIFIC VIEW ACTIVATION PLAN REPORT
Arts Administrator Gilliam reportedthat thecouncil subcommittee met last week. The architect’s
preliminary report was presented during the meeting.The report included options for parking
and recommendations on aspects of the property which are salvageable and which are not. No
cost estimates were included in the report. The final report will be presented in the near future.
An operating partner meeting will be scheduled next.
8D.REPORT, CITY COUNCILAPPROVAL, FY2015-16 WORK PLAN
Commissioner Luekerreported on his presentationof the Commission for the Arts FY2015-16
Work Plan to the City Council. He indicated that City Council approved the plan. Lueker also
noted that, based on their comments and questions,it was clear the Council was very interested
in the work the commission is doing.
8E.PUBLIC ART REPORT, MARINE SAFETY CENTER,AND PUBLIC ART ORDINANCE
PRESENTATION
Arts Administrator Gilliam reported that the public art ad hoc committee helda site visit atthe

Moonlight Beach area to view the marine safety center plans and potential locations for public
art. Afollow up meeting will be scheduled once plans are updated and finalized.
In reference to a public art ordinance, Commissioner Lueker recommends making a
presentation to the City Councilthat is delivered inthree parts:1) An introductionto public art
with examples of quality public art;2) how to raise funds for public art (percent for art);and,3)
current/future plans for the arts. Lueker presented a PowerPoint covering these points.
8F. PUBLIC ART DISCUSSION, SCULPTURE PADS
Agenda item 8F was heard and discussed during agenda item 8E.
8G.IPALPITI FESTIVAL, JULY 9-18, 2015
ArtsAdministrator Gilliam reported that the artists begin arriving tomorrowfor the iPalpiti
Festival. They will be staying at Carolyn Cope’s home and at the Days Inn. Five soloist
concerts are taking place at the library. Banners promoting the event will be displayed along the
101 corridor. The full orchestra performs a free community concert on July 18 at the San
Dieguito Academy.
8H.REPORT: ARTS MASTER PLAN UPDATE
Arts Administrator Gilliamreported that he is working on theArts Master Plan Update. A
Request for Qualifications will be issued this summer or early fall. The commission will need to
play a role in the evaluation of the responses received.
8I.COMMISSION-SPONSORED AND CO-SPONSORED EVENTS
Arts Administrator Gilliam reported on the July Commission sponsored and co-sponsored
events, highlighting the following:
Wednesdays@Noon concerts, July 1, 22, 29, Encinitas Library
iPalpiti Festival: July 9, 10, 11, 12,15, Encinitas Library, July 18, SDA Amphitheater
iPalpiti Orchestra Open Rehearsals, July 12-17, time TBA.
Opening Reception: Elizabeth Sullivan, July 25, 1-4pm, Encinitas Library

Commissioner Stefanko reported that she is now the Director of Marketing forthe Oceanside
Museum of Art.
Commissioner Sabeck reported that she will have a show at the Oceanside Museum of Art in
2016 and will exhibit her “Twisted Fairy Tales” in the San Diego Tech show.
Commissioner Filsinger reported that she has been working on a short film to be aired this
summer.

Commissioner Tanha reported that she visited Barrio Logan to experience their programs. She
also attended ameeting with latinos in the community to discussways to collaborate on various
arts programming.
Vice-Chair Lueker reportedthat he has been working on a mural project with children in
Escondido. The murals will be displayed at the San Diego Discovery Children’s Museum.
Chair Thum reportedthat theFirst Sunday Music Series began yesterday to a standing room
only concert.
11.ARTS ADMINISTRATOR REPORTS
Arts Administrator Gilliam reported the North County Arts Network has been formed. The next
meeting is July 16 at the Lux Art Institute and the commissioners are encouraged to attend.
