Overpass
Commissioner Lueker reportedthat the Public Art Ad Hoc Committeemet with city staff to
discuss artistic elements for the MacKinnon Overpass.The ad hoc’s recommendations for

each element are as follows:
1)Gateway pylons –preference if for no pylons
2)Bridge fencing –preference of a circular patterned Corten steel
3)12-foot-wide sidewalk –wavy inserts of glass or shells treatment
4)Vacated parcel of land –not suitable for public art

Arts Administrator Gilliam presented the FY 2014-15and indicated that the FY 2015-16 work
plan needed to be developed and presented to the City Council on June 17, 2015 with Vice-
Chair Lueker presenting.

Arts Administrator Gilliampresented a report on the proposed visual art donation to the city by
Carol Halverson.

8.INFORMATIONAL ITEMS
8A.Review the Arts Applications, Community Grant Program
Arts Administrator Gilliamreported on the evaluation panel’s recommendation for the FY 2015-
16 Community Grant Program. The applications and panel’s recommendations willbe
presented to the city council on June 24, 2015for funding allocationswith $8,000 available for
funding by the Council that evening.
8B.Encinitas Friends of the Arts Report
Commissioner Tanhareported thattheEncinitas Friends of the Arts, which is now a nonprofit
organization, recently presented Passport to Cuba.The event was very successful with 170in
attendance that they had to turn people away.Because of the popularity of these events, a
larger venue, the Encinitas Community Center, will be utilized for the next event, Passport to
India.
The group will also be attending upcoming community events, Cardiff Dog Days of Summer,
LeucadiART Walk, and others.
8C.Pacific View Report: Arts OrganizationCollaboration Meeting, Sculpture Garden
Arts Administrator Gilliamindicated there is no new information to present.
8D.Public Art: Marine Safety Center
Commissioner Luekerreported that the Public Art Advisory Committeewill be meeting this
week with the Surfing Madonna Oceans Project Foundation, which is a potential funder, and
will have more information to present at the next meeting.
8E. Encinitas Student Film Festival
Commissioners Filsinger indicated that they hope to receive a community grant to assist with
funding of the program.

8F.iPalpiti Festival, July 9-18, 2015
Arts Administrator Gilliamreported on the upcoming iPalpiti Festival taking place July 9-18,
2015. There will be five concerts at the libraryand a concert with the orchestra on July 18,
4:00 p.m. at San Dieguito Academy Amphitheater. This concert will also be an EFA
fundraiser for an Arts Center. The soloists arrive July 7, followed by the arrival of the full
orchestra on July 12.

Arts Administrator Gilliam reported on the commission-sponsored and co-sponsored events
highlighting the following:

10.COMMISSIONERS’ REPORTS
Commissioner Stefanko reported that she is looking intoa position with the Arts Alliance.
Commissioner Kastner attended a Jewish artists gathering in HudsonValley, New York and
learned about collaboration with artists and ecosystems.
Commissioner Sabeck reported on the Venice Biennale 2015, which she attended.
Commissioner Tanha reported on the new Afro-Cubanand Salsa dance instructor in town.
Commissioner Filsinger reported that she workedon the Radakovichreception panel discussion
with artist James Hubbell and others.She also noted that she has work in an exhibit at the
Oceanside Museum of Art.
Commissioner Lueker reported that a few weeks ago visitors from Hawaii postedon their
Facebook pagea picture of the mural he created with the six graders.
Chair Thum reported that the Coastal Communities Concert Bandheld their Encinitas Pops
concert honoring student musicians last week with 30 students performing alongside the band.
Three student scholarships were presented.

Arts Administrator Gilliam noted that today is his ten year anniversary with the city.
