6A.Review Public Art Ad Hoc Committee Recommendations for MacKinnon
Overpass
Commissioner Luekerreported that the Public Art Ad Hoc Committeehas not heard from the
project manager regarding public art for the MacKinnon Overpass. This item will be re-
agendized until additional information is made available.In the meantime, the ad hoc
committee will meetto discuss options.

7.ACTION ITEMS -NEW BUSINESS
7A.Appoint a Commissioner to Serve on the Community Grant Program Evaluation
Panel
Arts Administrator Gilliamreported that a commissioner was neededfrom each of the five
commissions to serve on the evaluation panel for the City of Encinitas and Mizel Family
Foundation Community Grant Program. The panel meeting will take place on May 18, 2015.
Gilliam indicated that the commissioner would be responsible for reviewing each of the
applications submitted for the FY15/16 program and making recommendations for funding that
would bepresented to the City Council for deliberation in June.

8.INFORMATIONAL ITEMS
8A.Encinitas Arts Festival review
Arts Administrator Gilliam reported on the Encinitas Arts Festival which took place on March
29, 2015 from Noon to 4 p.m.at the San Dieguito Academy. He indicated that there was a
wide variety of performances held including music, dance, and theater on three stages, an
artist expo, student art exhibit, artist demonstrations, chalk art, and art workshops. Images will
uploaded to Drop Box for participants use. The event continues to expand and improve with
much positive feedback.Gilliam noted that more consideration for visual artists is needed for
next year. A recommendation to survey participants was also made.
8B.Encinitas Friends of the Arts report
Commissioner Stefanko highlighted upcoming Encinitas Friends of the Arts (EFA)events
including the GardenTour on April 18, Passport to Cuba on May 23, and Sunset Concerts in
August, September and October.Arts Administrator Gilliam reported that the EFA just received
their non-profit status.

8C.Pacific View Activation Plan report
Arts Administrator Gilliam reported on the Pacific View Activation Plan(PVAP). He indicated that the
PVAPCouncil subcommittee is reporting to the full City Councilduring the council meeting on April 8,
2015. The PVAP subcommittee will presenttheirrecommendations for the Activation Plan including
uses at the site, the Request for Proposals, and an operating partner strategy.
8D.Ballet Folklorico de San Dieguito report
Arts Administrator Gilliam reported on the Ballet Folklorico de San Dieguito. He indicated that
although the group is relatively new, they performed very well at the Encinitas Arts Festival.
8E. Encinitas Student Film Festival
Arts Administrator Gilliam reportedCommissioner Filsinger is the lead on this event. He
believes that this year’sfilm festival is likely canceled due to lack of funding.
8F.Sculpture Garden Discussion
Commissioner Sabeckreported that the concept of a sculpture garden needs to be further
developed as areas are identified.

Commissioner Kastnerreportedthat he spent the last few weeks in Jerusalem workingto
exploreways to bring peopleand projectsto the Leichtag Ranch.
Commissioner Stefanko reported that she is no longer with the Lux Art Instituteand is pursuing
other opportunities and will work more Encinitas Friends of the Arts.
Commissioner Sabeck reported that she is installing a sculpture in Mira Mesa. She also
reported that she will be visiting Italy and Croatia next month where shewill takeinas many art
and cultural sites as time permits.
Vice-Chair Lueker reported that he is teaching art classes in Rancho Santa Fe. He willalso be

working on an endangered species mosaic project this summer for the Children’s Discovery
Museum in Escondido.
