2015-03-02 ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday,March2, 2015 1.CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:09p.m. PRESENT: Chair Thum, Commissioners Filsinger, Kastner,Lueker, Sabeck, Stefanko and Tanha ABSENT: None ALSO PRESENT:Arts Administrator Gilliam, Commission Secretary Zenns 2.PLEDGE OF ALLEGIANCE Commissioner Luekerled the Pledge of Allegiance. 3.ORAL COMMUNICATIONS / POSSIBLE DIRECTIONTO STAFF Arts Administrator Gilliam presented a gift to outgoing Commissioner Thora Guthriefor her time serving on the commission. Guthriethanked the commission for serving alongsideher. 4.CHANGES TO THE AGENDA No changes to the agenda. 5.APPROVAL OF THE MINUTES OF THE FEBRUARY 2, 2015MEETING ACTION: COMMISSIONERS TANHAMOVED AND LUEKERSECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF FEBRUARY 2, 2015. MOTION CARRIED: AYES: FILSINGER, KASTNER,LUEKER, SABECK, TANHA AND THUM; NAYS: NONE; ABSENT:STEFANKO; ABSTAIN: NONE. 6.ACTION ITEMS -OLD BUSINESS 6A.None. 7.ACTION ITEMS -NEW BUSINESS 7A.WELCOME THE NEWLY APPOINTED COMMISSIONERS Newly appointed commissioner Andrew Kastner was welcomed to the commission. Commissioner Kastner shared his background,and self-introductions were made. 2015 03-02 Commission for the Arts Meeting Minutes1of 4 Commissioner Stefanko arrived at 5:17 p.m. 7B.REVIEW PUBLIC ART AD HOC COMMITTEE RECOMMENDATIONS FOR MACKINNON OVERPASS Commissioner Lueker reported on the Public Art Ad Hoc Committee,noting that theyattended a meeting with CalTrans to hear a report on their plans for the MacKinnon Overpass. The overpass and immediate surrounding area will create a new entryway for the Encinitas Community Park,with the potential for art elements or features. The bridge gateway is currently designed to have two 10-foot-tall gateway pylons at each end. The fencing will be made of Corten steel, a material that was developed to eliminate the need for painting as it develops arust-likeappearance with exposure to the weather. Arts Administrator Gilliam noted that there are five design elements for discussion: 1)Retaining wall –preference ofa wave pattern or vertical stripes 2)Gateway pylons 3)Bridgefencing –preference ofawire mesh or a circle patternedCorten steel 4)12-foot-wide sidewalk –stamped detailor plain 5)Vacated parcel of land –recommendations on the design and useof the property on the west end of the bridge Commission discussion ensued. ACTION: COMMISSIONERCONSENSUS TO MAKE THE FOLLOWING RECOMMENDATIONS FOR THE MACKINNON OVERPASS: A WAVE PATTERN ON THE RETAINING WALL THE CIRCULARPATTERNEDCORTEN STEELON THE BRIDGE FENCING Additional information was requested for the gateway pylons, sidewalk,and the vacated parcel of land before recommendations could be made. 8.INFORMATIONAL ITEMS 8A.ENCINITAS ARTS FESTIVAL Arts AdministratorGilliamreported on the Encinitas Arts Festivalscheduled to take place on March 29, 2015 from Noon to 4 p.m. Awide variety of performances isbeing planned including music, dance,andtheateron three stages,an artist expo, student art exhibit,artist demonstrations, chalk art, and art workshops. Food and beverages will be available for purchase. 8B.ENCINITAS FRIENDS OFTHE ARTS REPORT Commission Tanha reported on the Encinitas Friends of the Arts (EFA).She indicated that the EFA created a vigorous schedule for the remainder of 2015 with thehopeof havinga greater presence at community events. 2015 03-02 Commission for the Arts Meeting MinutesPage 2of 4 nd Lastly, Tanha reported that the EFA board meetsonthe 2Thursdayof the monthat 10 a.m. th andthe 4Tuesdayof the monthat 5 p.m.at City Hall. 8C.PACIFIC VIEW ACTIVATION PLAN REPORT Arts Administrator Gilliam reported on the Pacific View Activation Plan(PVAP). He indicated that PVAPCouncil subcommittee is meeting tomorrow, March 3 at 2p.m. During the meeting the subcommittee will provide an update on the proposed interim uses. 8D.BALLET FOLKLORICO DE SAN DIEGUITO REPORT Arts Administrator Gilliam reportedon the Ballet Folklorico de San Dieguito. The grouphas a new logo and website URL: www.bfsd.me. They recently held their first performance at Ocean Knoll School and will also perform at the Encinitas Arts Festival. Lastly, Gilliam noted that enrollment includes more than 30 children. 8E. ENCINITAS STUDENT FILM FESTIVAL REPORT Commissioner Filsinger reported on the Encinitas Student Film Festivalnoting that plans were progressing.She reportedthat a Certified Public Accountantwill soon be installed as a board member. The accountantwill help the group seek financing and grant funding. Lastly, Filsinger reported that the “Red Carpet” showing is tentatively scheduled for April 26, 2015 at La Paloma,pending securing fundingfor the project. 8F.SCULPTURE GARDEN DISCUSSION Commissioner Sabeck brought up the topic of a Sculpture Garden, and suggested that it could showcasework from local artists in an intimate setting. Arts Administrator Gilliam indicated that the City’strails, Cottonwood Creek Park and itscreek bed,and the Encinitas Community Park are potential locations.Discussion ensued, and it was suggestedthat the item would be incorporated into the Public Art Master Plan. 8G.IPALPITI FESTIVAL REPORT Arts Administrator Gilliam reported on theiPalpiti Festivalwhichis scheduled to take place July 6-18,2015. He noted that iPalpiti Artists, Internationalwould like towork with the Encinitas Friends of the Artsand have the free concert on July 18serve as a fundraiser for an arts center. 8H.COMMISSION-SPONSORED AND CO-SPONSORED EVENTS: Arts Administrator Gilliam reported on the Commission-sponsored and co-sponsored events for March: Wednesdays@Noon concerts, March 4, 11, 18, 25, Encinitas Library Music by the Sea concert, March 20, 7:30pm, Encinitas Library Opening Reception: Carol Mayne, March 7, 1-4pm, Encinitas Library 4th Annual Encinitas Arts Festival, March 29, 12-4pm, San Dieguito Academy 2015 03-02 Commission for the Arts Meeting MinutesPage 3of 4 9.FUTURE AGENDA ITEMS 1)STANDING REPORTS 2)REVIEW AND UPDATE THE AD HOC COMMITTEES 3)PUBLIC ART –MACKINNON OVERPASS 4)CGP EVALUATION PANELSELECTION 5)REPORT ON THE ARTS FESTIVAL 10.COMMISSIONERS’ REPORTS Chair Thum reported that the Friends of the Library held their First Sunday Concert on March 1, 2015 featuring Robin Henkel & Billy Watson. Commissioner Lueker reported that he has a few opportunities to teach murals with students and an art teacher in Rancho Santa Fe. He will also be working on a project with the Children’s Discovery Museum in Escondido. Commissioner Tanha requested that the commissioners like and join the Encinitas Friends of the Arts Facebook. Commissioner Filsinger reported that she created a banner for the Arts Alive 2015. She is also participating in an exhibit at the Oceanside Museum of Art. Commissioner Sabeck reported that one of her pieces was purchased and installed at Scripps, La Jolla. She also reported that she was in Sedona last week and attended their Film Festival where Richard Dreyfuss spoke and noted his interest in films. Commissioner Stefanko reported that she attended a class in batik. She also reported that the Lux Art Institute is installing a new exhibit by Vicki Walsh on March 7, 2015. The exhibit will feature a series of faces exploring a variety of emotions. Commissioner Kastner reported thatin addition to choreographing performance art,hisartistic interests are in the culinary arts, preparing unique dishes.InMarch he will be in Jerusalem and will visit a friend who runs a center for agriculture creativity.
