Meeting was called to order by Chair Thum at 5:03p.m.
PRESENT: Chair Thum, Commissioners Filsinger, Guthrie,Lueker(arrived at 5:40

8.INFORMATIONAL ITEMS
8F.PUBLIC ART REPORT
Arts Administrator Gilliam reportedthat the Public Art ad hoc committee met last week with City
staff todiscuss the CaltransI-5 freeway widening project. The re-design of the MacKinnon
bridge overpassand a round-about areincluded in the first phase of this 30 year project
resulting in the potential for public art.Discussion ensued on possible art elements for this area.
Gilliam indicated that the Public Art committee will meet again to further evaluate and formulate
a recommendation.
8G.SCOPE OF THE ARTS MASTER PLAN UPDATE AND SURVEY REPORT
Arts Administrator Gilliam reported on the scope of the new Arts Master Plan.The City Council,
throughtheir Strategic Planning process,allocated $40,000 to hire a consultant to help develop
the new document.Gilliam indicated that he is researching other agencies that have gone
through this process. Hefurther noted that the plan will include a survey of the community and
residentsand create a five year plan of action.The Commission for the Arts will play a role in
developing the tools and questions.
Commissioner Lueker arrived at 5:40 p.m.
8A.ENCINITAS ARTS FESTIVAL
Arts AdministratorGilliamreported on the Encinitas Arts Festivalscheduled to take place on
March 29, 2015 from Noon to 4 p.m.Recently the committee confirmed that theCoastal
Communities Concert Band willheadline the event. Itwill include performances by local
organizations on threestages, art-making workshops, a student visual art exhibit, chalk artists,
and an Artist Expo: visual artists presenting live demonstrations.
8B.ENCINITAS FRIENDS OF THE ARTS REPORT
Commission Tanha reported on the Encinitas Friends of the Arts (EFA).She indicated that EFA
isworking ontheir event schedule for the remainder of 2015. They hopeto partner and
collaborate with community groups such as the San Dieguito Art Guild. The EFA board meets
ndth
the 2Thursdayof the monthat 10 a.m. and the 4Tuesdayof the monthat 5 p.m. Once the
schedule is determined, they will be looking for people to help partner and assist withvarious
events.
8C.PACIFIC VIEW ACTIVATION PLAN REPORT
Arts Administrator Gilliam reported on the Pacific View Activation Plan(PVAP). He indicated that
the PVAP Council subcommittee released a report recommending that the City Council approve,
as an interim use,a living museum in the existing facilities.This could allow for gallery space, a

café, museum store, performances, arts education classes, receptions and events. Parking was
amajor determining factor in this recommendation. The City Council subcommittee will present
their recommendations to the full Council on February 11, 2015. Commission discussion
ensued.
8D.BALLET FOLKLORICO DE SAN DIEGUITO REPORT
Arts Administrator Gilliam reportedon the Ballet Folklorico de San Dieguito. Enrollment includes
more than30 children and youth. He also reported that the logo was re-designed and that plans
are underway to purchase dance wear for participants.
8E. ENCINITAS STUDENT FILM FESTIVAL REPORT
Commissioner Filsinger reported on the Encinitas Student Film Festivalnoting thatplanswere
progressing.Filsinger indicated that she was negotiating on rental costs with La Paloma
Theaterand that she was seeking sponsorships to help fund the event. Lastly, she reported
that the symposium, initially scheduled for April,will be rescheduledfor a later date.
8H. IPALPITI FESTIVAL REPORT
Arts Administrator Gilliam reported on theiPalpiti Festivalwhichis scheduled to take place in
July6-18,2015.He indicated that thecommittee was able to secure the San Dieguito Academy
amphitheater for a Sunday afternoon concert.Lastly, Gilliam noted that the San Dieguito
AcademyFoundation agreed tosponsor the free concert.
8I.NORTH COUNTY ARTS NETWORK REPORT
Arts Administrator Gilliam reportedon the formation of the North County Arts Network,
envisioned to be a service organization for arts professionals.They will meet quarterly in arts
venues throughout North County. The first meeting took place at Cal State San Marcos. Craig
Watson, directorof theCaliforniaArts Council, spoke to more than 150 attendeesalong with
County Supervisors Bill Horn and Dave Roberts. The July meeting will take place at the Lux Art
Institute.

Arts Administrator Gilliam reported on the Commission sponsored and co-sponsored events for
February, noting the following events:

Music by the Sea concert, February 20, 7:30pm, Encinitas Library
Opening Reception: Roxanna Marie, Feb. 7, 1-4pm, Community Center Gallery

10.COMMISSIONERS’ REPORTS
Commissioner Stefanko reported that February is museum month. Entrance fees to many
museums will be discountedincluding the Lux Art Institute. She also reported that on February
18, 2015, the Lux Art Institute will have a live chamber music event in the Artist Pavilion.
Commissioner Guthrie reported that she recently accepted an Executive Director position.
Commissioner Filsinger reported that she was participating in exhibits including the California
Dreaming exhibit at the Oceanside Museum of Art. Also, she created a banner for the 2015 Arts
Alive event. The banners will be unveiled on February 7, 2015.
Commissioner Tanha reported that EFA had a booth at the Paint Encinitasunveiling eventfor
the new mural onCoast Highway 101. She also reported that the San Dieguito Art Guild holds
monthly art classes at the library as part of their “Demos and Dialogue” series.
Commissioner Lueker reported that he has a few opportunities to teach murals with middle
school students coming up in the next few months.

Chair Thum reported that the CoastalCommunities Concert Band will performtheir 32annual
concert on February 22, 2015.
11.ARTS ADMINISTRATOR REPORTS
Arts Administrator Gilliam reportedon the debate taking place overthe murals recently installed,
noting that the murals were painted on metal rather than directly on the building stucco.
