MOTION CARRIED: AYES: FILSINGER, STEFANCO, TANHA AND THUM; NAYS: NONE; ABSENT:GUTHRIE, LUEKER AND SABECK; ABSTAIN: NONE. 6.ACTION ITEMS -OLD BUSINESS 6A.None. 7.ACTION ITEMS -NEW BUSINESS 7A.None. 8.INFORMATIONAL ITEMS 2015 01-05 Commission for the Arts Meeting Minutes1of 4 8A.ENCINITAS ARTS FESTIVAL Arts Administrator Gilliam reported on the 4th Annual Encinitas Arts Festival scheduled for March 29, 2015 from Noon to 4:00 p.m.at the San Dieguito Arts Academy. The event will be structured very much like last year. Gilliam indicated that this year he would like to invite artists todolive demonstrations. Artist/performer packets are being prepared and he will begin promoting the event later this month. 8B.ENCINITAS FRIENDS OFTHE ARTS REPORT Commissioner Tanha reported on the Encinitas Friends of the Arts. Tanha indicated that former Council Member Teresa Barth has joined the Encinitas Friends of the Arts (EFA) Board of Directors. The EFAisplanninga busy year geared at increasing awareness of the group, promoting their effortsand increasing membership. Some of the activities includehaving a booth at the Encinitas Arts Festival,working with PaintEncinitason a mural alongHighway 101, and partnering with the Encinitas 101 Mainstreet on a few events. 8C.PACIFIC VIEW ACTIVATION PLAN REPORT Arts Administrator Gilliam reportedon the Pacific View Activation Plan noting that the Pacific View Activation Plan Subcommittee met and will be preparing a report to present to the City Council with their recommendations. Escrow has closed on the property and now officially belongs to the City. 8D.BALLET FOLKLORICO DESAN DIEGUITO REPORT Arts Administrator Gilliam reportedon the Ballet Folklorico de San Dieguitoprogramnoting that the program launched in late November 2014. Since its launch, there has been a lot of interest in the program but there werescheduling conflicts withthe classes being held on Friday afternoons. Currently there are three classes, one elementary class at Ocean Knoll Elementary School and two junior high classes. All three of the classes will be rescheduled to Saturdays and will be held at the Community Centerto help resolvethe calendar conflicts. Commissioner Lueker arrived at 5:25 p.m. 8E. ENCINITAS STUDENT FILM FESTIVAL REPORT CommissionerFilsingerprovided a report on the Encinitas Student Film Festival. She indicated that the symposium was initially scheduled forJanuary 31, 2015; however, the main speaker Jordan Roberts will not be able to attend due to a conflict. He was recently nominated for an Annie Award and will be attending theceremony. A new date for the symposium has not been confirmed. 8F.PUBLIC ART REPORT Arts Administrator Gilliam reported on Public Art. Gilliam indicated that herecently met with the City Manager to discussthe project which is included in the City’s Strategic Plan. The ad hoc committee will begin work on a draft public art ordinancein January 2015and it will likely take a year to complete. The ad hoc committee’s course of action and timeline includes: January-February: Best Practices researchand staff report preparation. 2015 01-05 Commission for the Arts Meeting MinutesPage 2of 4 March: Present a comprehensive report and presentationon public artto the City Council. The report will include best practices,an explanationhow the City Council could enact an ordinance, andfunding mechanismoptions forthe City Council’s consideration. These funding options could includerequestingfunds from:1) the City’s Capital Improvement Program; 2) Private developers; or, 3) the San Dieguito Water District. April-June: Prepare a draft ordinance. July: Provideupdates to the City Council. August: Present a draft ordinance to the City Councilfor consideration. September-December: Implement an ordinance pending Council’s approval. Arts Administrator Gilliam explainedthat anordinance will provide the City with the tools necessary to implement Public Art. Once implemented, potentially every departmentwithin the City that has a Capital Improvement Project will be impacted and need to dedicate funds towards Public Art. 8G.ARTS MASTER PLAN REPORT Arts Administrator Gilliam reportedthat the Arts Master Plan is also part of the Strategic Plan process. He noted that there are two keycomponents to the project: 1) the update ofthe Arts Master Plan; and, 2) aNeeds Assessment. Arts Administrator Gilliam indicated that thefirst Arts Master Plan was conducted in 2002. Typically a master plan has a five year shelf life so it is important to have the plan updated. The City has allocated $40,000 towards this effort and it will be done by a qualified consultant. Gilliam noted that the Needs Assessment will evaluate what kind of art facilities are needed by the City and community. Arts Administrator Gilliam reported that he anticipates issuing a Request for Qualifications later this month. The developmentof the draft Arts Master PlanUpdate will likely take a year and a half to complete. The selected consultant will seek input on the project from the City Council, the public and the Commission for the Arts before presenting its recommendations to the City Council. 8H. IPALPITI FESTIVAL REPORT Arts Administrator Gilliam reportedthat plans for the iPalpiti Festival are underway. Tentative schedule of events at the library include: July 8-12: Four soloist performances. July 12-15: Entire 24 person orchestra arrival and open rehearsals. July 19: Community performance with apossible fundraisingcomponent for Pacific View. Lastly, Gilliam noted that a performance at the San Dieguito Academy is being considered. Commissioner Guthriearrived at 5:39p.m. 8I.COMMISSION-SPONSORED AND CO-SPONSORED EVENTS 2015 01-05 Commission for the Arts Meeting MinutesPage 3of 4 Arts Administrator Gilliam reported on the Commission sponsored and co-sponsored events for January, noting the following events: Wednesdays@Noon concerts, January 7, 14, 21, 28. Encinitas Library. Music by the Sea concert, January 16, 7:30pm, Encinitas Library Opening Reception: Angela Jackson, Jan. 17, 2-4pm, Encinitas Library, David Wiemers, Jan. 24, 1-4pm, Community Center Gallery. 9.FUTURE AGENDA ITEMS 1)STANDING REPORTS 2)COMMUNITY ROOM NAMING REPORT 3)2015 MEETING SCHEDULE 4)ARTIST SURVEY OF USES AT THE PACIFIC VIEW SITE 10.COMMISSIONERS’ REPORTS Commissioner Lueker reported that he presented at a conference on creating mosaicswith kids. Commissioner Filsinger reported she attended the California Dreaming exhibit at the Oceanside Museum of Art and will also exhibit her own work there. Filsinger further reported that she was published in a recent edition of the Black & White magazine and she will be submitting an Arts Alive Banner. Lastly, Commissioner Filsinger is working on the production of a pilot television show. Commissioner Stefanko reported that theLux Art Institute is holding an exhibition with their teen collective January 16-19, 2015. The teens are part of the kids in residents program. Also, several classes with local artists will begin in January. Commissioner Tanha reported that she recently did some travelling and was able to see various art exhibits and participate in several cultural events. nd Commissioner Thum reported that the Coastal Communities Concert Band is holding a 32 AnniversaryConcert featuring all “Americana” music. Also, the Encinitas Friends of the Library held a standing room only concert with musicians from Zimbabwe. 11.ARTS ADMINISTRATOR REPORTS Arts Administrator Gilliam reported that the North County Arts Network was recently created to help local art administrators and leaders collaborate and share information.
