2016-06-01 MINUTES OF THE ENCINITAS CITY YOUTH COMMISSION REGULAR MEETING JUNE 1, 2016 4:30 P.M., 505 S. VULCAN AVENUE 1. CALL TO ORDER Chair Forrest called the meeting to order at 4:35 P.M. 2. ROLL CALL Present: Commissioners N. Barth, Brooks, Conger, Forrest, Galloway, Maskiewicz, Muir, and Wimsatt Also, Present Interim Director O’Grady, Recreation Superintendent Gorham, Recreation Supervisor Buck, and Management Analyst Roff Absent: Commissioners A. Barth and Vitenson There being a quorum present, the meeting was in order. 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS None 5. ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF None 6. CHANGES TO THE AGENDA There were no changes to the posted agenda. ACTION COMMISSIONER CONGER MOVED TO ADOPT THE JUNE 1, 2016 REGULAR MEETING AGENDA, SECOND BY COMMISSIONER WIMSATT, AND THE MOTION CARRIED 8-0. (COMMISSIONERS A. BARTH AND VITENSON WERE ABSENT.) 7. APPROVAL OF THE MINUTES The Commission move approval of the May 4, 2016 regular meeting minutes. ACTION COMMISSIONER N. BARTH MOVED TO APPROVE THE MAY 4, 2016 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER MUIR, AND THE MOTION CARRIED 8-0. (COMMISSIONERS A. BARTH AND VITENSON WERE ABSENT.) 8. ACTION ITEMS 8A. Youth Commission Input on City Communications Chair Forrest reviewed the staff report. IT Manager Tufts and Management Analyst Zenns provided an overview of the City’s Communication Plan and outreach efforts and requested Commission input. Commission outreach suggestions included use of social media, Facebook, Instagram, parent email, school newsletters, posters, banners, and teacher announcements. Suggestions also included making Council Members easy to reach through the new engagement tools and publishing comments electronically. 8B. FY 2015-16 Youth Commission Work Plan Commissioners reviewed the FY 2015-16 work plan. 9. INFORMATIONAL ITEMS 9A. Youth and Teen Operations Report – May 2016 Recreation Supervisor Buck presented the operations report. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None 11. Barth announced Carlsbad has a new Leader Academy for Carlsbad residents in grades 9 through 12 and applications are available on the City of Carlsbad website. 12B. Commissioners Corner Commissioners provided informational updates on youth related topics. ADJOURNMENT ACTION COMMISSIONER N.
