MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION REGULAR MEETING
JANUARY 19, 2016, 2:00 P.M., 505 SOUTH VULCAN AVENUE
1. CALL TO ORDER
Chair Henry called the meeting to order at 2:01 P.M.

Present: Commissioners Henry, Lerchbacker, Melikian, Quinn, Stewart, Simon, and Vance
Absent: None
Also Present: Director Rudloff, Senior Center Manager Goodsell, Recreation
Superintendent Gorham and Management Analyst Roff
There being a quorum present, the meeting was in order.

Andrew Plant presented an overview of the proposed Westmont Living facility.
4C. Senior Affordable Housing Proposal, Saints Constantine and Helen Greek Orthodox
Church
Pam Pierce presented an overview of the proposed SS Constantine and Helen Greek
Orthodox Church affordable housing project.

COMMISSIONER VANCE MOTIONED TO APPROVE THE NOV. 17, 2015 REGULAR
MEETING MINUTES, SECOND BY COMMISSIONER MELIKIAN, AND THE MOTION
CARRIED 7-0.

9A. Senior Center Operations Report
Senior Center Manager Goodsell presented the report. Recreation Superintendent Gorham
provided an update on the implementation plan for the Service and Financial Sustainability
Study.

11. FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMEBERS
Commissioners Stewart, Melikian and Henry requested Westmont Living and SS Constantine
and Helen Greek Orthodox Church be added as a future agenda action item.
12. COMMISSION REPORTS
12A. Senior Citizen Commission FY 2015-16 Work Plan Goals and Outcomes
Goal 1.1: Commissioner Melikian announced the Embracing Retirement Expo on February 20,
10 am to 2 pm and on lunch at the Encinitas Parks and Recreation Cafe. Senior Center
Manager Goodsell announced the Alliance for Regional Solutions exploratory meeting on
January 27, 2016.
Goal 2: Commissioners Stewart and Melikian reported on the Soiree. Recreation
Superintendent thanked staff for their efforts on the New Day New Way Soiree and requested
volunteers for January 23 Wellness Week Parks and Recreation booth. Commissioner Quinn
volunteered.
Goal 4: Commissioner Vance reported on the Jan. 12 presentation to Council.
Goal 5: Recreation Superintendent Gorham provided an update on the implementation plan for
the Service and Financial Sustainability Study. Senior Center Manager Goodsell reminded the
Ad-Hoc committee of the January 20, 4:30 meeting scheduled with Senior Planner Strong.
Goal 6: Commissioner Lerchbacker reported applications for senior awards became available
on January 19. Senior Center Manager Goodsell made forms available for the commissioners.
12B. Roundtable
Commissioner Henry reported March 2016 is her last meeting serving on the Senior Citizen
Commission.
Parks and Recreation Superintendent announced the Parks, Beaches, Trails Master Plan
Open Public Forum in February.
