2015-12-02 MINUTES OF THE ENCINITAS CITY YOUTH COMMISSION REGULAR MEETING DEC. 2, 2015, 4:30 P.M., 505 S. VULCAN AVENUE 1. CALL TO ORDER Chair Forrest called the meeting to order at 4:31 P.M. 2. ROLL CALL Present: Commissioners N. Barth, Conger, Forrest, Galloway, Muir, Wimsatt, Vitenson, Brookes, A. Barth, and Maskiewicz Also Present: Recreation Superintendent Gorham, Recreation Supervisor Buck and Management Analyst Roff Absent: None 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS 4A. At Home Encinitas – Michael Strong, Senior Planner, City of Encinitas Senior Planner Strong provided an update on At Home Encinitas and a handout of the Draft October 30, 2015 Floating Zones. 5. ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF None 6. CHANGES TO THE AGENDA There were no changes to the posted agenda. ACTION COMMISSIONER CONGER MOTIONED TO ADOPT THE DEC. 2, 2015 AGENDA, SECOND BY COMMISSIONER MUIR, MOTION CARRIED 10-0. 7. APPROVAL OF THE MINUTES The Commission move approval of the Nov. 4, 2015 regular meeting minutes. ACTION COMMISSIONER MUIR MOTIONED TO APPROVE THE NOV. 4, 2015 REGULAR MEETING MINUTES, SECOND BY COMMISSIONER N. BARTH, MOTION CARRIED 7-0. (COMMISSIONERS A. BARTH, BROOKES, AND MASKIEWICZ ABSTAINED.) 8. ACTION ITEMS 8A. Commission Holiday Parade Participation Chair Forrest presented the agenda report and Commissioners finalized their Holiday Parade participation plans. 9. INFORMATIONAL ITEMS 9A. Youth and Teen Operations Report – September 2015 Recreation Supervisor Buck and Commissioner N. Barth presented the operations report. 10. COMMISSION MEMBER INITIATED AGENDA ITEM None 11. FY 2015-16 Youth Commission Work Plan Chair Forrest reviewed the Commission Work Plan and Commission members provided updates. 12B.
