1. CALL TO ORDER/ROLL CALL
Meeting was called to order by Chair Thum at 5:08 p.m.
PRESENT: Chair Thum, Commissioners Sabeck, Stefanko and Tanha
ABSENT: Commissioners Filsinger, Guthrie and Lueker
ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns
2. PLEDGE OF ALLEGIANCE
Arts Administrator Gilliam led the Pledge of Allegiance.
3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF
None.
4. CHANGES TO THE AGENDA
None.
5. APPROVAL OF THE MINUTES OF THE NOVEMBER 3, 2014 MEETING
ACTION:
COMMISSIONERS SABECK MOVED AND STEFANKO SECONDED TO APPROVE THE
MINUTES OF THE REGULAR MEETING OF NOVEMBER 3, 2014. MOTION CARRIED: AYES:
SABECK, STEFANCO, TANHA AND THUM: NAYS: NONE; ABSENT: FILSINGER, GUTHRIE
AND LUEKER; ABSTAIN: NONE.
6. ACTION ITEMS - OLD BUSINESS
6A. AD HOC COMMITTEE REPORT, COUNCIL INITIATED ITEM: REVIEW "NAMING OF CITY
LAND, FACILITIES AND AMENITIES" POLICY (C030), SEEK PUBLIC INPUT, AND MAKE
RECOMMENDATIONS TO THE CITY COUNCIL FOR NAMING THE COMMUNITY ROOM
AT THE ENCINITAS LIBRARY

Arts Administrator Gilliam reported that the Ad Hoc committee on the item was deliberating on names
to recommend to the City Council for the Community Room at the Encinitas Library. Commission
discussion ensued.
The Commission agreed that the name could have three parts to it: a first, middle and last, for
example, "The Mizel Cultural Place." The following naming options were recommended:

ACTION:
COMMISSIONERS STEFANKO MOVED AND TANHA SECONDED TO APPROVE THE
SUBCOMMITEE'S RECOMMENDATONS FOR THE NAMING OF THE COMMUNITY ROOM AT
THE ENCINITAS LIBRARY. MOTION CARRIED: AYES: SABECK, STEFANCO, TANHA AND
THUM; NAYS: NONE; ABSENT: FILSINGER, GUTHRIE AND LUEKER; ABSTAIN: NONE.

8. INFORMATIONAL ITEMS
8A. COMMISSION HOLIDAY PARTY
Commissioner Tanha invited the Commission to a holiday party on December 6 from 3-8pm at her
home.
8B. ENCINITAS FRIENDS OF THE ARTS REPORT
Commissioner Tanha reported that the Encinitas Friends of the Arts was slowing down for the
holidays. However, they plan to create a video thanking the members and acknowledging the group's
accomplishments. They would also begin planning next year's programs and activities.
8C. PACIFIC VIEW ACTIVATION PLAN REPORT
Arts Administrator Gilliam reported that the Pacific View Activation Plan subcommittee was working
on next steps. A walk through of the site was completed, and a report is being prepared for the
Council.
8D. BALLET FOLKLORICO DE SAN DIEGUITO REPORT
Arts Administrator Gilliam reported that the Ballet Folklorico de San Dieguito held two classes and has
had strong attendance and participation.

8E. ENCINITAS STUDENT FILM FESTIVAL REPORT
Item not heard.
8F. PUBLIC ART REPORT
Arts Administrator Gilliam reported that work on a Public Art Ordinance was scheduled to begin in
January 2015. He indicated that a staff report including information on public art and best practices
from comparable cities of our size will be researched and presented to Council in early spring. Gilliam
anticipates that the work would be completed in late summer 2015.
8G. 2015 VISUAL ART EXHIBIT REPORT
Arts Administrator Gilliam reported that staff was working with the artists to organize and prepare for
the 2015 visual arts exhibits. Gilliam noted that additional 3-D exhibit case work was needed.
8H. IPALPITI FESTIVAL REPORT
Arts Administrator Gilliam reported on the iPalpiti Festival. He indicated that Eduard and Laura
Schmieder want to bring the entire orchestra for a week-long residency in Encinitas. The festival will
be here for a total of 14 days. The first week will be four soloists concerts, the second week the
orchestra of 25 will rehearse and present a fundraiser and performance to benefit Pacific View.

Arts Administrator Gilliam reported on the Commission sponsored and co-sponsored events for
December, noting the following events:
Holiday Party, Sat. Dec. 6, 3-6pm, Naimeh Tanha and Jonathan Woodward home.
Wednesdays @Noon concerts, Dec. 3, 10, 17, 24. Encinitas Library.
Opening Reception: FIG group, Sat. Dec. 13, 1-4pm, Community Center Gallery.

10. COMMISSIONERS' REPORTS
Commissioner Stefanco reported that the current artist at the Lux Art Institute is Ann Weber, noting
that her work is very interactive.

Commissioner Tanha reported that Synergy's second installation will take place on December 15 at
Rey at Night in North park.
Chair Thum reported that the Coastal Communities Concert Band would be holding their 201h Annual
Holiday Concert on December 7, 2014. The concert will benefit Meals-on-Wheels.
