2014-11-03 _ ACTION MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, November 3, 2014 1. CALL TO ORDER/ROLL CALL Meeting was called to order by Chair Thum at 5:05 p.m. PRESENT: Chair Thum, Commissioners Filsinger, Sabeck, Lueker, Guthrie, Stefanko and Tanha ABSENT: None ALSO PRESENT: Arts Administrator Gilliam, Commission Secretary Zenns 2. PLEDGE OF ALLEGIANCE Commissioner Lueker led the Pledge of Allegiance. 3. ORAL COMMUNICATIONS / POSSIBLE DIRECTION TO STAFF None. 4. CHANGES TO THE AGENDA None. 5. APPROVAL OF THE MINUTES OF THE OCTOBER 6, 2014 MEETING ACTION: COMMISSIONERS TANHA MOVED AND LUEKER SECONDED TO APPROVE THE MINUTES OF THE REGULAR MEETING OF OCTOBER 6, 2014. MOTION CARRIED: AYES: FILSINGER, GUTHRIE, LUEKER, SABECK, STEFANKO, TANHA AND THUM; NAYS: NONE; ABSENT: NONE; ABSTAIN: NONE. 6. ACTION ITEMS - OLD BUSINESS 6A. AD HOC COMMITTEE REPORT, COUNCIL INITIATED ITEM: REVIEW "NAMING OF CITY LAND, FACILITIES AND AMENITIES" POLICY (C030), SEEK PUBLIC INPUT, AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL FOR NAMING THE COMMUNITY ROOM AT THE ENCINITAS LIBRARY. CONTACT PERSON: ARTS ADMINISTRATOR GILLIAM. Arts Administrator Gilliam reported on the ad hoc committee for the council initiated item "Review the Naming of City Land, Facilities and Amenities policy and make recommendations to the City Council for naming the Community Room at the Encinitas Library." 2014 11-03 Commission for the Art:Meetine Minutes 2 1 of 4 The ad hoc committee recently met and they agreed upon two names to recommend to the City Council: 1) Hall of Arts & Culture and, 2) Mizel Hall (out of respect for their generosity to the Arts community). A third recommendation is still under consideration by the committee. ACTION: COMMISSIONERS SABECK MOVED AND FILSINGER SECONDED TO ACCEPT THE "NAMING OF CITY LAND, FACILITIES AND AMENITIES" POLICY AD HOC COMMITTEE'S REPORT AND TO RECOMMEND TWO NAMES TO THE CITY COUNCIL FOR THEIR CONSIDERATION: 1) HALL OF ARTS AND CULTURE AND 2) MIZEL HALL WITH A THIRD NAME UNDER CONSIDERATION BY THE AD HOC. MOTION CARRIED: AYES: FILSINGER, GUTHRIE, LUEKER, SABECK, STEFANKO, TANHA AND THUM; NAYS: NONE; ABSENT: NONE; ABSTAIN: NONE. 7. ACTION ITEMS - NEW BUSINESS 7A. NONE. 8. INFORMATIONAL ITEMS 8A. HOUSING ELEMENT UPDATE, PRESENTATION BY CITY OF ENCINITAS PLANNING AND BUILDING STAFF Planning and Building Deputy Director Manjeet Ranu presented the City's Housing Element Update. Mr. Ranu reported on the anticipated future housing needs of our community and the plans that the City will consider to meet the changing needs. The City would like the community to help create this plan through the Housing Element Update process - @HomeinEncinitas. 8B. ENCINITAS FRIENDS OF THE ARTS REPORT Commissioner Tanha reported on the Encinitas Friends of the Arts. She indicated that their first Dia de Los Muertos celebration at the library was very successful with over 2,000 people in attendance. This was a great community event. Additionally, Commissioner Tanha noted that the City's new Ballet Folklorico de San Dieguito will begin offering lessons on Friday, November 14, 2014 at Ocean Knoll Elementary School. 8C. PRESENTATION TO THE SENIOR COMMISSION REPORT Commissioner Thum reported that she gave a report to the Senior Commission on October 22, 2014. She had the opportunity to highlight the 2013/14 and 2014/15 Work Plan and accomplishments of the Commission for the Arts. The Senior Commission indicated that they may like to partner on a future event. 8D. PACIFIC VIEW ACTIVATION PLAN REPORT Arts Administrator Gilliam reported that the City Council approved the funding mechanism for Pacific View through taxable bonds resulting in the City's ability to develop the property in such a way as to generate income. Escrow is set to close in late November with the City taking ownership at that time. Also of importance, the Council would like to see short-term and long-term arts uses on the property. 2014 11-03 Commission for the Arts meeting Minutes 2 Page 2 of 4 8E. DIA DE LOS MUERTOS CELEBRATION AND BALLET FOLKLORICO DE SAN DIEGUITO REPORT Arts Administrator Gilliam reported that the Dia de Los Muertos celebration was probably the most successful event he has been involved with to date in the City. He also reported that the Ballet Folklorico de San Dieguito classes will begin on Friday November 14. Elementary age lessons will take place from 12:30 to 1:30 pm at Ocean Knoll, followed by a class at 2:30 pm at the Community Center for middle school age children and a class at 3:30 pm for high school age children. 8F. ENCINITAS STUDENT FILM FESTIVAL REPORT Commissioner Filsinger reported that there has been a date change for the Encinitas Student Film Festival Symposium. It will take place on January 31, 2015 at the Community Center instead of November 2014. 8G. PERCENT FOR ART ORDINANCE REPORT Commissioner Lueker reported on the Percent for Art Ordinance Public Art Ad Hoc Committee. The goal of a Percent for Art Ordinance is to develop a mechanism to create a revenue stream to fund public art. The committee will develop a staff report to the Council that is educational in nature, and presents best practices in other cities, and offers a series of options for Council consideration. From this, they will generate an Ordinance to bring to Council in spring, 2015. 8H. 2015 VISUAL ART EXHIBITS Arts Administrator Gilliam reported that they received 75 artist applications for exhibits in 2015. More 3-D applications are needed. He also noted that he would be making adjustments to the visual art exhibit schedule. 81. 2015 VISUAL ART APPLICATIONS REPORT Discussion on agenda item 81 was included with agenda item 8H. 8J. COMMISSION-SPONSORED AND CO-SPONSORED EVENTS: Wednesdays @Noon concerts, Nov. 5, 12, 19, 26. Encinitas Library. Music by the Sea concert, Friday, Nov. 14, 7:30pm. Encinitas Library. 9. COMMISSIONERS' REPORTS Commissioner Sabeck reported that the art fair takes place this weekend in Balboa Park. 2014 11-03 Commission for the Arts Aleeting Minutes 2 Page 3 of 4 Commissioner Stefanko reported that there are several activities taking place at the lux art institute. They still have many visiting artists providing shows. Commissioner Filsinger reported that she entered an international competition and four of her images won. She also noted that she was elected as board president of the San Diego Filmmakers. Commissioner Tanha reported that she will be attending the San Diego Art Fair this weekend. Also, she reported that Synergy Arts Foundation fundraiser will be held the evening of November 15 and she highly recommends attending. Commissioner Lueker reported that he has been asked to do a mosaic demonstration in La Jolla and he will attend a Geophysical Symposium. Chair Thum reported that the Coastal Communities Concert Band performed last week and are preparing for the 20th Annual Holiday Concert which will benefit Meals-on-Wheels. She also reported that the Friends of the Library signed up 120 new members. This brings the group to over 500 members. 11. ARTS ADMINISTRATOR REPORTS Arts Administrator Gilliam reported that the iPalpiti Orchestra may be in residence in Alaska in early July, 2015 and would bring the orchestra to Encinitas for a week following. The City would present four soloist concerts, and an orchestra concert that could serve as a fund-raiser for Pacific View. 12.
